Job Summary

The role is accountable for architecting, operationalizing, and governing an integrated Group-wide Talent Management and Talent Acquisition strategy. This encompasses the end-to-end design and execution of performance management frameworks (including N-1, N-2 KPI and OKR alignment to the Balanced Scorecard), succession planning, role criticality assessment, and enterprise career pathing and development frameworks. In addition, the role oversees the Group's Talent Acquisition strategy, ensuring workforce planning alignment, recruitment excellence, employer branding, and hiring process optimization. It ensures a steady pipeline of diverse, high-caliber talent to meet both immediate and future organizational needs. The role leads the governance and optimization of the Learning & Development (L&D) function, delivering digital, instructor-led, and functional learning solutions at scale. It ensures systematic talent review cycles, robust internal pipelines for leadership and business-critical roles, and the integration of advanced analytics to monitor promotion health, internal mobility, and learning effectiveness. Acting as the enterprise owner for talent capability, the Director partners with HRBPs, COEs, and Business Leadership to embed data-driven, future-ready talent practices, elevate organizational performance, and institutionalize a culture of continuous development, accountability, and scalable impact.

Accountability

Core Responsibilities:

  • Strategic Leadership & Talent Strategy
    – Lead the design and execution of enterprise-wide talent strategies that drive transformation, embed a culture of growth, and build future-ready capabilities.
  • Performance Management
    – Deliver a high-impact performance management ecosystem covering goal setting, feedback, calibration, and development outcomes; oversee divisional KPI/OKR alignment with the Balanced Scorecard.
  • Talent Acquisition & Employer Branding
    – Drive an end-to-end TA strategy, ensuring timely hiring, recruitment marketing, and sourcing excellence across global markets while enhancing the candidate experience.
  • Succession Planning & Career Pathing
    – Build and sustain leadership and business-critical pipelines; design frameworks for succession, career progression, and internal mobility.
  • Learning & Development

Job Requirements

  • Bachelor's degree in HR, Business, Organizational Development, or a related field from a reputed university/institution master's degree preferred
  • 12+ years of experience in Human Resources, with at least 5 years in Talent Management or COE leadership roles. Demonstrated success in leading performance, succession, and learning strategies across large, matrixed, and multi-market organizations.
  • Strong knowledge of talent technologies, digital learning platforms, and analytics. Ability to think strategically, execute with discipline, and influence at senior levels.
  • Fluency in English is mandatory (spoken, written, and technical). Arabic language proficiency is a plus with the ability to articulate complex concepts, influence, and convincingly engage at senior leadership and executive levels
  • Certified Talent Management Practitioner (CTMP), SHRM-SCP / CIPD Level 7, Hogan / Korn Ferry / Mercer Assessment Certified (or equivalent), Learning & Development or Coaching Certifications (optional but advantageous)

A leading regional organization in Dubai is seeking a
Talent Management Assistant Manager
/
Manager
to drive strategic HR initiatives across the region. This role will focus on
enhancing employee capabilities, supporting career progression, and implementing impactful talent programs
that align with business objectives.

Key Responsibilities:

  • Design, implement, and manage
    Learning & Development programs
    across the region, including onboarding, promotions, and e-learning initiatives
  • Develop and oversee
    career development frameworks, succession planning, and internal mobility programs
  • Manage
    assessment centers
    to evaluate competencies, leadership potential, and readiness for progression
  • Provide
    regional HR support
    , including training needs analysis (TNA), development planning, and reporting on talent metrics
  • Ensure alignment with global HR strategies and compliance with local regulations

Requirements:

  • 8–12 years of relevant HR experience
  • Bachelor's degree required (MBA/MA in HR preferred)
  • Strong analytical and reporting skills, with proficiency in HRIS systems (LMS preferred)
  • Excellent communication, presentation, and interpersonal skills
  • Collaborative, adaptable, and results-driven
