Electrical Design Engineer

Parsons is looking for talentedElectrical Design Engineer to join our team! In this role you will be working on MV & LV power distribution systems for large and mega infrastructure projects that meet customer quality requirements and international as well as Local Authority regulations and standards. This includes defining the problem, establishing the work scope, preparing the budget and schedule, planning the work, providing technical direction, and reporting the work status.
What You'll Be Doing:
- Develops Electrical engineering designs for MV & LV power distribution systems for large and mega infrastructure projects that meet customer quality requirements and international as well as Local Authority regulations and standards. This includes defining the problem, establishing the work scope, preparing the budget and schedule, planning the work, providing technical direction, and reporting the work status.
- Shall be responsible for liaising with Electricity Authorities such as DEWA, SEWA, Ethihad WE etc for obtaining Power Supply Master Plan Approvals, Load NOCs, LV Design Approvals & MV Design Approvals. Distribution substation approvals, Getting Electricity applications, NOCs and all related designs preparations.
- The engineer may be assigned to a project or organizational team, or as a lead engineer for a specific discipline on a small to intermediate-size project.
- Shall Provide input and technical guidance to CAD Designer/Drafters, Designers, and Mid-Level, Junior Engineers working on the same project.
- Shall Perform other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
Minimum 5 years relevant project or design experience in electrical Engineer position.
Recent experience of HV, MV & LV electrical design related to infrastructure as per local standards.
Experience in engineering software to perform Power system analysis, fault current, load flow etc would be an added advantage.
Must have thorough knowledge of IEC and various local authority standards in the GCC like DEWA, SEWA, FEWA, Civil Defense, Etisalat, Du etc.
Involve in master plan design from Concept stage to Detailed design terms of HV, MV & LV utility corridor space proofing, defining ROW requirements, coordination with wet utilities, ICT, Telecom, roads, transportation & landscape teams
Prepare demand load calculations, sizing major equipment and circuits, tie in point requirements, exposure and understanding of dry utilities and infrastructure projects from Concept to IFC stage
Experience in infrastructure projects, understanding of the requirements for primary substations 132/11 kV, HV corridor, distribution substations, pocket substations, feeder pillars, 11kV & LV networks and report writing skills.
What Desired Skills You'll Bring:
Shall be able to analyze the specific project requirements for greenfield, brownfield projects.
Design knowledge of MV and LV networks and Preparation of tender and IFC specifications.
Preparation of design reports, specifications, tender documents and securing design approvals for different project phases including coordination with client/authorities/sub consultants.

Supporting technical proposals and estimation for projects,

- Verify the qualifications and capabilities of sub-vendors to ensure they meet project requirements and quality standards.
- Oversee the preparation of final quality dossiers/documentation packages containing inspection reports, test records, material traceability documents, WSS and NDE reports, as-built drawings, and other relevant documentation for pressure vessels.
- Ensure accuracy, completeness, and timely submission of documentation to clients and regulatory authorities.
- Possess strong knowledge and understanding of pressure vessel construction codes (ASME SEC VIII Division 1 & 2) and ASME material specifications, and ASME manual.
- Interpret project specifications accurately and provide technical guidance to ensure compliance during fabrication, inspection, and testing phases.
- Conduct toolbox talk sessions as required to educate and reinforce good workmanship, highlight quality concerns, quality procedures and to clarify project requirements or discrepancies among team members and subcontractors.
- Prepare look-ahead inspection schedules in line with project scheduled plan and allocate resources effectively for upcoming inspection activities.
- Issue inspection notifications (RFIs/NOIs) to clients.
- Monitor and control the allocated QC budget for the project, ensuring efficient use of resources and adherence to financial constraints.
- Diploma / bachelor’s degree in mechanical engineering or related discipline, preferably with certifications in Welding inspection (CSWIP 3.1).
- Extensive experience (typically 6+ years) in quality control/assurance roles within the pressure vessel manufacturing or construction industry, with specific expertise in inspection and coordination.
- NDE certification (PCN or ASNT Level II in MT, PT, UT, RTFI) and awareness in ISO 9001-QMS requirements is an added advantage.
- In-depth knowledge of pressure vessel construction codes (ASME SEC VIII Division 1 & 2), ASME material specifications, welding processes, and fabrication techniques suitable for pressure vessel construction.
- Excellent communication skills, both verbal and written, to effectively interact with diverse stakeholders and convey technical information clearly.
