Job Summary
The Compliance Director – Lottery will lead the development and implementation of the strategic direction of Momentum Group’s (Momentum”) lottery compliance function. The Compliance Director – Lottery will assist in developing a strong Compliance culture throughout Momentum through the management and oversight of the Regulatory Compliance framework within the lottery function. This role involves the oversight of the provision of advice, support, guidance, training, oversight and monitoring of all regulated compliance activities within the lottery function.
Responsibilities
The Compliance Director - Lottery will report to Momentum’s Group Compliance Director. Responsibilities include :
Compliance Leadership :
- Manage Momentum’s Regulatory Compliance function by developing, overseeing, and advising on policies and programmes in line with the highest international compliance standards.
- Lead and manage the lottery compliance team, providing guidance, support, and performance feedback.
- Monitor key performance indicators (KPIs) related to compliance, providing regular updates and actionable insights.
- Foster a collaborative and results-driven team environment.
- Work closely with cross-functional teams, including IT, operations, and customer support, to ensure cohesive and effective compliance management.
- Ensure regular compliance assessments across the lottery function to ensure that it is compliant with all relevant legal and regulatory requirements.
- Maintain an excellent understanding of the regulatory landscape and perform routine horizon scanning to identify potential regulatory risk areas.
- Oversight of investigations into any issues or matters of regulatory non-compliance within the lottery function.
- Ensure regulatory compliance training is continually reviewed, updated and is provided to employees within the lottery function to ensure that they are aware of their roles and responsibilities in maintaining compliance.
- Manage talent attraction and retention across the lottery regulatory compliance team.
- Represent Momentum with governing bodies and competent authorities.
- Maintain and drive, at all times, the highest ethical and professional standards, conduct, and principles.
Requirements
- Strong knowledge of regulatory frameworks and compliance requirements.
- Proficiency in regulatory reporting and documentation.
- Excellent problem-solving and analytical skills.
- Strong leadership and team management abilities.
- Excellent communication skills, both written and spoken, and highly proficient in English.
- Minimum of 8 years of experience in regulatory compliance or a related role, preferably within the lottery, gaming, or financial services sectors.
- Ideally a degree in Business, Risk Management, Law or other relevant field.

We are seeking a highly competent common law qualified lawyer with around 3 years PQE to be the Legal & Compliance Officer in the oil and gas sector.
This person is responsible for performing both legal and compliance duties as further contained below.
Legal:
- Responsible for preparing and managing corporate legal documents including without limitation; Shareholders Agreements, Joint Venture Agreements, Intercompany Agreements, Articles/Memorandums of Associations, Power of Attorneys, Board and Annual General Minutes.
- Provide a leading standard of legal document management utilizing the existing legal server; including the maintenance of corporate registers, revisions to LE Structure etc.
- Support the PRO with renewal of licenses, UBO requirements and any free zone or government authority requirements.
- Maintain relationships with external law firms to support in the resolution of any legal disputes/issues.
- Responsible for the review, qualification and negotiation of any tenders, contracts or other corporate legal documents.
- Responsible for the preparation of contracts (templates) including without limitation; service level agreements, agency agreements, distribution agreements, intellectual property agreements, master service agreements, memorandums of understandings, non-disclosure agreements and other similar agreements to support the business requirements.
- General legal support and consultation to the business with all internal/external legal matters to mitigate group corporate risk, provide commercially sensible and pragmatic solutions and mitigate disputes.
- Maintain current knowledge of UAE Laws and other jurisdictions in which the business operates under and advise the business accordingly of any amendments, new regulations etc.
- Proactively manage renewals/expiries of any documents.
Compliance:
- Responsible for the creation and implementation of KYC/Due Diligence to further enhance the procedures and application across the business.
- Responsible for conducting training across the business on Anti Bribery/Corruption Laws.
- Maintain current knowledge of the Sanctions Lists and Anti Bribery/Corruption Laws in both the UAE and jurisdictions in which the business operates under.
- Review and recommend to management the requirement for new or amendments to the existing business policies and procedures in accordance with any legal developments.
- General advisory on corporate governance matters to the business including the creation and implementation of any policies.
We are seeking around 3 yrs post qualification experience in a similar role, preferably within a law firm/in house legal position. Oil and Gas/Logistics Industry experience is required.
LLB from Common Law Jurisdiction is required.
Experience in similar role; compliance/due diligence/corporate law is required.
Knowledge of UAE Laws and Freezones is desirable.
Knowledge of Sanctions List, anti-competition, anti-bribery laws is required.
English should be first language.
First class legal drafting skills, attention to detail and accuracy is mandatory.
Must have a mature, positive and pro-active approach to work with the ability to manage sensitive matters accordingly.
Ability to handle large workloads, prioritize tasks, project manage time accordingly.
Problem solving skills; ability to provide commercially sensible and pragmatic solutions for the business.
Microsoft Package skills are required.

Job Description
The MEA Legal and Compliance team is a collaborative and high performing function which enjoys and values the support of the business.
The successful candidate will be the lead compliance officer for Cignas business in the UAE leading shaping and developing opportunities from the outset. There will be opportunities to work with senior leaders and business leaders around the world. Externally there will be opportunities to work with specialist advisers and interact with regulators applicable to the UAE business. Whist the role will is focused on the UAE business there will be many opportunities to work on regional matters.
As part of the MEA Legal and Compliance team the successful candidate will be a trusted business partner asked to shape and stay involved in opportunities and projects from the outset. As a senior compliance advisor you will work closely with your colleagues in Legal and Compliance supporting Cignas business with accurate proportionate and timely compliance and regulatory advice to assist the operational strategic and financial aims of Cigna. The job content will be excitingly broad in line with the scope of Cignas MEA business and will include onshore and offshore regulatory advice.
Key Responsibilities:
- Maintain and enhance Cignas compliance framework and program in the UAE.
- Manage a team of direct reports to oversee compliance in the UAE.
- Influence and collaborate with business leaders legal audit information. protection privacy and compliance leadership to define develop and implement business unit compliance privacy and ethics programs risk industry trends and new regulations.
- Based on a risk assessment create an annual compliance plan for the UAE and the wider MEA region.
- Establish and execute testing and monitoring plan against key compliance risks.
- Provide draft and final reports regarding testing and monitoring to legal and compliance leadership.
- Provide a quarterly update of progress against the compliance plan to legal and compliance leadership.
- Deliver compliance (regulatory and ethics) training to the business unit.
- Facilitate implementation of new compliance requirements by the first line of defence.
- Draft new compliance policies as needed
- Provide guidance and support to the business unit in the management of data and privacy issues including breach management remediation plans data subject access requests and data privacy impact assessments
- Assist the Legal team in their identification and interpretation of new laws regulations and market practices
- Be a champion for the Cigna Ethics programme.
- Partner with the international privacy team to drive privacy compliance in the UAE.
- Lead and/or support compliance projects in the UAE or wider ME region.
Requirements:
8 years minimum experience in the compliance field within Healthcare Insurance/Insurance in the United Arab Emirates regional experience in insurance is an advantage.
Strong understanding of insurance-related and data protection laws in the UAE.
Ability to work independently multi-task and prioritize effectively in a high paced environment.
Must have previous experience in leading teams or high value or strategic projects.
Strong analytical planning and problem solving skills.
Strong decision making capabilities and ability to identify problems and propose creative and effective solutions.
Excellent written and oral communication skills and ability to provide guidance on complex matters in a clear and concise manner.
Ability to present sound persuasive rationale for ideas or opinions.
Ability to work confidently within groups in a multi-cultural environment and respond to global/cultural sensitivities.
Team player with a positive attitude.

The Legal Compliance Specialist will play a pivotal role in the development and implementation of legislation and policy frameworks within the organization.
Key Responsibilities:
- Oversight of Anti-Money Laundering (AML) and Countering Financing of Terrorism (CFT) laws, regulations, and policies to ensure compliance with Financial Action Task Force (FATF) requirements.
