Join us as our new **Road Design Modeler** - BIM, Roads 2D & 3D, and you will become part of a world class, innovation driven engineering design team with high Road engineering excellence! We would like to bring your strong knowledge of Civil 3D, AutoCAD and Bentley into play as you will be forming part of our Modelling Team, responsible to provide drafting support to technically challenging major infrastructure projects, together with other 3D Modelling stuff.
**What You'll Be Doing:**
+ Working on a concept, preliminary and detailed models and drawings to create 2D drawing and 3D models and support other members of the engineering & drafting team in accomplishing complex tasks. Under the general direction of a higher-level Design Delivery Lead or Design Engineer, the incumbent at this level typically prepares Road Design-related models & drawings (Plan & Profile, cross sections, roundabouts, Junctions, interchanges, general arrangement drawings, quantity take-offs, 3D objects ), working in 2D and 3D in AutoCAD, Civil 3D and/or Bentley OpenRoads environment.
+ As a Road Design Modeler you will need to coordinate with project managers and/or engineers for drafting work in a given project, responsible for technical correctness and timely delivery of the drawings and documents, collaborate with engineers, PBU and other team members, coordinate with other disciplines such as utilities and master planning, interpret and create technical drawings and revise drawings as necessary based on feedback or changes to project specifications.
+ Capability of applying more advanced CAD techniques such as CAD automation to achieve best effective way of delivery.
**What Required Skills You'll Bring** :
+ Bachelor's Degree or 3 Years Diploma in Civil Engineering from an accredited University or equivalent
+ Minimum 3 years of Roads & Highways Project Experience.
+ Recent, progressive 3D/2D modelling experience, in Autodesk Civil 3D modelling.
+ Experienced and proficient in Autodesk Civil 3D, AutoCAD, Navisworks / clash detection for multidisciplinary coordination.
+ Knowledge in Microsoft Office (i.e. Word, Excel and Outlook)
**What Desired Skills You'll Bring:**

**What Required Skills You'll Bring:**
+ Bachelor's Degree in Engineering (Civil, Electrical, Transportation, or related discipline) from a reputable institution.
+ Minimum 9+ years of experience in ITS design, implementation and traffic management within large-scale infrastructure projects.
+ In-depth knowledge of ITS, TCS and Traffic Management standards and procedures.
+ Prior experience with ITC (Integrated Transport Centre) approvals and regulatory processes is mandatory.
+ Experience in reviewing and implementing temporary traffic management plans for large-scale infrastructure projects.
+ Strong understanding of ITS network integration and maintenance is preferred.
+ Prior experience with consultants or contractors in the ITS field is preferred.
+ Ability to coordinate with multiple stakeholders, including government entities, contractors and design consultants.

Job Description

The **Traffic Management Supervisor** supervises all movement activities for WRM Traffic Management Section which includes Pre-positioned cargo via land, air and sea. Responsible for training and establishing effective movement shipment planning functions, loading/unloading trucks and containers. Provides oversight for the operations of Cargo Movement Operating System (CMOS), Global Air Transportation Executive System (GATES), Global Transportation Network (GTN) and web-based tracking systems to ensure In-transit Visibility (ITV) within the Defense Transportation System. Ensures compliance with the applicable USAF mandatory requirements. Ensures compliance with Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS).
**Principal Accountabilities**
+ Schedules work priorities based on day-to-day Traffic Management Movement Operations, Taskers, Executive Coordination Agency (ECA) Taskers, Primary Contracting Office (PCO) and Administrative Contracting Office (ACO) Taskers.
+ Reviews transportation movement documentation for accuracy, hazardous materials certification and technical data and provide assistance to all section personnel.
+ Directs inventories, accepts, inspects, processes and documents cargo offered for transportation.
+ Physically inspects cargo for proper packaging, marking and labeling.
+ Ensures hazardous materials are properly labeled, packaged, inspected and certified.
+ Provides training and supervision for personnel using automated computer systems and programs to process freight (CMOS, GATES, IBS).
+ Prepares and handles cargo in accordance with all prescribed regulations, instructions, technical orders and procedures.
+ Prepares and submits all required shipping documents. Assigns Transportation Control Numbers (TCN's) to cargo. Maintains a TCN log.
+ Loads/unloads all 463L pallets, containers and trucks.
+ Uses CMOS to process and document all freight.
+ Inventories and inspects all incoming freight for damage prior to acceptance. Initiates and completes SF 361, Transportation Discrepancy Report (DISREP) as required.
+ Assists in maintaining WRM and operational stock levels of all 463L assets.
+ Safely transports and handles explosives.
+ Perform quality inspections of subcontractor as required.
+ Develops work standards for subordinates.
+ Identifies training deficiencies and Conducts On-the-job Training as required.
+ Implements, documents and controls quality, training, environment and safety programs.
+ Maintains publications, forms and files required for Traffic Management operations. Compiles data and submits reports as required.
+ Performs other duties as assigned.
+ Works in normal office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods.
**Minimum Requirements**
+ Must have outstanding customer service and organizational skills and be able to understand, speak, read and write English at an advanced level.
+ Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.
+ Must be familiar with software programs relating to Traffic Management Operations.
+ May be required to operate material handling equipment.
+ Must possess a valid home country driver's license and ability to obtain host nation driver's license.
+ High School diploma or equivalent required.
+ Minimum of 6 years of WRM/GPMS experience in Traffic Management required.
+ Work experience in freight acceptance, preparation, processing, inspection, documentation and handling procedures is required.
+ Must be able to successfully complete training to prepare, certify and/or inspect Hazardous Materials for Air Transportation IAW AFMAN 24-604.
+ May be exposed to extreme noise from operating equipment.
+ Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.
+ Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs. and performing extensive work handling/lifting equipment.
+ Ability to travel domestically and internationally.
**Preferred Qualifications**
+ Experienced in palletizing cargo on single, multiple/married 463L pallets using side and top nets, straps, chains and devices for restraint preferred.

Role Purpose

Build a strong operation and technical knowledge and experience in all UAV airworthiness requirements and safety elements and to other related fields to the business.

Key Responsibilities/Duties

  • Implement the UTM operation plan in alignment with approved manuals, regulatory guidelines, and procedures, ensuring effective coordination across internal and external stakeholders for nationwide UTM integration.
  • Manage the delivery of UTM services through DCAA platform.
  • Conduct UTM activities performance analysis, interpret data and make informed judgment to comprehensive report, identify trends, and provide actionable recommendations to enhance system efficiency and safety.
  • Maintain & develop services and systems in coordination with relevant department within DCAA, ensuring alignment with international best practices, and operational needs.
  • Establish effective communication with stakeholders and provide the needed support for the benefit of the organization.
  • Carry out regular assessment visits and monitoring of all experiment's activities related to UAV certification process.
  • Develop and maintain advanced technical knowledge of UTM systems, UAV airworthiness, and global regulatory frameworks (e.g., EASA, ICAO).
  • Contribute with the team to research and develop the related UTM and UAV activities.
  • Ensure compliance with non-disclosure and confidentiality agreements, as well as DCAA security policies, to safeguard both government and DCAA confidential information. Address and rectify any ISR audit findings, promptly report security incidents, and engage in ongoing security awareness training to prevent unauthorized access or disclosure.
  • Develop and propose updates to UTM-related regulatory frameworks and operational procedures in coordination with national and international aviation authorities, ensuring alignment with ICAO, EASA, GCAA, and other emerging global standards for unmanned traffic management.
  • Leads the risk-based analysis for safe integration of unmanned aircraft into controlled and uncontrolled airspace, including assessment of detect-and-avoid technologies, communication infrastructure, and airspace deconfliction methodologies.
  • Perform other job-related duties as may be assigned from time to time by the line manager.

Qualifications

Academic Qualifications:
  • Bachelor's Degree in Aerospace Engineering or Electrical Engineering or equivalent.

Certifications:
  • ICAO UTM Framework & Implementation Course
  • ICAO RPAS Regulatory Framework Certification
  • ICAO Safety Management Systems (SMS) Implementation
  • ISO 9001:2015 Lead Auditor Certification
  • Human Factors in Aviation Safety Certification
  • Relevant certification is preferred.

Professional Experience:
  • Experience and knowledge in at least one or more of the following areas:
  • UAS ATM integration
  • UAS R&D
  • U-space/UTM
  • UAS integration challenges.
  • Knowledge in Civil Aviation regulations.
  • Fluent in Arabic and English (reading and writing).
