Job Description

We're looking to recruit a highly skilled and experienced Road and Safety Engineer to join our team in Dubai.

The successful candidate will be responsible for smooth project execution and regulatory compliance whilst coordinating between various stakeholders and ensuring adherence to safety standards. You will also be responsible for obtaining No Objection Certificates (NOCs) and Right of Way Permits (ROWPs) in compliance with the Dubai Roads and Transport Authority (RTA) guidelines. 

Key Result Areas (Responsibilities):

Obtaining NOCs and ROWPs:

- Submission of applications for No Objection Certificates (NOCs) and Right of Way Permits (ROWPs) to the RTA and other relevant authorities, ensuring compliance with their regulations and guidelines.

- Liaising with government agencies, RTA departments, and other stakeholders to obtain the necessary permits for Road  closures/diversions, construction NOC and other related approvals.

Permit Coordination and Follow-up:

- Monitoring the status of permit applications and follow up with authorities to ensure timely approvals and resolving any issues or delays.

- Coordinating between internal teams, contractors, and RTA representatives to facilitate permit approval processes.

Compliance with RTA Standards and Regulations:

- Preparing design and ensure compliance with RTAs safety standards, guidelines, and legal requirements.

- Developing and implementing safety policies and procedures.

- Conduct site visits and assessments to verify that the activities are within approved parameters and aligned with permit requirements.

- Implement and maintain road diversions as needed.

Documentation and Reporting:

- Prepare and maintain accurate records of all NOC and ROWP applications, approvals, and related communications.

- Ensure all necessary documentation is submitted on time and accurately to regulatory authorities.

- Provide regular progress updates and reports to senior management and project stakeholders.

Risk Management and Safety Compliance:

- Conduct risk assessments related to road safety and infrastructure development.

- Prepare risk assessments and method statements for work activities, ensuring adherence by site personnel.

- Identify potential safety hazards and implement mitigation measures in accordance with RTA safety regulations.

- Ensure proper maintenance and availability of equipment and machineries.

Stakeholder Communication and Collaboration:

- Collaborate closely with RTA, municipal authorities, and other governmental bodies for project-related approvals and permits.

- Serve as the point of contact for inquiries regarding NOCs, ROWPs, and safety-related concerns.

Education and Qualifications:

- Bachelor's degree in Civil Engineering, Transportation Engineering, or a related field.

Experience:

- Minimum 3-5 years of experience in road safety, infrastructure planning, or a related field in the UAE.

- Strong knowledge of Dubai Roads and Transport Authority (RTA) regulations, guidelines, and approval processes.

- Proven experience in obtaining NOCs and ROWPs for road and infrastructure projects.

Certifications and Licensing:

- RTA Certification: Must possess relevant RTA certification or accreditation for permit applications, road safety management, or  infrastructure development.

- Certification in Health & Safety (e.g., NEBOSH, IOSH) is a plus.

- Traffic Management or Road Safety certification is desirable.

Charterhouse is representing a confidential client building a next-generation AI-enhanced Network Operating System (NOS) from the ground up. This is a greenfield opportunity free from legacy constraints and uncompromising on quality. The opportunity is open to a Principal SDET ready to lead testing strategy or a Senior SDET focused on scalable automation. The role provides the chance to shape how modern networking software is validated at scale. The SDET plays a key role in ensuring networking software performs reliably in real-world, not only in controlled environments but also under the pressure of massive data flows and complex deployments. This role provides a rare opportunity to work on a brand-new NOS platform, free from legacy constraints, where quality is built in from the start and testing is treated as a first-class engineering discipline. As a Principal SDET, responsibilities include defining and implementing the testing strategy for networking software powering global infrastructure, working directly with the CTO to architect systems that validate everything from microsecond-level packet processing to network-wide protocol convergence. The position involves developing automated testing systems that can keep pace of a fast-moving, next-generation NOS. Core activities include writing tests to ensure protocols like BGP, OSPF, and MPLS perform as expected and meet with industry standards. The role requires direct involvement with CI/CD pipelines to identity and resolve issues before they reach production, as well as designing realistic network simulations to test system limits. Close collaboration with engineering teams to build quality checks directly into new features from the start.

Requirements
The ideal candidate for SDET should have strong Python programming skills with the ability to write test code that is clean, extensible, and maintainable. A solid grasp of networking fundamentals is essential, along with experience using test frameworks like Pytest or Nose. Proficiency with Linux systems, containers, virtualization, and OS-level debugging is required, as well as experience with CI/CD experience and a tenacious approach to debugging. For Principal-level candidates, a minimum of 8 years of hands-on experience in testing or quality engineering is expected, ideally with a background in large-scale systems. A strong understanding of networking, advanced Python skills and proven expertise in testing distributed environments effectively are essential. Knowledge of performance testing and experience building CI/CD pipelines for software that needs to run reliably in production are also highly valued. The role requires the capability to design test frameworks that simplify complex validation scenarios and to build network simulations that reflect production-level complexity. Candidate must be able to debug deep system interactions and design testing approaches that provide actionable insights into system behavior. Experience in establishing scalable quality processes is advantageous. Additional strengths include experience validating routing protocols in production environments, stress-testing systems at scale and familiarity with infrastructure-as-code (IaC) tools such as Ansible or Terraform. Network simulation expertise using GNS3, EVE-NG, or custom frameworks is also highly desirable. Job Title: Business Data Analyst (Banking) - Digital Transformation

Job Type: Full-Time Contract (1 year, renewable)

Job Summary:

Join our team as a Business Data Analyst at the forefront of digital transformation within a leading UAE bank. In this pivotal role, you will bridge business stakeholders and technology teams, applying deep analytical expertise to drive insights, optimize processes, and elevate customer journeys across key digital banking initiatives. Embrace an asynchronous work culture that values exceptional written communication and proactive problem-solving.

Key Responsibilities
  • Elicit, analyze, and document business requirements, user stories, and process flows for digital projects.
  • Act as a key liaison between business units and technical teams to ensure clear understanding of project objectives.
  • Conduct gap analysis and impact assessments for new features and system changes within core banking functions.
  • Participate in Agile/Scrum ceremonies, including sprint planning, backlog grooming, and daily stand-ups.
  • Design and execute test scenarios, supporting user acceptance testing (UAT) and solution validation.
  • Write complex SQL queries to extract and analyze large datasets, generating actionable insights and KPI reports with Power BI.
  • Translate analytical findings into clear, data-driven recommendations and presentations for diverse stakeholders.
Required Skills and Qualifications
  • Bachelor’s degree in Computer Science, Engineering, Finance, Business, or a quantitative discipline.
  • 5-9 years’ experience as a Business Analyst, with a strong background in Banking, Financial Services, or FinTech.
  • High proficiency in SQL and PL/SQL, with hands-on experience in Power BI for data visualization.
  • Proven experience working with core-banking systems and exposure to digital transformation projects.
  • Solid understanding of Agile methodologies (Scrum, Kanban) and expertise with JIRA.
  • Exceptional written communication skills, adept at working in asynchronous, collaborative environments.
  • Strong analytical and critical thinking abilities with excellent stakeholder management.
Preferred Qualifications
  • Relevant professional certifications (CBAP, PMI-PBA, Agile Scrum, Data Analytics).
  • Experience with data modeling, Python or R for advanced analytics, and systems like Flexcube or OFSAA.
  • Expertise in digital banking products, customer journey mapping, and process optimization.
