Context :
Rolling Stock Manager
Missions/Main Duties :
- Lead and manage the rolling stock workstream for the high-speed rail project, from concept through to delivery and handover.
- Oversee rolling stock procurement processes including specification preparation, tender evaluation, and contractor management.
- Coordinate with multidisciplinary teams (track, signalling, electrification, stations, maintenance) to ensure integration of rolling stock systems.
- Liaise with suppliers, contractors, and consultants to monitor manufacturing, assembly, testing, and commissioning activities.
- Ensure compliance with relevant regulatory requirements, standards (UIC, EN, etc.), and client specifications.
- Review and assess technical designs, modifications, and performance data.
- Develop and manage rolling stock project schedules, budgets, and progress reports.
- Ensure the implementation of safety, reliability, and quality standards across all rolling stock activities.
- Provide technical support and advice to stakeholders and project teams.
- Facilitate acceptance testing, trial operations, and project handover.
- Lead troubleshooting and problem resolution related to rolling stock issues.
- Support asset management and maintenance strategy development for rolling stock.
Profile/Skills:
Education: Bachelor's or Master's degree in Mechanical Engineering, Electrical Engineering, Railway Engineering, or related field.
Background:
- Minimum 15 years' experience in rolling stock management, with a strong focus on rail/high-speed rail or transportation sectors.
- Proven track record in rolling stock procurement, systems integration, testing, and commissioning.
- Good understanding of international and regional railway standards and regulations.
- Experience in project management within consultancy or client organisations.
- Excellent stakeholder engagement, leadership, and communication skills.
- Preferably with GCC and UAE Experience.
- Fluent in English.

The purpose of this position is to provide effective engineering and maintenance services covering the rolling stock and maintenance vehicle for Dubai Metro
MAIN RESPONSIBILITIES
- Assist the Rolling Stock Team Leader in carrying out all level of preventive and corrective maintenance activities and minor modifications on rolling stock including passenger service vehicles, engineering support vehicles, shunting vehicles and wagons.
- Carry out routine vehicle inspections, inspecting parts for surface defects, changing of consumable items, perform minor repairs and technical cleaning.
- Perform roles necessary for the management of the safe system of works, including to meet
tight maintenance schedules. - Test functional performance of electromechanical assemblies using various test instruments, replace, install electrical and electronic parts and hardware in housings or assemblies, align, fit, and assemble component parts, using electronics tools, hand tools, power tools, fixtures, templates, and microscopes.
- Operate metalworking machines, repair, rework, and calibrate hydraulic and pneumatic assemblies and systems, verify dimensions and clearances of parts to ensure conformance to specifications and to meet operational specifications and tolerances.
- Perform time sensitive fault diagnostics and component replacement (repair in situ or inside depot) on the rolling stock.
- Follow the appropriate maintenance procedures and instructions, operating rules and procedures to ensure compliance with the required requirements.
- Carry out wheel truing of the rolling stock annually or as required using under-floor wheel lathe, perform bogie overhaul at every four and eight years by inspecting and repairing major bogie components such as traction motors, gear-boxes, wheel-sets, and axle boxes in special purpose built workshops.
- Assist the Rolling Stock Team Leader and/ or other technical support staff to implement complex systems or new projects.
- To be assigned and rotated to the First Line Response Technicians team when required.
- Produce and maintain accurate maintenance records of rolling stock, tools and plant machinery performance, work accomplished and other information using a computerized maintenance management system.
- Perform and carry out duties as instructed/ directed by the Rolling Stock Team Leader and other senior Rolling Stock Maintenance staff
- Implement and follow Permit To Work process.
- Perform shift and emergency duties when required.
KNOWLEDGE REQUIRED
- Working knowledge in maintaining and repairing car body, bogies and suspension, couplers and draft gears, operators' control, propulsion system, friction brakes, batteries, auxiliary power supply and electrical equipment, car doors and doors control, ventilation and air-conditioning components, train control and monitoring system for rolling stock is desirable.
KEY SKILLS
- Must have good eyesight and normal colour vision.
- Strong mechanical mind, and ability to grasp the complexity of inner workings of rolling stock.
- Ability to use and calibrate various electrical, electronic and mechanical test equipment and PC for the maintenance of rolling stock.
- Ability to write simple technical reports, routine business correspondence, prepare method statements and drawings as required.
- Possess good communication skills and the ability to manage multiple tasks efficiently and work productively in a fast-paced, team-oriented environment.
- Strong organisational skills, detail oriented, and the ability to handle multiple priorities.
- Preferably holds a valid UAE driving license with good driving skill and experience.
EXPERIENCE
- Prior experience in shunting and driving engineering vehicles and/or locomotives would be a added advantage.
EDUCATIONAL QUALIFCATION
- Vocational trade certificate or diploma in electrical or mechanical engineering discipline or equivalent.
