Key Responsibilities:- Develop detailed feasibility studies and conduct cost analysis to create accurate cost plans during the early stages of a project.
- Collaborate with the design department to define the cost plan and identify financial constraints or opportunities.
- Advise on procurement routes and strategies, and assist in developing the project brief, ensuring all cost implications are considered and aligning the financial plan with the client's goals.
- Prepare initial cost estimates and conduct value engineering exercises to ensure the design aligns with the cost plan, identifying potential risks and developing strategies to mitigate them, contributing to the overall cost management plan.
- Refine cost plan and conduct detailed cost checks against the evolving design, ensuring spatial arrangements are cost-effective, and that any changes in the design are financially evaluated.
- Prepare detailed Bills of Quantities by itemising and categorising materials and labour required, reviewing and cross-checking the BOQ thoroughly to ensure accuracy and consistency.
- Provide detailed cost information and support the preparation of tender documents.
Qualifications:
- Bachelor's Degree in Civil Engineering or Quantity Surveying.
- Cost Consultancy Experience is preferred.
- Proficiency in MS Office, Planswift, AutoCAD, BIM, and other relevant software.
- Minimum of 10 years of experience in QS.

Key Accountabilities
Project / Investment Assessment
- Assist the review of all project proposals including design basis, mass and energy balance, assumptions, strategies, etc. to ensure the technical robustness and profitable economics with emphasis on HSE matters and energy efficiency at the project approval stage.
- Assist the review of Feasibility, Pre-FEED, FEED documents or any studies, as necessary, to make comments, that supports the decision making for a project stage gate approval
- Coordinate with BLGCs for evaluation of project proposals and submission to Investment Committee for necessary endorsement
- Assist and review special studies related to ADNOC and BLGC Refining Projects and participate in task forces as assigned in order to evaluate performance, integrity review, inspections and audits.
- Support in the review of project proposals, recommendations, issues and concerns occurring all through the project cycle from FEED until close-out of the project including technical, efficiency, economics, profitability, contracting strategy, Project management consultancy, key contract terms and awards, Bidders list for Consultants, Post completion analysis and lessons learnt for improvement for future projects execution.
- Conduct analysis and provide comments to support management in decision making.
- Coordinate with various project stakeholders to ensure that they are successfully executed within approved budget, timelines and quality specifications and that they meet the required life cycle, capacity, quality and HSE standards and its compliance with UAE laws( for UAE Projects) & respective country laws (for ADNOC International Projects), policies, regulations and ADNOC guidelines.
- Ensure compliance to Project Value Assurance Process (VAP).
- Review the monthly reports, monitors the progress, assess the areas of concerns and mitigation measures proposed and highlights to the higher management of any remarkable, recurring or concerning issues.
- Support in promoting fairness and transparency in dealing with the project consultants, contractors and manufacturers, following approved systems and procedures.
- Maintain the Team’s Technical Support MIS and update data to ensure that accurate data is available for reporting and planning purposes.
- Ensures that best practices and lesson learned information are collected and recorded in the MIS and made available to the BLGCs
Projects Control
- Continuously monitor project cost, schedule and progress and conduct reporting activities and functions of all phases of projects until final acceptance of works.
- Plan and monitor updating and maintenance of systems, procedures and techniques in the areas of planning, scheduling, monitoring and reporting for efficient and effective execution of projects.
- Assist in the development and control of Refining Projects HSE corporate performance targets and objectives and support in the implementation of a sustainable culture and proactively seeks to incorporate sustainability into the ongoing work practices
- Assist the follow up on the issues / status of completion, Readiness for commissioning, Pre-commissioning test run of all equipment with the end user, Pre-commissioning, commissioning, post commissioning check of the performance tests against the design and construction requirements and warranty checks of the status of equipment of the plant prior to the end of the warranty period.
- Ensure that BLGCs implemented projects’ commercial and technical requirements are in order to achieve project objectives. Ensures that all ADNOC project execution guidelines are implemented.
- Provide Support, as necessary to Business Development Function during identification stage of an International Business Opportunity.
- Follow-up on ADNOC International Projects implementation up to completion / handover (upon transfer from business development Function to Refining Business Function)
- Ensure compliance of HSE standards (minimum ADNOC Standard as a default), local country laws, international conventions, and ensure preparation and compliance of JV Mandates for each project.
- Ensure preparation of JV Mandates for each project for smooth execution, project implementation strategy and /or interim arrangements like Oversight committees for project implementation whilst JV formation is taking shape.
Bachelor Degree in Chemical/ Mechanical Engineering or equivalent.
Minimum Experience, Knowledge & Skills
- 8 years of relevant professional experience in Technical and Projects Engineering or Management in the Oil / Gas & Refining industry.
- Good knowledge of industry best practice and technology trends, and of applicable legislation and regulations.
- Good skills on Project Management software.
