- Advise and assist Team Leader, Maintenance Performance & Improvement/Manager Planning, Scheduling & Turnaround and closely liaise with Contract department on all aspects to the commercial, financial and contractual implications relating to the successful completion of Turnaround.
- Advise and assist Maintenance Division Managers and Team Leaders in Budget Preparation for OPEX and New Schemes (CAPEX), define, validate, monitor and control the budget as per the approved value. If needed to revise as per the business needs advise on budget revision or advise for reallocation where possible.
KEY ACCOUNTABILITIES
- To compile 5 year business plan of Maintenance by coordinating with various stake holders and periodically update all Capital Items, Major and Extraordinary Maintenance Items and provide reports to the management on regular basis.
- Assist Maintenance Team in budget preparation for both OPEX and CAPEX and monitor annual expenditure budgets and provide assistance in budget control, utilization and reallocation. Provide cost control and planning advice to maintenance team as and when required. Generate periodic reports for maintenance team on budget performance
- Assist in the development of standard procedures for use with the computerized planning and scheduling packages used in the planning and scheduling of major maintenance and overhaul projects. Develop management reports in connection with major maintenance and overhaul projects as required.
- Participate in requirements gathering, solution design, testing, validation of the solution deployed in the system as per the business and corporate requirements. It involves liaising with ADNOC Group IT, ADNOC Operations Excellence teams.
- Liaise with budget and cost control team as when required. Resolve budget related issues in coordination with budget and cost control team.
- P roduce cost trends and analysis reports for management to identify variances and plan for better control. Perform project costing related reporting to the team and management's review on a monthly basis to ensure that expenditures are kept within the project budget.
- Review bids and provide necessary support to Contract department in monitoring and controlling the Turnaround contract.
- Monitor the performance of service providers on a regular basis.
- Prepare initial Turnaround Budget, amending same on receipt of more definitive information.
- Assist Planning Engineers in the preparation of budget proposal and monitoring and reporting the expenditure and budgets.
- Participate, as necessary, in developing the contracts and preparation of draft documents and Contract administration.
- Responsible to control and monitor project total expenditure including verifying and checking of invoices and claims from suppliers, vendors and subcontractors to ensure that all project expenditures are captured and properly recorded.
- Provide planning and cost control support for all projects which includes variation reporting, monitoring of milestone progress to the preparation of billing processes, etc.
- Perform technical and commercial review of tenders (subcontractor's quotations) for the preparation of service agreements.
- Ensure effective project implementation and utilize productive reports from the creation of WBS with the use of project management system to monitor the status of all purchases, invoicing and delivery up to the closure of the project.
- Monitor the contractor's progress and performance to ensure deliverables and services conform to the contract requirements.
- Verify the payments and ensure that it is consistent with contract terms.
- Exercise state remedies, as appropriate, where a contractor's performance is deficient and resolving disputes in a timely manner.
- Document significant events and maintain appropriate records. Undertake cost analysis and commercial evaluation as required.
- Maintain schedules of mobilization of both labour and equipment for turnaround, compare planned with actual, report on status and anomalies. Follow up and prepare planned cost and man-hours during execution phase, compare with actual, report results on a daily basis, notify trends and over-runs.
- Monitor contractor activity on a specified frequency to identify problem areas.
- Prepare interim and final valuation and payment for the contractor service as agreed & approved as per Contract terms. Prepare valuation certificate and necessary approval letters for various approving authorities as per FAL.
- Administer the Contract and regularly liaise with Contract department and cost Service department for clarifications in order to bring clarity while executing the Contract and monitor issue of the contract, service orders and amendments.
- Responsible for update of all Time Data in CATS module of SAP for manpower, plant & equipment and other contractual services provided by Turnaround Contractor.
- Prepare planned cost and man-hour during execution phase compare with actual and report on daily basis during turnaround execution period.
- Prepare final Comprehensive Cost report with all details of expenditure for Turnaround Managers report.
- Prepare commercial and contractual documentation required for the internal audit team including queries on contract philosophy and commercial matters pertaining to TA contract and service orders.
- Demonstrate appropriate levels of knowledge and responsibility regarding Technical and Operational Integrity processes of AIRMS.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS
- Bachelor Degree in Mechanical/Chemical Engineering or equivalent.
- 8 years of experience in Engineering and Maintenance project cost estimating, cost monitoring and cost controlling in the LNG, Oil Refining or Petrochemical Industry in a similar role
