تولي مسؤولية متابعة واستلام الموازنات المقترحة من مختلف الجهات المعنية ضمن نطاق الاختصاص الوظيفي وتحليل بياناتها واعداد التقارير المالية ذات العلاقة وتقديم الدعم لتلك الجهات ومتابعة تنفيذها لموازنتها وبما يتوافق مع التشريعات الناظمة بهذا الشأن وفقاً لخطط وبرامج العمل والقوانين والأنظمة المعتمدة والتوجهات الإستراتيجية والعامة في الدائرة.

المهام والمسؤوليات الرئيسية:

  • المساهمة في إعداد الخطط التشغيلية ومؤشرات الأداء على مستوى الوحدة وتمكينها من تحقيق الأهداف المؤسسية التي تسعى لتحقيقها
  • متابعة وحصر البيانات التاريخية الخاصة بالجهات المستهدفة ومراجعة الدراسات التحليلية بهدف إعداد سقف الموازنة المقترحة
  • التواصل مع الجهات الحكومية بشأن الموازنات المقترحة والمعتمدة، ومتابعة تنفيذ القوانين والتعاميم المتعلقة بالموازنة
  • متابعة وإعداد رسائل الإبلاغ عن السقف المحدد من اللجنة العليا للسياسة المالية الى جميع الدوائر الحكومية والمخاطبات الموجهة
  • متابعة واستلام مسودة الموازنات المقترحة من الدوائر الحكومية المدرجة ضمن نطاق عمل الوحدة وتحليلها وفق الأطر الزمنية المحددة والتوصية بخصوص أي تجاوز للموازنة المقترحة
  • الرد على استفسارات الدوائر الحكومية بخصوص عملية اعداد الموازنات السنوية بمختلف الوسائل المتاحة ومتابعة واعداد رسائل الإبلاغ عن الموازنة بعد اعتمادها نهائياً حسب الأصول مرفقا بها التأشيرات العامة والخاصة
  • تدقيق وإدخال الموازنة المعتمدة على النظام المحاسبي وتوزيع الموازنة المعتمدة على البنود المحاسبية
  • إعداد ومراجعة مسودة الموازنة التجميعية للدوائر الحكومية ضمن نطاق الاختصاص الوظيفي ورفعها لرئيس الوحدة
  • متابعة واستلام طلبات الاعتماد الإضافي واجراءات المناقلة الواردة من الدوائر ومتابعة توفير كافة البيانات المرتبطة بها وتحليل مختلف البيانات والاشتراطات المرتبطة بها
  • ضمان وإخطار الجهة المعنية بالموافقة على المناقلة والاعتماد الاضافي بعد أخذ الموافقات اللازمة بهذا الشأن
  • متابعة واستلام التقارير الشهرية من الجهات الحكومية واعداد التقارير والدراسات التحليلية الدورية الخاصة بالصرف الفعلي للموازنة وربطها بتأشيرات تنفيذ الموازنة واقتراح التوصيات ومتابعتها وارسال الملاحظات عليها
  • توفير البيانات اللازمة لإعداد ومراجعة الدراسات والمشاريع الخاصة بتطوير الموازنة وتحسين الأداء والمساهمة في إعدادها
  • رفع تقارير دورية عن تقدم سير العمل وبيان المعوقات والتحديات التي واجهت عمليات التنفيذ وأساليب معالجتها وتقديم المقترحات لتطوير اجراءات العمل
  • تأدية أية مهام أو واجبات أخرى تتعلق بطبيعة العمل حسب التكليف

The Engineer – Cost Control:

Shall act as a bridge between technical and financial aspects of the project thereby assisting in translating the technical aspects of project activities into financial figures and vice versa.

Estimation Activities

  • Review of head contract, subcontracts and assist in identifying the clauses which may impact the commercial aspects of the project
  • Visiting vessel / sites for inspection / reviews and highlighting concerns related to actual progress, man-hours and material
  • Ensure full coherence and utilization of the Cost Control System and that it aligns with the Work Breakdown Structure for budgeting purposes and reporting key performance indicators throughout the project
  • Perform commercial review of quotations (material, equipment, subcontracts, etc) and assist in evaluation process for final selection
  • Review the draft Terms & Conditions, payment terms etc for suppliers / subcontracts and provide feedback to include relevant clauses for ensuring adherence to project contractual commitments
  • Identify areas of improvement and optimization, specifically the ones which can result in cost savings
  • Attend relevant project meetings and discussions with internal & external stakeholders
  • Estimate and monitor the costs related to additional scope whether due to Client or design & production requirement
  • Reports to the Supervisor any issues that comes up during the execution of the job and assists in sorting them out
  • Supports Production / Purchasing in sorting out issues with the vendors
  • Supports in providing justification to client regarding additional works, additional time and other job-related issues
  • Prepare and maintain Cost Register with provision for identifying whether claimable, non-claimable, approved etc
  • Assist in raising milestone invoices in accordance with base contract and other invoices for variation orders as per due dates
  • Maintain invoice status under Head Contracts and subcontract in liaison with finance Dept
  • Assist in identifying the risks with an informed view of the risks involved and proposes risk mitigation measures to enable the team to proceed with acceptable levels of risk
  • Maintain constant awareness of progress of work by pro-actively collecting the necessary supporting material and monitoring & maintaining the variances, if any
  • Conduct reconciliation of forecasted and actual expenditures and preparation of project accruals in conjunction with Finance
  • Produce short- and long-term cash flow projections in a continuous and timely manner
  • Review the monthly project cost report and variance analysis from the EAC report
  • Review the last projected Estimate to Complete (ETC) and update in the current month if required
  • Ensure relevant information is fed back to Project's Commercials during project execution and at project closing whenever needed
  • In liaison with Project Finance, reconcile Actual Cost of Work Performed (ACWP) with respect to Percent of Completion (POC)
  • Provide correct task code to internal stakeholders for charging relevant costs. Intimate for corrections in case of any wrong bookings
  • Assist in forecasting the project revenue for yearly as well as for the whole duration
  • Review and integrate the suppliers POC into project POC for reporting
  • Assist in maintaining, monitoring and provide any specific commercial deliverable as per head contract, if required
  • Supports the Manager – Cost Control in day-to-day functions of the department

QUALIFICATIONS, EXPERIENCE & SKILLS:

Minimum Qualifications:

  • Degree in Shipbuilding / Marine Engineering / Naval Architecture or any relevant Shipbuilding / Ship Repair related field

Minimum Experience:

  • 4-5 years of relevant work experience in estimation, invoicing and cost control preferably in a similar industry under Commercial role

  • Prepare and update cost reports, including Cost to Complete (CTC), budget vs. actual, and variance analysis.
  • Review and validate invoices, contracts, and procurement data in coordination with the Accounting Department.
  • Identify cost-related risks and deviations; provide recommendations for corrective actions.
  • Maintain cost databases and ensure accurate data entry for management reporting.
  • Support project planning by providing cost inputs to project schedules and forecasts.
  • Prepare periodic reports such as monthly cost summaries, productivity reports, and wastage analysis.
  • Collaborate with internal teams (Engineering, Procurement, Planning, Accounting) and external stakeholders (subcontractors, suppliers) to ensure financial control.

Qualifications & Experience

  • Bachelor's degree in Civil Engineering, Construction Management, or related field.
  • Minimum 3–5 years of experience in cost control, budgeting, and project finance within construction or infrastructure projects.

Skills & Competencies

Technical Skills:

  • Proficiency in Primavera P6, MS Project, or similar project management tools.
  • Strong Excel and MS Office skills for cost tracking and reporting.
  • Knowledge of cost control procedures, budgeting, and forecasting.

Soft Skills:

  • Analytical thinking and problem-solving ability.
  • Strong coordination and communication skills.
  • Attention to detail and accuracy
