**Job Description**
The **Project Director** is responsible for the overall leadership, strategic management, and successful delivery of large-scale infrastructure projects from commencement through construction, testing & commissioning, handover, and project close-out. The role provides executive oversight of all technical, commercial, contractual, operational, financial, and stakeholder management activities, ensuring that project objectives are achieved in accordance with contractual obligations, client expectations, quality standards, and business objectives.
The Project Director leads multidisciplinary project teams and acts as the primary executive representative of the Consultant, maintaining effective communication with the Client, government authorities, utility providers, contractors, and senior management while ensuring successful project delivery within the approved programme, budget, quality, safety, and sustainability requirements.
Key Job Duties
1. Project Leadership & Delivery
+ Provide overall leadership and strategic direction for the successful delivery of large-scale infrastructure projects.
+ Ensure projects are delivered in accordance with contract requirements, approved programmes, quality standards, and client expectations.
+ Lead multidisciplinary project teams throughout all project phases from mobilization to final handover.
+ Establish project objectives, priorities, governance, and performance targets.
2. Client & Stakeholder Management
+ Serve as the primary point of contact with the Client, Developers, Government Authorities, Utility Providers, and other key stakeholders.
+ Lead executive-level meetings, progress reviews, and strategic workshops.
+ Maintain strong client relationships while ensuring timely resolution of project issues.
+ Manage authority coordination, approvals, permits, and major stakeholder interfaces.
3. Commercial & Contract Management
+ Provide executive oversight of contract administration in accordance with FIDIC and project contractual requirements.
+ Review variations, claims, extensions of time, commercial risks, and contractual correspondence.
+ Monitor project financial performance, resource utilization, and commercial objectives.
+ Support business development opportunities and client satisfaction initiatives.
4. Technical & Operational Oversight
+ Oversee engineering design coordination, construction supervision, testing & commissioning, and handover activities.
+ Ensure effective integration of all engineering disciplines, including roads, utilities, drainage, public realm, electrical, telecom, irrigation, landscape, and transportation infrastructure.
+ Monitor technical compliance with project specifications, authority requirements, and international standards.
5. Risk, Quality & HSE Management
+ Establish project governance frameworks for quality, safety, and risk management.
+ Ensure implementation of Project Quality Plans, HSE Management Systems, and Risk Registers.
+ Review major project risks and implement proactive mitigation strategies.
+ Promote continuous improvement and best practices across the project.
6. Resource & Team Leadership
+ Lead and mentor Resident Engineers, Senior Resident Engineers, discipline engineers, commercial staff, and project support teams.
+ Optimize project resources and organizational structure to achieve project objectives.
+ Monitor staff performance, succession planning, and professional development.
7. Reporting & Executive Communication
+ Review executive progress reports, dashboards, commercial reports, and key performance indicators.
+ Report project status, risks, opportunities, and strategic recommendations to senior management.
+ Ensure effective project documentation and governance throughout the project lifecycle.
Required Qualifications & Experience
Education
+ Bachelor's Degree in Civil Engineering or an equivalent engineering discipline.
+ Master's Degree in Engineering, Construction Management, or Project Management is highly desirable.
+ Chartered Engineer (CEng), PE, PMP, or equivalent professional certification is preferred.
**Qualifications**
Experience
+ Minimum **20 years** of relevant experience in the delivery of major infrastructure projects.
+ Minimum **10 years** in senior leadership roles such as Project Director, Project Manager, or Senior Resident Engineer on large-scale infrastructure developments.
+ Proven experience managing multidisciplinary consultancy teams and complex stakeholder environments.

Job Purpose
The Project Manager will be responsible for leading the safe, efficient and high-quality delivery of FEED, Pre-FEED, engineering and EPCM-related scopes for energy and oil & gas projects, with a particular focus on Middle East opportunities. + Work with the Proposal Lead to coordinate cross-functional proposal inputs and ensure bid deliverables are complete, coherent, competitive and aligned with KBR's delivery capability.
+ Support client presentations, proposal reviews, red team reviews, technical clarification meetings and transition from proposal to project execution following award.
Experience
+ 15+ years of relevant experience in engineering, project management or project delivery within the oil and gas, energy, petrochemical or major infrastructure sectors.
+ Demonstrated experience managing FEED, Pre-FEED, study, detailed engineering, PMC or EPCM scopes for major energy or oil and gas projects.
+ Previous experience with an EPC, EPCM, engineering consultancy or project management consultancy organisation is strongly preferred.
+ Experience managing multidisciplinary project teams across engineering, project controls, estimating, procurement, HSSE, quality and information management.
+ Strong understanding of FEED delivery, basis of design development, project execution planning, deliverables management, design reviews, cost estimating and schedule development.
+ Experience supporting proposals, tenders, bid execution, CTR development, technical/commercial submissions and proposal-to-project handover.
+ Middle East project experience is strongly preferred; UAE, Iraq, Kuwait, Oman or wider GCC experience would be advantageous.
+ Experience with major regional operators, including ADNOC, KOC, KNPC, BOC, TotalEnergies, TAQA or similar clients, would be advantageous.
+ Proven ability to manage client relationships, resolve issues, drive decisions and maintain project momentum in complex, multi-stakeholder environments.

**Qualifications:**
+ A Bachelors' Degree or Masters' Degree or equivalent with a bias towards electrical engineering. Accredited Project Management qualifications with a construction site bias in Electrical engineering.
+ An electrical engineering background with design and installations experience of heavy duty power distribution is essential for this role, ideally in Datacenters or similar critical systems applications
+ Minimum of 5 years construction site management experience plus an equivalent of hands-on site works in Data Centers is expected. Experience with other large and complex industrial projects will also be considered, especially if the fields of automation and controls.
+ A strong electrical background and/or training on datacenter technologies and systems is expected.
+ Direct experience of electrical engineering, Power Management, Power Control, Mission Critical or Building Management and controls systems.
+ Advanced-level role with a preference for someone with knowledge of the datacenter industry or similar technologies

**Experience & Qualifications:**
+ A graduation degree is essential for obtaining a UAE visa and work permit. If your university certificate is from outside the UAE, up-to-date attestations and equivalency are also mandatory (Recognition of Higher Education Qualifications Issued Outside The UAE)
+ Minimum 5+ years' experience in Technology Project/Programme/Delivery Management delivering medium-to-high complexity change.
+ Besides having fair understanding of technology know-how, working knowledge of Core Banking platforms is preferred, typical banking processing patterns and integration with surrounding enterprise capabilities (channels, integration/messaging, ops tooling, data/MI, interfaces).
