Join our Smart Infrastructure Customer Services Team as the SCMS and Cybersecurity Commissioning Engineer to help re-imagine the world through innovative solutions, making it a smarter place for tomorrow.
Your Role – International, Challenging, and Future-OrientedIn this role, you will perform commissioning of SCMS and Cybersecurity Systems in the Middle East, based in the UAE. You will be involved in the latest solutions on IoT, Cyber Security, Process Bus, etc.
General Responsibilities:- Configure and test Bay Control Units (BCUs), RTUs / PLCs, SCMS systems
- Develop new application solutions with IEC61850, Modbus, Profibus, IEC 101, IEC 104, or other relevant communication protocols
- Design, configure, conduct FAT and commissioning of Cybersecurity for Substation Automation systems
- Serve as a primary customer interface, including troubleshooting and support
- Assist in developing new proposals (bills of materials, technical clarifications)
- Design, develop, implement, test, and commission protection and control applications
- Prepare Site Acceptance Test (SAT) procedures
- Configure, test, and commission SCMS for retrofit applications
- Travel to job sites, customer offices, and vendor factories (approx. 75% of the time)
- Train customers on SCMS systems
- Bachelor's degree in Electrical, Electronics, or Instrumentation Engineering
- Minimum 3 years of relevant experience
- Expertise in substation network topology design, IEC 61850 network design, Human-Machine Interface / SCADA parameterization, and Cybersecurity in OT systems
- Hands-on experience configuring and testing BCUs, HMIs, Gateways, and troubleshooting communication protocols
- Knowledge of Cybersecurity standards (IEC 62443, IEC 62351)
- Additional certifications are a plus
- Personal skills: adaptability, problem-solving, cross-cultural collaboration
- English language skills; additional languages are a plus
Preferred but not mandatory: experience with Siemens relay/automation products, communication network technologies, utility approvals in UAE, Oman, Bahrain, knowledge of ANSI and IEC standards, SICAM products, and programming skills in C/VB.

- To facilitate and formulate Construction Supervision, management, coordination, administration and strict enforcement of the Construction scope included as part of FEED/EPC Contract in line with Client's objective of progressing Work Order completion timely and to project schedule

- Review and provide input to the overall construction/installation plan, procedures and construction/installation requirements identified in the EPC Packages developed by FEED contractor to ensure efficient constructability
- Ensure the construction/installation plan, procedures and requirement developed by EPC contractor comply with the EPC Scope of Work intent and requirements.
- Coordinate and assist fabrication works at EPC contractor's or EPC contractor's subcontractor's fabrication facilities
- Supervise, monitor and inspect the work EPC contractor and EPC contractor's subcontractors at the construction location (or place of manufacture where applicable) in accordance with ADNOC Onshore policy for supervision, quality assurance, control and inspection for the project.
- Maintain EPC contractor's adherence to safety, quality and schedule requirements for construction.
- Participate in identifying Construction slippage and recommend corrective action(s) to be performed by EPC contractor
- Provide construction input to estimates as and when required
- Review design documents and provide constructability input to designs
- Undertake visits to facilities/sites to support the development of construction activities, review designs and liaise with EPC Contractor or EPC Contractor's Subcontractors
- Identify any Specialist Vendor Support, Tools and Equipment required to implement scope
- Interface with ADNOC Onshore's Operations groups as & when necessary
- Taking part in site surveys and generation of reports where required
- Formulate Construction deliverables in line with Project procedures for content, and accuracy
- Assist with construction input to Bid preparation
- Development of Construction requirements for Bid estimates
- Thorough working knowledge and experience of construction completion procedures & Pre- commissioning activities
- Involved in Effective ChangeManagement
- Liaise closely with ADNOC Onshore PMT team on all aspects of design and technical data
- Coordinate & carry out required timely Constructability reviews, in line with Model progression
- Ensure the required Constructability Readiness reviews are addressed to suit the planned deliverables timing
- Liaise strongly with Procurement teamfor materials & equipment deliverables for alignment to the overall project schedules
- Coordinate with Project controls on the progress of work order issuance, and proposed completion data
- Participate in HSE improvement activities, promoting HSE elements throughout construction development where ever possible

Structural Engineer
Dubai, UAE
Parsons is looking for an amazingly talented Structural Engineer to join our team! In this role you will supervise the structural constructions work of the project.
**What You'll Be Doing:**
+ Report to the Resident Engineer and assist in supervising the construction of structural-related works such as bridges, pump stations, utility buildings, reservoir, etc
+ Coordinate his direct activities with the other engineers and members of the construction supervision team.
+ Assist the Resident Engineer in reviewing of shop drawings, design proposals, method statements and other activities including correspondence related to the bridges section and prepare replies for the review of the Resident Engineer.
+ Coordinate with Parsons' design engineers for resolution of related issues.
+ Maintain the daily diary and the daily reports by the inspectors.
+ Coordinate with the contractor engineers on scheduling and application of resources.
+ Direct, assist and monitor the performance of the inspectors and surveyors as applicable.
+ Convene and chair special meetings with the service authorities, the contractor, subcontractors and other parties related to his work.
+ Ensure accuracy and completeness of records.
+ Ensure safety goals are achieved on the project and oversee implementation of safety procedures on the project.
+ Prepare / Assist in the preparation of Weekly and Monthly progress reports.

+ Provide all necessary on-site direction and assist the Resident Engineer to issue site instructions with respect to utilities works and associated items.
+ Check and measure the performed work in his line of work, record and assist the Resident Engineer to display progress vs. programmed work.
+ Ensure correctness and completeness of 'as-built' drawings within his line of work.
+ Keep necessary records and as-built records and take charge of the handing over of the structural works to the respective service authorities and assist the contractor to obtain necessary final clearance.

Job Scope:
The Lead Construction Engineer responsibility for providing construction support, ensuring that all project work is carried out according to client’s fabrication and installation specifications. Qualifications and Experience

Experience within the oil and gas offshore industry with in construction management in offshore brownfields projects. Experience in offshore greenfield and onshore oil and gas projects will be considered.
Tertiary qualifications in engineering
Good interpersonal, team engagement and ability to influence skills
Ability to develop effective working relationships with others
Ability to work to tight deadlines and prioritise work to achieve them.
