The Regional Customs Compliance and Special Programs Leader will be responsible for leading and managing both the strategic framework for Customs Special Programs and the comprehensive Customs Compliance program within the region. **Job Description**
Working as a key member of the Middle East & Africa ("MEA") legal team and working closely with the MEA Chief Counsel, Commercial, Operations and other disciplines, your role will extend across front end contract reviews and negotiations, major projects and corporate transactions. **Contracts Manager**

Parsons is looking for an amazingly talented **Contracts Manager** to join our team on an existing project in our Abu Dhabi sector. **What You'll Be Doing:**
+ Manage the financial and contractual aspects of the project/programme.
+ Participate in progress meetings, record minutes, and prepare reports.

+ Support the resolution of contractual issues, variations, and claims in coordination with client and contractor teams.
+ Prepare and review contractual documentation, correspondence, and reports.

+ Lead the preparation of variation orders and evaluation of claims.
+ Ensure completeness and validity of all contractual requirements.
+ Advise on contractor's resource allocation.
+ Prepare financial statements for monthly reports to client.
+ Audit payments to contractors.
+ Ensure prompt submission and completeness of valuations.
+ Check and record measurements of completed work.
+ Monitor final cost estimates of contracts.
+ Maintain expenditure records.
+ Coordinate and monitor activities of the team.
+ Prepare final account documentation.
**What Required Skills You'll Bring:**
+ Bachelor's degree in Quantity Surveying or related field.
+ Minimum **15+ years** postgraduate of demonstrable experience in all aspects of quantity surveying.
+ Proven experience in analysing contract variations and claims.
+ Experience in commercial management with consultant on construction supervision projects is a must.
+ Excellent written and verbal communication skills in English.
+ Strong understanding of construction contract commercial documents, engineering drawings, and specifications.
**What Desired Skills You'll Bring:**
+ Qualified and chartered by a recognised international body such as Royal Institution of Chartered Surveyors (RICS) or similar will be an added advantage.
+ 5+ years of related work experience in infrastructure projects.
+ Ability to perform complex commercial management activities typical to the engineering and construction industry.
+ Experience with FIDIC contracts.
+ Experience working as a consultant providing internal and external advice to client and ability to work autonomously.
+ Working knowledge of software typically associated with quantity surveying and project controls, such as Cost OS and Electronic Document Management Systems etc.

The MEA Legal and Compliance team is a collaborative and high performing function which enjoys and values the support of the business.
The successful candidate will be the lead compliance officer for Cigna's business in the UAE leading, shaping and developing opportunities from the outset. There will be opportunities to work with senior leaders and business leaders around the world. Externally there will be opportunities to work with specialist advisers and interact with regulators applicable to the UAE business. Whist the role will is focused on the UAE business, there will be many opportunities to work on regional matters.
As part of the MEA Legal and Compliance team, the successful candidate will be a trusted business partner, asked to shape and stay involved in opportunities and projects from the outset. As a senior compliance advisor, you will work closely with your colleagues in Legal and Compliance supporting Cigna's business with accurate, proportionate and timely compliance and regulatory advice to assist the operational, strategic and financial aims of Cigna. The job content will be excitingly broad in line with the scope of Cigna's MEA business, and will include onshore and offshore regulatory advice.
**Key Responsibilities:**
**Maintain and enhance Cigna's compliance framework and program in the UAE.**
**Manage a team of direct reports to oversee compliance in the UAE.**
**Influence and collaborate with business leaders, legal, audit, information. protection, privacy and compliance leadership to define, develop and implement business unit compliance, privacy and ethics programs, risk, industry trends and new regulations.**
**Based on a risk assessment, create an annual compliance plan for the UAE and the wider MEA region.**
**Establish and execute testing and monitoring plan against key compliance risks.**
**Provide draft and final reports regarding testing and monitoring to legal and compliance leadership.**
**Provide a quarterly update of progress against the compliance plan to legal and compliance leadership.**
**Deliver compliance (regulatory and ethics) training to the business unit.**
**Facilitate implementation of new compliance requirements by the first line of defence.**
**Draft new compliance policies as needed**
**Provide guidance and support to the business unit in the management of data and privacy issues including breach management, remediation plans, data subject access requests and data privacy impact assessments**
**Assist the Legal team in their identification and interpretation of new laws, regulations and market practices**
**Be a champion for the Cigna Ethics programme.**
**Partner with the international privacy team to drive privacy compliance in the UAE.**
**Lead and/or support compliance projects in the UAE or wider ME region.**
**Requirements:**
+ 8 years' minimum experience in the compliance field within Healthcare Insurance/Insurance in the United Arab Emirates, regional experience in insurance is an advantage.
+ Strong understanding of insurance-related and data protection laws in the UAE.
+ Ability to work independently, multi-task and prioritize effectively in a high paced environment.
+ Must have previous experience in leading teams or high value or strategic projects.
+ Strong analytical, planning, and problem solving skills.
+ Strong decision making capabilities and ability to identify problems and propose creative and effective solutions.
+ Excellent written and oral communication skills and ability to provide guidance on complex matters in a clear and concise manner.

Senior Contracts Engineer
KBR is looking for a Senior Contracts Engineer for an EPCM project to be based in Abu Dhabi - UAE.
Roles and Responsibilities:
Sr. Contracts Engineer is required to have prior experience of tendering and awarding major EPCM and construction contracts on lump sum, re-measure, reimbursable and/or unit rate contract basis.
Protects CONTRACTOR Company and thereby COMPANY from contractual risk by working in a process of continuous improvement to encourage/promote the introduction and implementation of best practice contracting methodology and practices.
Accountabilities include, but not be limited to:
Demonstrate an overriding commitment to health, safety, environmental responsibility
Develop contract strategies.
Issuance of ATT (Approval to Tender) and ATA (Approval to Award).
Working with engineering group to develop contract contractor prequalification questionnaires and analyse the subsequent returns.

Develop negotiation strategy
