To lead and manage end-to-end sourcing for strategic, tactical and transaction requirements while driving key emphasis on high-value and complex procurement specialized in IT and lead other indirect categories like Marketing, Facilities Management. This role is responsible for driving sourcing strategy across spend categories, optimizing total cost of ownership (TCO), mitigating commercial, contractual and operational risks, ensuring governance & compliance. To ensure EDB’s procurement activities consistently reflect the industry’s best practices in selecting suppliers considering best value, price, quality, timely deliverables.

Functional Role:

Operational Responsibilities:

• Drive and lead sourcing strategies across assigned categories (IT Specialist covering software, hardware, IT cloud solutions, Information security, managed services and lead Non-IT procurement categories like Marketing, FM, HR etc) and ensuring benchmarking practices
• Drive cross-functional stakeholder engagement and alignment to centralize procurement, establish procurement planning and increase sourcing efficiency
• Establish and maintain a structured stakeholder engagement framework with all EDB business units, with the objective of driving strategic sourcing activities and enhancing cross-functional collaboration
• Lead sourcing initiatives for complex, long terms, large-scale requirements, ensuring cost effectiveness, full compliance with regulatory, operational, and contractual risk controls
• Oversee and provide governance for end-to-end sourcing processes including market analysis, strategy development, supplier identification, tendering tools selection (RFP/RFQ/RFI), and contracts management
• Conduct spend analysis, market intelligence, supplier risk assessments for all sourcing activities
• Lead negotiations and contract finalization, working closely with stakeholders like Legal, end-user, supplier
• Maintain category plans and preferred supplier lists to ensure continuity, and cost effectiveness
• Coach, manage, lead, oversee and support sourcing team on day-to-day activities
• Drive procurement initiatives and process optimization efforts in line with EDB’s strategic goals
• Monitor and report on sourcing KPIs, cost savings, efficiency and contract compliance
• Ensure adherence to relevant policies like procurement policy, procurement manual, SLA metrics, delegation of authority matrix, audit requirements, regulatory and statutory guidelines
• Collaborate with risk, compliance, SRM and audit to proactively identify and mitigate sourcing-related risks
• Actively contribute to building a resilient, sustainable, and value-driven supplier ecosystem
• Serve as a lead contributor for sourcing activities showcasing prior team leadership experience

• 2+ years’ experience in Procurement and ideally in a strategic sourcing or category management position.

• Experience of leading practice techniques to include practical knowledge and evidenced application of category management, strategic sourcing, management of complex tenders and contract and supplier management.
• Experience of procurement in the UAE / GCC.
• A good negotiator considerate of all variables and the ability to think and act strategically with strong commercial awareness.
• Good core professional skills (general strategic and tactical skills, project management, budgeting processes, compliance with business policies, PC skills).

Solid Experience Within Marketing, Cards, And Sponsorship Procurement

• Leads the vendor selection and negotiation process; establishes and maintains contractual and business relationships with the vendors; monitors contract compliance; solves operational issues with vendors (e.g., quality, delivery and service issues) and adjusts sourcing strategies based on supplier performance and business unit input. On an ongoing basis, the Sourcing Manager is responsible for holding supplier reviews and ensuring progress to year-over-year supplier improvement goals
• Drive annual productivity improvements in Marketing, Cards and Sponsorship spend category.
• Work within and external to Company, the Sourcing Manager will develop, champion, and ensure implementation of ideas that will optimize Company’s total cost year-over-year for assigned spend categories
• Ensure strategies are implemented and reductions secured according to implementation plans. Contract compliance will be actively monitored by the Sourcing Manager and when required, the Sourcing Manager will work with business unit leadership to address non-compliance issues
• Develop, implement, and monitor business unit satisfaction with key suppliers and the support/responsiveness of the centre purchasing activity for assigned leverage commodities
• Develop an expertise in the assigned spend categories
• Identifying and communicating new technologies and solutions to Company’s key problems in the Marketing, Cards and Sponsorship spend areas
