Assessment Strategy Leader

In this key role, you will design and implement a comprehensive enterprise-wide assessment strategy that aligns with our corporate vision. This involves optimizing talent management and development decisions by establishing robust standardized assessment practices. You will work closely with cross-functional teams to ensure global consistency and support future talent identification through data-driven strategies.

You will be responsible for developing a global HE Assessment Strategy that ensures alignment with our corporate talent philosophy and business priorities. This includes analyzing existing assessment tools and processes used across hiring and development, identifying gaps and opportunities for innovation. You will select, design, and recommend valid, reliable, and scalable assessment methods tailored to diverse talent segments.

Another key aspect of this role is establishing and implementing standardized global assessment processes that ensure fairness, objectivity, and legal compliance across regions and functions. You will define clear global guidelines and functional competency assessments (FCA) in collaboration with business stakeholders to ensure alignment and adoption. Additionally, you will monitor local adaptations and provide governance to maintain consistency.

You will act as the point of contact for Hitachi Corporate matters related to assessments, ensuring alignment with enterprise-wide strategies and standards. You will collaborate with Corporate HR teams, Talent COEs, and business HR partners to co-create and harmonize assessment approaches within the organization. Furthermore, you will provide centralized coordination for assessment initiatives, pilots, and rollouts to ensure coherence and efficiency across global entities.

To succeed in this role, you will create toolkits, user guides, and learning materials that embed best practices globally. We are seeking a skilled professional to conduct assessments of conversational Farsi for cultural appropriateness and fluency. The ideal candidate will have expertise in evaluating virtual platforms for Farsi language content delivery.

MAIN OBJECTIVE OF ROLE
To oversee and execute the administration, coordination, and conduct of English Language Proficiency (ELP) assessments for flight crew members in accordance with General Civil Aviation Authority (GCAA) CAR Ops regulations and ICAO standards for certification of flight crew licenses.

Key Responsibilities

• Conducts ELP assessments for Flight crew as a Linguistic Assessor in accordance with ICAO holistic descriptors (ICAO Doc. 9835), GCAA Regulations, and flydubai's Operations Manual.
• Supervises and upholds the sanctity of the ELP testing process through meticulous invigilation and oversight of all assessment sessions.
• Liaises and reports any discrepancy/issues discovered in the test script to test provider for prompt resolution.
• Serves as a focal point and standardization for all active ELP Assessors.
• Participates in Internal and GCAA audits related to ELP to ensure compliance with regulatory and organizational standards.
• Anticipates, identifies, and addresses technical anomalies by coordinating with IT services and test developers to mitigate disruptions and maintain assessment continuity.
• Communicates evaluation results and provides instructions to the candidates on how to raise grievances regarding their assessment.
• Liaise with Flight Operations Department and other internal departments to ensure seamless communication regarding test results, certification distribution, and compliance with regulatory timelines.
• Generates comprehensive analytical reports, synthesizing assessment data to provide insights and trends on candidates' performance. Provides yearly test statistics to GCAA licensing.
• Manages organization of test materials, ensuring all documents are prepared for assessment day and administers post-assessment procedures to maintain the integrity of data storage for compliance purposes.
• Delivers detailed descriptive post assessment summaries for the awarded proficiency levels to internal and external stakeholders.
• Reviews and evaluates the available external Aviation English Training providers for the candidates who require additional support and remedial training to achieve an operational ELP level or more.
• Collaborates with the Ground Training to conduct biannual reviews and updates of the Operations Manual Language Assessment Body, ensuring continuous alignment with GCAA regulations, ICAO standards, and company policies.
