**Cost Control Expert**
Abu Dhabi, UAE
Parsons is looking for a Cost Control Expert to join our team. In this role you will get to perform Cost Control activities typical to the engineering and construction industry and take on an important role on one of our newly awarded projects in our Abu Dhabi sector working on a mega rail project for one of our key clients.
**What You'll Be Doing:**
+ Draft the Cost Management Plan describing the processes, methods and tools to be implemented for the effective management and control of the project's cost and delivering the requirements. The plan shall comply with the Client's cost management plan/procedures related to cost coding, structures, WBS etc.
+ Assess, verify and validate the Capital Cost Estimate (CAPEX) provided by the Client and provide endorsement of the estimate in writing.
+ Develop the Capital Cost Estimate (CAPEX) into the project's cost /budget baseline based on and submit to the Client for approval.
+ Update the budget and CAPEX further to any changes and claims approved by the Client in writing.
+ Monitor and control the project cost against the approved budget and maintain an updated final cost forecast estimate for each of the Client's Contracts.
+ Establish and update a cashflow estimate for each of the Client's Contracts based on the Contract provisions, payment schedules and programme and submit to the Client on a monthly basis for approval.
+ The Client will establish a Work Breakdown Structure (WBS), cost coding structure and programme activities naming and numbering systems. This role shall ensure that Client's Contractors comply with the Client's WBS and cost coding system, numbering structures etc.
+ Collate, analyse, update and report the programme and cost data at the appropriate WBS levels of detail.
+ Establish, maintain and update a project cost database with cost/pricing /unit rates in line with current market rates and benchmarking. Use this data in the preparation and evaluation of comparative cost estimates for alternative design scheme, value engineering studies and change proposals.
+ Update the Staffing Plan on a monthly basis and submit the Client for acceptance.
**What Required Skills You'll Bring:**
+ Bachelor's Degree (preferably a BSc (Hons) Quantity Surveying Degree).
+ No less than 5 years related experience.
+ Proven construction experience in estimating, bidding and job cost preparation; and an understanding of construction contracts, scheduling and general construction management principles is required.
+ Excellent oral and written communication skills in English is required.

- Ensure the raising of necessary documentation as per Project approved procedure for Change Order requests covering any changes in scope.
- Review the detailed cost estimate prepared by EPC Contractor for all such Change Order requests and support documentation of the anticipated impact on cost and/or schedule.
- Ensure the execution of EPC Contractor scope of work according to the EPC Contract Price Terms and Conditions.
- Maintain up-to-date registers documenting status of Change Order requests as per the approved procedure.
- Ensure inclusion of cost and schedule trends prepared by EPC Contractor in formats approved by Owner as part of the Monthly Progress Report.
- Maintain records of associated cost for each Change Order.
- Review comment & approve EPC Contractor cost report and cash flow.
- Review updated Project budget cost estimate (if required) for cost monitoring and control.
- Prepare Project cost control & budget monitoring report.
- Perform the necessary cost estimates studies (as required).
- Participate in Value Engineering activities.
Requirements
- Bachelors Degree in engineering
- Previous experience as PMC Consultant is required.
- Experience of Projects involving Gas Processing plants
- Expertise in Costing Tools and Software.
