Job Description
Our Multi National Design & Engineering Consultancy client has a new requirement for a Consultant Quantity Surveyor to join their team in Dubai to work on major new Infrastructure projects in the Emirates. Successful candidates will have strong pre and post contract Quantity Surveying experience on RTA and Infrastructure projects with a recognised consultancy company background. Only candidates with RTA approval as a QS can be considered for this role. This role is available for immediate joining and is a direct hire, permanent opportunity employed with our client. Key Responsibilities: Pre-Contract • Project Budget services (direct, indirect, margins, markups and overheads). • Feasibility studies (cost per key, cost per m2 etc.); • Cost Planning and estimating (BCIS and NRM1); • Value Engineering, cash flow forecasts, Whole Life Costing, cost risk management; • Bills of Quantities production (NRM 2, POMI and CESSM3); • Tender services including compilation, tender analysis, negotiations and recommendations; • Contract drafting (FIDIC). Post Contract • Management of bonds, insurances and guarantee logs; • Interim valuations and payment certificates; • Variations analysis, recommendations and management; • Risk and value management and cost control functions; • Costs analysis project work; • Identifying, analyzing and developing responses to commercial risks; • Preparation of progress/ cost reports; • Reporting to Senior Commercial Manager on all commercial issues; • Understanding the implications of authorities regulations and health and safety regulations; • Attendance and representation at commercial meetings. • Perform other duties as assigned by the Direct Manager
Requirements
• Minimum BSc in QS, Engineering or related • Minimum of 8 years of experience in cost estimating, preferably in construction, and engineering. • Must have RTA approval as a Quantity Surveyor or commercial specialist coupled with full life cycle roads/infrastructure project experience • Proficiency in estimation software (e.g. Bluebeam, CostX, or similar) • Must have experience with pre-contract high level cost planning through to BQ production together with post-contract commercial activities. Experience with measurement for BQ production under POMI, CESMM 3 and 4 and NRM is preferred. • Excellent attention to detail and accuracy. • Strong communication and interpersonal skills. • Ability to manage multiple estimates simultaneously and meet deadlines. • Ability to work independently as well as part of a team. • Strong ethical standards and commitment to professional excellence.
