Job Purpose

The Project Manager will oversee various elements, including planning, scheduling, budgeting, progress and coordination of resources. This is a PMC role, and the PM will be responsible for overseeing and execution of engineering, procurement, and construction (EPC) operations.   • Or 6 years of relevant work experience (as a manager or above) accompanied by an EHS-related bachelors degree; or NEBOSH Diploma.

  • Reviews weekly and monthly reports as presented by the Design/Supervision Consultant(s) and Contractor and present comments of non-compliance and/or areas of concern and corrective actions to the Client.
  • Coordinates with the Design Manager during the detailed design stage of the Project to ensure Design Compliance with Client requirements and avoid any cost impact.
  • Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.
  • Performs other duties as assigned by the line manager/supervisor.

Qualifications, Experience, Knowledge and Skills:
  • A degree in an Engineering related discipline is required.
  • Post Graduate education, such as an M.Sc. or PhD is highly desired.
  • A chartered certification such as PMP is expected.
  • 20 or more years of experience in managing Multi-Million Dollar projects.
  • Experience in negotiating commercial contracts to successful closeout.
  • Ability to think ahead, identify new opportunities and create new and innovative approaches to work-related issues.
  • Strong Management and communication.
  • Demonstrates a determination, desire to succeed and a wish to progress and develop within a commercial role.
  • Excellent working knowledge of Word and Excel and strong user skill level within MS Office suite and Primavera.
  • Excellent numerical and communication skills.

The Senior Closeout Engineer oversees and coordinates the final stages of a luxury residential project, ensuring all required documentation is compiled, compliance is met, and the project is successfully handed over and closed out. They ensure all outstanding issues are resolved and that the project aligns with the original plan and contractual obligations.

Documentation:
  • Collecting, organizing, and verifying all necessary closeout documentation, including project records, punch lists, warranties, as-builts, and O&M manuals.

Coordination:
  • Working with project teams, contractors, home owners, client facility management and customer relation management teams to ensure timely and accurate completion of closeout tasks.

Problem-solving:
  • Resolving any outstanding issues or deficiencies identified during the closeout and handover process.

Communication:
  • Maintaining clear communication with stakeholders regarding project status and closeout activities.

Final Inspections:
  • Coordinating and participating in final inspections, including those required by local authorities.

Project Lessons Learned:
  • Assisting in lessons learned sessions and contributing to process improvement for future handovers and projects.

Qualifications, Experience, Knowledge and Skills:
  • Bachelors Degree in Engineering (preferably Civil, Mechanical, Electrical, or relevant discipline).
  • Postgraduate qualifications (e.g., MSc in Project Management or Construction Management) are a plus.
  • PMP, or PMI certification preferred.
  • Knowledge of local building codes and international standards (e.g., ISO, ASME, NEC, etc.).
  • Minimum 5-10 years in a similar role (Close-out/Turnover/Commissioning Engineer) within a PMC environment.
  • Proven track record of successfully managing project close-out processes , including Handover, As-Built Documentation, O&M Manuals, Warranties, and Final Account settlement.

General Description of Role and Responsibilities:
  • Develops and maintains systems for Design Consultant covering the areas of budgeting, cost control, estimating and reporting.
  • Reviews the various activities of construction projects with regard to variations and submission for Management approvals.
  • Ensures that the requirements with regard to cost estimating and cost control for variations are incorporated in the tender specification documents.
  • Reviews the cost estimates submitted by Consultant / Contractor and ensures compliance with Agreement, Contract drawings and Specifications as well as accuracy of Company requirements.
  • Reviews the Bill of Quantities prepared by Design Consultants and Contractors and ensure that they are in accordance with drawings and specifications.
  • Verifies project control budgets and updates them as required for Management approval.
  • Prepares and reviews the forecasts for the final project costs including variations, considering the commitments.
  • Prepares and updates cost data to review the cost estimates submitted by Design Consultant.
  • Reviews final cost reports, assets registers and project close out reports for compliance with Contract requirements.
  • Reviews and certified progress payments in coordination with the project team.
  • Reviews Change Requests, Contract Trend Notices, Variation Orders, Claims, etc.
  • Performs other similar or related duties, as assigned.
  • Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.
  • Perform other duties as assigned by the line manager/supervisor.

Qualifications, Experience, Knowledge and Skills:
  • Bachelor Degree in Engineering / QS, or a relevant degree.
  • 15 years or more of relevant experience.
  • Certified Chartered Quantity Surveyor preferred.
  • An understanding of costs and FIDIC.
  • Good interpersonal skills and ability to work well in a team environment.
  • Strong computer skills, including Microsoft Word and Excel.
  • Able to develop good working relationships with clients and their agents.
  • Ability to communicate effectively verbally and in writing in English.
