Parsons is looking for an amazingly talented **Dry Utilities Practice Lead** to join our team in Abu Dhabi. The Dry Utilities Practice Lead is responsible for leading the technical, commercial, and operational performance of the dry utilities engineering discipline across planning, design, coordination, and delivery. The role provides strategic direction for power, telecommunications, street lighting, ICT, ELV, and related infrastructure systems, ensuring technical excellence, authority compliance, effective multidisciplinary integration, efficient project delivery, and sustainable business growth while strengthening team capability and supporting client and stakeholder engagement.
**What You'll Be Doing**
+ Provide strategic leadership for the dry utilities practice, including capability development, resource planning, workload balancing, and continuous improvement.
+ Lead and oversee the planning, design, review, and delivery of dry utilities systems, including power distribution, substations coordination, street lighting, telecommunications, ICT, ELV, duct banks, utility corridors, and associated infrastructure systems.
+ Establish and maintain technical standards, design procedures, checking protocols, quality controls, and review processes to ensure consistent, high-quality outputs across projects.
+ Provide senior technical authority for load assessments, utility demand calculations, network layouts, equipment coordination, specifications, resilience planning, constructability, and regulatory compliance.
+ Direct multidisciplinary coordination with roads, wet utilities, structures, landscape, BIM, GIS, digital drafting, project management, and other engineering disciplines to achieve integrated design solutions.
+ Manage relationships with clients, consultants, contractors, service providers, and authorities, including support for submissions, NOCs, approvals, design reviews, and resolution of technical comments.

Job Summary

+ Perform aircraft marshaling, parking, and positioning in accordance with applicable Technical Orders and airfield procedures.
+ Execute aircraft arrival and departure services, including chocking , grounding, and ensuring safe positioning on the flight line.
+ Conduct aircraft servicing operations, including general ground handling tasks required to support aircraft turn-around and mission readiness.

**Qualifications** :
+ Minimum of 5-8 years of experience in operational risk management, compliance, audit, or other control-related functions in the financial services industry.
+ Ability to identify, measure, and manage key risks and controls.
+ Strong knowledge in the development and execution for controls. - Proven experience in control related functions in the financial industry.
+ Proven experience in implementing sustainable solutions and improving processes.
+ Understanding of compliance laws, rules, regulations, and best practices.
+ Understanding of Citi's Policies, Standards, and Procedures.
+ Strong analytical skills to evaluate complex risk and control activities and processes.

Job Summary

Roles and Responsibilities
+ Maintain a ZERO Harm workplace by enforcing strict adherence to flight line safety standards, FOD prevention programs, and tool control procedures at all times .
+ Ensure full compliance with Environmental, Safety, and Quality Assurance requirements; support documentation, reporting, and enforcement across TAS operations.
+ Assist in the daily oversight of TAS operations, including aircraft arrival, marshaling, parking, servicing, turn-around, and departure activities to ensure PWS performance objectives are met.
+ Lead, supervise, and mentor assigned personnel during shifts; reinforce operational discipline, safety standards, and quality execution.
+ Serve as the acting Site Manager in the absence of the Site Manager, maintaining full authority over daily operations and decision-making.
+ Coordinate daily tasking and priorities; assign work, monitor execution, and resolve operational challenges impacting aircraft flow and mission execution.
+ Schedule personnel (shifts, rotations, coverage) to maintain required 24/7/365 service levels, including surge and contingency operations.
+ Inspect and audit in-process and completed work to verify compliance with PWS requirements, Technical Orders, and airfield procedures; implement corrective actions as required .
+ Oversee execution of aircraft ground handling and servicing operations to ensure safety, efficiency, and compliance with applicable standards.
+ Monitor performance trends, identify operational risks, and assist in implementing corrective actions to sustain mission readiness.

Basic Qualifications
+ U.S. National (USN) with an active Secret Security Clearance
+ Minimum 6 years of experience in aviation operations, aircraft maintenance, or Transient Aircraft Services
+ Demonstrated experience in flight line operations and aircraft servicing
+ Prior experience in a supervisory or leadership role
Strong knowledge of:

Reporting directly to the Supervisor, the TAS Technician performs aircraft arrival, marshaling, parking, servicing, turn-around, and departure tasks in support of mission requirements.
This position ensures all aircraft servicing activities are conducted safely, efficiently, and in full compliance with the Performance Work Statement (PWS), applicable Technical Orders, airfield safety standards, and U.S. Government/U.S. Air Force directives. The TAS Technician is accountable for maintaining operational readiness, adhering to strict safety protocols, and supporting continuous 24/7/365 flight line operations in a high-tempo, austere environment.
Roles and Responsibilities
+ Maintain a ZERO Harm workplace by strictly adhering to all flight line safety requirements, including FOD prevention, tool control, and proper use of PPE at all times .
+ Perform aircraft marshaling, parking, and positioning in accordance with applicable Technical Orders and airfield procedures.
+ Execute aircraft arrival and departure services, including chocking , grounding, and ensuring safe positioning on the flight line.
+ Conduct aircraft servicing operations, including general ground handling tasks required to support aircraft turn-around and mission readiness.
+ Assist in aircraft launch and recovery operations in coordination with Supervisors and Airfield Management.
+ Perform operator-level inspections and servicing of assigned equipment, including vehicles and support equipment used in TAS operations.
+ Maintain strict accountability of tools and equipment; ensure compliance with tool control programs at all times .
+ Participate in FOD prevention activities, including routine flight line inspections and immediate removal of foreign objects.
+ Follow all applicable Technical Orders, safety directives, and standard operating procedures during all aircraft servicing operations.
+ Communicate effectively with Supervisors and team members to ensure safe and efficient execution of tasks.
+ Identify and report safety hazards, equipment malfunctions, and operational issues to leadership immediately .
+ Support documentation requirements, including aircraft servicing records, shift logs, and inspection checklists.
+ Assist in maintaining cleanliness and organization of the flight line and work areas.
+ Support training and qualification requirements to maintain mission readiness and compliance with certification standards.
+ Perform duties in austere conditions, including extreme weather, while maintaining safety and operational discipline.
+ Perform additional duties and tasks as assigned by the Supervisor or Site Manager.
Basic Qualifications
+ Must be a U.S. citizen 
+ Ability to obtain/ maintain a SECRET clearance
+ Ability to maintain operational continuity across rotations and work within Government-led governance rhythms
+ Minimum 3-5 years of experience in aviation operations, aircraft maintenance, or Transient Aircraft Services
+ Hands-on experience working on a flight line or in aircraft ground operations
Basic knowledge of:
+ Aircraft marshaling and ground handling procedures
+ Flight line safety requirements
+ Use of ground support equipment
Preferred Qualifications
+ Prior experience supporting U.S. Air Force TAS operations
+ FAA Airframe & Powerplant (A&P) certification or equivalent military experience
