About the role:
We are seeking an experienced and visionary Project Director – Transport Planning (UAE based) to lead the development of strategic transport masterplans that shape the future of mobility in cities and regions. This role requires deep expertise in long-term transport planning, policy formulation, and integration of future mobility solutions to support sustainable urban growth. The candidate will be responsible for guiding clients through complex planning challenges and delivering transformative, high-impact strategies.
Key Responsibilities:
Strategic Leadership
- Lead the development of national, regional, and city-level Transport Masterplans, aligned with long-term urban growth, sustainability, and economic development goals
- Develop integrated multi-modal mobility strategies that support accessibility, livability, and carbon reduction
- Shape policy frameworks and high-level mobility strategies that enable innovation, efficiency, and inclusivity in transport systems
Client & Stakeholder Engagement
- Act as a trusted advisor to government agencies, urban developers, and infrastructure clients
- Lead high-level consultations and workshops with public and private stakeholders to build consensus around transport visions and investment priorities
- Translate complex urban mobility needs into clear, actionable strategies
Future Mobility & Innovation
- Guide the integration of emerging mobility trends (e.g., shared mobility, electric vehicles, Mobility-as-a-Service, autonomous transport) into planning frameworks
- Advise on smart mobility policies, governance structures, and funding mechanisms to support modern urban transport ecosystems
Project & Team Management
- Oversee a portfolio of large-scale, multidisciplinary projects, ensuring high-quality delivery on time and within budget
- Lead and mentor teams of planners, urban designers, policy analysts, and engineers
- Coordinate with technical and digital teams to integrate spatial analysis, GIS, and data-driven planning tools into the strategic planning process
Business Development
- Identify and pursue new project opportunities in strategic transport planning across public and private sectors

Qualifications & Experience:

Parsons is looking for an amazingly talented **Sr. BIM / CAD Specialist - Urban Planning** to join our team! you **a** **s a Sr. BIM/CAD Specialist will play a crucial role in translating urban planning concepts into detailed and accurate digital representations using MicroStation.**
**What You'll Be Doing:**
+ Work with urban planners and architects to produce high-quality 2D CAD drawings and layouts for master planning projects, with **MicroStation** as the primary platform.
+ Prepare and manage base maps, sign-off sheets, land-use plans, and plot development guidelines in compliance with Dubai Municipality (DM) and Dubai Development Authority (DDA) standards.
+ Ensure all CAD deliverables strictly follow **authority templates, layers, and submission formats** .
+ Collaborate with urban planners and architects to develop detailed Building Information Models (BIM) and layouts for urban planning projects.
+ Apply knowledge of zoning codes, land-use schedules, and planning regulations to prepare accurate approval drawings.
+ Carry out **CAD QA/QC checks** to guarantee accuracy, consistency, and compliance before authority submission.
+ Coordinate with planners, GIS, and engineering teams to incorporate multidisciplinary inputs into **MicroStation** drawings.
+ Maintain and update **MicroStation CAD libraries, cell libraries, levels, and CAD standards** as per project and authority requirements.
+ Provide understanding in BIM workflows, standards, and best practices to optimize the efficiency of the urban planning design process.
**What Required Skills You'll Bring:**
+ Minimum of 5+ years of experience in a BIM / CAD role within the Urban Planning, Infra or Architecture field.
+ Advanced skills in **MicroStation (Connect Edition)** - essential.
+ Working knowledge of **Civil 3D** is a plus but not the focus.
+ Proven expertise in **DM and DDA CAD standards, approval workflows, and submission requirements** .
+ Strong background in preparing **land-use maps, zoning layouts, and authority-compliant base maps** .
+ Excellent organizational skills and ability to manage **large drawing packages** for authority submissions.
+ Understanding of BIM principles, workflows, and standards.
