- Continuously improve Markets practices to ensure that ADGM takes a leading role in market infrastructure and related capital market developments.
Operational responsibilities
- Responsible for licencing and supervision of Recognised Investment Exchanges, Recognised Clearing Houses, MTFs and OTFs, Remote Bodies and Remote Members in close liaison with Director MI and other colleagues.
- Build and manage regulatory relationships with market stakeholders (Recognised Bodies, MTFs, OTFs, Remote Bodies and Remote Members) and other relevant ADGM staff
- Keep up to date to advise Markets’ senior management on changes to regional and international regulations and policy that will impact Markets functions.
- Support the Director in terms of oversight of changes to policies and regulations within the team.
- Liaise with other internal stakeholders within FSRA and ADGM as appropriate.
- Deliver additional tasks, or carry out any other duties, that may be delegated from the Director.
- Participate and deliver on projects that may be allocated thereto.
- Adherence to all internal policies, rules and behaviours
- Assist in the development and administration of rules, policies and procedures and supervisory processes for the regulation of Market Infrastructures, Remote Bodies and Remote Members governing the initial recognition / authorisation and ongoing supervision thereof.
Managerial

Job Title: Market Surveillance Expert - Financial Services
About the RoleWe are seeking an experienced technical expert to drive the integration, onboarding, and support of our market surveillance platform. This critical role requires strong technical expertise and leadership skills to ensure seamless collaboration with exchanges and trading venues, manage data integrations, and oversee platform performance and changes.
Key Responsibilities Platform Integration & Exchange Onboarding:- Lead technical efforts to integrate new exchanges, venues, and data sources, coordinating with vendors and internal teams.
- Facilitate onboarding of new data feeds, including validation, protocol mapping (e.g., FIX), normalization, and certification.
- Manage testing cycles with exchanges and venues, including SIT, UAT, and issue triage.
- Primary technical contact with the surveillance provider, ensuring SLAs and requirements are met.
- Oversee releases, environment management, and feature deployments.
- Manage change requests, track enhancements, and validate rule/configuration changes before deployment.
- Monitor platform availability, data completeness, and alert performance.
- Support incident resolution with vendors and stakeholders.
- Maintain dashboards, runbooks, and incident protocols.
- Conduct vendor review sessions on KPIs, issues, and roadmaps.
- Collaborate with Compliance, Operations, Legal, and IT Security to ensure regulatory and internal compliance.
- Represent technical interests in governance, audits, and assessments.
- Translate regulatory needs into technical tasks and track delivery.
- Experience with exchange architecture, including OMS (Order Management System), data matching engines, FIX node processes, data validators, FIX tags/values, and message types within session/application management.
- Experience working with third-party SaaS or managed surveillance platforms and external data providers (e.g., exchanges, brokers).
- Knowledge of regulatory frameworks such as CAT, MAR, MiFID II, and SEC Rule 15c3-5.
- Direct experience with market/trade or regulatory surveillance platforms (not generic reporting surveillance).
- Experience with platforms like Nasdaq SMARTS, Eventus Validus, Scila, ACA, etc.
- Knowledge of regulatory frameworks such as CAT, MAR, MiFID II, SEC Rule 15c3-5.
- Vendor relationship management experience in regulated environments.
- Knowledge of monitoring tools, cloud/SaaS operations, network architecture, and firewall policies.
- Backend server management and Linux OS familiarity is a plus.

The MI Team within the Markets Division of the FSRA is responsible for the authorisation and supervision of trading, clearing, settlement and listing venues within, and connecting to, ADGM. Covering Financial Instruments, Virtual Assets and Spot Commodities, Markets authorises and supervises Market Infrastructures (being Recognised Investment Exchanges, Recognised Clearing Houses, MTFs and OTFs), Remote Bodies, Remote Members, Issuers and Reporting Entities.
