**Job Summary**
We are seeking a dedicated professional with a passion for **Environment, Safety and Health (ESH),** combined with a strong commitment to Sustainability. This position has primary responsibility to ensure World-Area level ESH activities & new initiatives for the **MEA Flow controls business unit** . The role requires close collaboration with Sales, Life Cycle Services ESH, Global ESH, MEA corporate ESH Management, and local country ESH representatives.
**In This Role, Your Responsibilities Will Be:**
+ Review, Maintain and Develop policies and procedures to cultivate a strong culture of safety and ensure regulatory compliance.
+ Drive continuous improvement of ESH programs to mitigate risk, prevent injuries, and protect people, property, and the environment.
+ Provide HSE expertise and take ownership for implementing tools, standards, and proven methods.
+ Harmonize and standardize MEA processes and initiatives, promoting collaboration within the HSE community and implementing proven techniques.
+ Adopting Global and world area level strategies to the MEA FCV level ESH priorities.
+ Drive innovative programs which brings Engineering solutions to all the hazards.
+ Ensure ISO (International Organization for Standardization) Certification through timely audits and effective closure of corrective actions.

+ Lead Auditor in ISO 14001 & ISO 45001 (or previous 18001).
**Preferred Qualifications that Set You Apart:**
+ Engineering Masters Degree or equivalent experience
+ Professional certifications: Certified Safety Professional (CSP), or National Board Examination
+ Occupational Safety and Health (NEBOSH).
+ Experience in using technology, devices, training techniques related to ESH

Job Purpose

Establish and monitor the Contractor HSE Program and Management Systems in compliance with ISO and Company standards. Provide HSE management leadership and support at the project level. Ensure HSE goals, objectives and targets are met through personal leadership and involvement.

Key Accountabilities
  • Monitor HSE staff in executing daily activities to include site inspections, audits, and reporting.
  • Preparing weekly and monthly HSE reports, statistics and presentations related to HSE performance.
  • Manage the HSE staff and coordinate their audit schedule.
  • Monitor and track overall project HSSE performance and communicate trends and achievements.
  • Develop all the required documentation, operational checks and reports for the HSE Management System to be compliant with ISO standards, including corrective and preventive measures.
  • Investigate HSE complaints put forward by staff members and report the results to management.
  • Coordinate and participate in the investigation of accidents and near misses. Review and analyze accidents and near miss findings and developing and tracking corrective actions.
  • Develop and implement focused audit strategy to align with nonconformance trends and high-risk activities to include: Keys to Life risks, Company critical activities, work permit process and implementation.
  • Development of Job Safety Analyses and pre-task analyses (Total Safety Task Instruction). Development and maintenance of a Risk Register.
  • Maintain a site presence and inspect job site activities during particularly difficult or hazardous work situation.
  • Coordinate with weekly safety focused walkthroughs with site management and supervision.
  • Assist Company management in the preparation and presentation of field HSE meetings.
  • Conduct weekly and monthly meetings to include mass toolbox and HSE staff.
  • Develop and maintain emergency response procedures and evacuation plans.
  • Ensure regular emergency response exercises and drills are conducted to ensure the highest level of preparedness in any emergency. Maintains records of such drills, providing recommendations for emergency response improvements.
  • To advise site management, craft employees and subcontractors on successful implementation of Zero Harm objectives.

Education & Experience:
  • Bachelor's degree Health, Safety, Environment Management, Chemical engineer (or equivalent) or relevant diploma
  • Minimum 10+years' experience as a HSE Manager/ Lead position
  • Strong Health Safety and Environment Managerial skill in similar industries
  • Practical knowledge in root cause analysis (RCA)

Skills Required:
  • Strong communication skills
  • Excellent training skills
  • Able to provide detailed audit reports, with relevant required preventive and corrective measures
  • Fluent English speaking and excellent report writing skills

Parsons is looking for an amazingly talented **HSE Manager** to join our team! In this role you will be **providing all necessary assistance to the construction supervision team with respect to all safety, health, and environmental issues** **.**
The HSE Manager provides a focal point for all occupational safety, health, and environment issues throughout the construction contract by reviewing the contractor's safety submittals (i.e., MSRA), visiting the site, chairing the weekly quality and safety meetings, following up on non-conformances, and taking a lead role in ensuring the contractor complies with his approved PSHEP/OSH and CEMP and attends/conduct regular HSE audits. In addition, review and approve the OSH Plan, and CEMP of the contractor and he will monitor the implementation of the safety, health, and environment of the project scope of work and ensure compliance with the Aldar HSE requirements, ADOSH SF and EAD regulations including ITC.
**What You'll Be Doing:**
+ Develop, implement, and maintain HSE plans, programs, and reports for office and project operations.
+ Provide technical support, supervision, and task assignments to project HSE managers.
+ Monitor project sustainability and environmental compliance with legal and contractual requirements.
+ Advise Sector Managers and Program Directors on safety performance and improvements.
+ Deliver HSE training to Parsons and contractor personnel as needed.
+ Evaluate and supervise contractor safety performance, qualifications, and programs, including pre-qualification activities.
+ Conduct regular HSE audits, inspections, and reviews to ensure compliance with Parsons' standards, ESHARP, and regulations.
+ Review material submittals and method statements for compliance with specifications, Estidama credits, and environmental best practices.
+ Collaborate with senior representatives across functional teams, including design, engineering, and construction.
+ Oversee accident/incident investigations, identify root causes, and ensure proper reporting.
+ Prepare monthly HSE metrics reports and recommend improvements for programs or contractors.
+ Manage non-conformance reports and ensure corrective actions are implemented.
+ Ensure all safety-related technical documents are accurate and up to date.
+ Oversee environmental performance of contractors and prepare deliverables related to sustainability, waste, water, and natural resources.
+ Coordinate with medical professionals to ensure worker health and implement early return-to-work programs.
+ Participate in HSE staff recruitment, performance reviews, and daily management of direct reports.
+ Perform other responsibilities as required by the role.
**Additional responsibility of the HSE Manager:**
+ Provide technical expertise to site management for implementing the ESHARP Manual, QHSE, and sustainability processes.
+ Ensure environmental and sustainability goals are met during project design and construction.
+ Work under broad objectives set by the GBU SH&E Director, Abu Dhabi Sector HSE Manager, and Project Management.
+ Review, interpret, and assist with compliance to safety regulations and standards.
+ Lead accident/incident investigations, identify root causes, and guide reporting to regulatory authorities.
+ Monitor project safety performance through audits and inspections.
**What Required Skills You'll Bring:**
+ **Bachelor's Degree** in Occupational Safety and Health or related field (or equivalent experience) discipline or related field (or equivalent work experience).
+ **Minimum 15** years experience experience in the field of HSE, wherein at least 10+ years' experience in Managerial / Management capacity.
+ Professional certification (i.e., CSP, NEBOSH Diploma, NVQ Level 6, IOSH, or similar).
+ Thorough knowledge of ISO 45001, ISO 14001, ADOSH SF, EAD regulations and reporting procedures, as well as an in-depth understanding of safety management systems and procedures
+ Excellent presentation skills for delivery of health and health and safety-related training programs.
+ Thorough experience in directing and implementing quality management systems and standards specified by ISO 9000.
+ High attention to detail and excellent organization skills.
+ Proactive must keep up to date with legal and professional changes associated with public health and occupational health and safety.
+ Ability to work independently with minimal direction or oversight.
+ Excellent written, presentation, and oral communications skills. Arabic speaking is an advantage.
