Key Responsibilities
- Support the improvement of the governance principles, policies and procedures, methodologies, and financial control standards across subject entities.
- Develop the definition and implementation of the Financial Control System (Framework) in accordance with best practices and leadership direction.
- Define the controls procedures to be implemented in the Oracle ERP system and coordinate with the Department in charge of the system on the development and implementation. Develop guidance for the subject entities related to financial risk identification and financial control systems.
- Monitor the subject entities’ compliance on financial control systems, policies, and regulation.
- Develop the inspection/audit work on compliance with Financial Control Framework
- Develop audit operation plans and monitor progress and assure job done within timeline.
- Report on non-compliance, fraudulent activities, and all other financial irregularities resulting from audit work.
- Prepare all necessary workshops for stakeholders on matters related to the financial control standards.
- Manage financial inspection/audit teams and coordinate with all relevant stakeholders.
- Provides experience based strategic and tactical inputs, develops, and implements strong financial control, policies, systems, processes, and procedures.
- Prepare and implement an effective reporting system on key indicators.
- Build awareness program for all relevant stakeholders on Financial Control.
- Responsible for the timely and accurate preparation and reporting of all financial control data used to prepare the reports required for DoF’s leadership.
- Support cross-functional work coverage with other areas of the office/ organization.
- Maintain, monitor, track and respond to questions regarding financial control system (Framework).
- Review all technical/financial matter assigned by the chairman office to the financial control department on different subjects such as:
- BOD Packs
- Audit Committee Packs.
- Policies and Procedures related to financial control.
- Resolutions, circulars, and correspondence related to financial control.
- Financial Authority Matrix .
- Provide the necessary support to the line manager/Senior leadership and perform any other related tasks assigned.
- Bachelor's degree in Accounting, Finance or an equivalent qualification in a related field with a minimum of 3 years of experience.
- A Professional certification such as (CPA, CIA or ACCAA) is preferred.
- Solid experience in COSO ERM Framework, implementation, and monitoring .
- Solid experience in ERM – Oracle.

Key Responsibilities: - Oversee the preparation and analysis of monthly, quarterly, and annual financial statements, ensuring compliance with accounting standards, industry regulations, and internal policies. - Ensure the accuracy and integrity of financial data and implement controls to safeguard company assets. - Lead the annual budgeting and forecasting process, working closely with department heads to align financial plans with the company's strategic objectives. - Manage cash flow, including overseeing short-term cash forecasting, working capital optimization, and ensuring liquidity and operational efficiency. - Ensure compliance with all relevant local and international accounting standards and tax regulations, including IFRS and maritime-specific tax considerations. - Lead the preparation of tax returns and liaise with external tax advisors and authorities as required. - Lead and mentor the financial control team, fostering a culture of continuous improvement, collaboration, and high performance. - Stay up to date with industry regulations, shipping financial practices, and global accounting standards. - Ensure financial processes align with the specific operational and regulatory requirements of the maritime and shipping industry, particularly for tanker operations. Qualifications and Skills: - Bachelor's degree in Finance, Accounting, or a related field (required).
Professional qualification (e.g., CPA, ACA, CIMA, or equivalent) (preferred).
Experience:
- Minimum of 10 years of experience in financial control or accounting roles, with at least 5 years in a leadership or managerial capacity.
- Significant experience in the maritime or shipping industry, preferably with expertise in tanker operations - Proven track record of managing financial reporting, budgeting, forecasting, and internal controls in complex international environments. Skills & Knowledge:
- Strong knowledge of financial reporting standards (e.g., IFRS) and regulatory compliance, especially within the shipping or transportation sector. - Excellent leadership, team management, and interpersonal skills. - Exceptional analytical and problem-solving abilities, with a keen attention to detail. - Strong knowledge of financial systems and software (e.g., SAP, Oracle, or similar). - High proficiency in Microsoft Excel and financial modelling.
- Strong communication and presentation skills, with the ability to engage effectively with stakeholders at all levels. - Knowledge of maritime-specific accounting practices, such as those related to chartering, shipping operations, and tanker fleet management. - Experience with risk management and financial forecasting in a global shipping environment. #J-18808-Ljbffr
