Our client, a leading Semi Government Conglomerate, is looking for an EMIRATISATION & GOVERNMENT RELATIONS MANAGER to support their Engineering division.
Responsibilities- Establish and manage good relationships with Government Departments and ensure all transactions are completed within the timelines
- Keep abreast on government regulations and statutory requirements and determine their impact on the company
- Liaise with the Ministries and other government entities to resolve issues related to Work permits, Residence Permits, National ID / Emirates ID and other Government documentary requirements
- Coordinate processes relating to Governmental issues concerning employees
- Promote and build strong / positive relationships and reputation with public officials and their staff
- Establish and manage good relationships with the Government Departments and ensure all transactions are completed timeously
- To liaise with Regional HR Manager and Country Manager in meeting the target of Emiratization % every year as stipulated by the Government in each Entity in the UAE.
- Support in finding Emirati candidates for relevant vacant position blocked for Emiratis
- Share the CV received with relevant HRBP
- Be the company’s point of contact for Emiratization matters – in particular with AFG and relevant government bodies
- More than 7 years in dealing with Government Departments, particularly MoHRE and Immigration
- Knowledge of e-governance
- UAE National with family book
- Ability to work diligently, manage strict deadlines, and summarize complex issues in a clear and concise way.

Foreground is partnering with a premium chocolate house in Dubai to identify an experienced and reliable Government Relations Specialist to manage all government liaison activities, ensure full legal compliance, and support the companys workforce and operational requirements.
The ideal candidate is proactive, well-connected, and deeply familiar with UAE government procedures, possessing the confidence and integrity to represent the company in front of authorities and ensure smooth, compliant operations across all regulatory touchpoints.
Key ResponsibilitiesGovernment Relations & Compliance
- Act as the primary liaison with all relevant UAE government entities (MOHRE, GDRFA, ICP, DED, Municipality, Chamber of Commerce, etc.).
- Ensure the companys full compliance with UAE labor laws, immigration policies, and other regulatory frameworks.
- Monitor and communicate any changes in laws or procedures that may impact company operations.
- Manage renewals of company licenses, establishment cards, and other legal documents.
Visa & Employee Affairs
- Oversee all visa-related processes including applications, renewals, cancellations, and transfers for employees and dependents.
- Administer work permits, labor contracts, Emirates ID, and medical examinations.
- Ensure timely renewals of all employee and company-related documentation.
- Supervise document control and ensure accurate completion of online transactions and submissions.
Documentation & Reporting
- Maintain organized and secure records for all employee and company documentation.
- Track visa statuses, expirations, and renewals, ensuring accuracy and timely action.
- Provide regular compliance and government activity reports to management.
- Coordinate with external agencies, consultants, and government offices when required.
Representation & Liaison
- Represent the company in meetings with government officials and regulatory bodies.
- Build and sustain strong relationships with key government representatives and stakeholders.
- Advise management on government updates, regulatory risks, and compliance strategies.
- Bachelors degree in Business Administration, Law, or related field.
- Minimum 5+ years of proven experience in a similar government relations or PRO role within the UAE.
- Strong knowledge of UAE labor law, immigration rules, and government e-portals (MOHRE, GDRFA, ICP, etc.).
- Excellent communication and negotiation skills in English; Arabic fluency highly preferred.
- High level of professionalism, discretion, and reliability.
- Ability to manage multiple priorities under tight deadlines.
- Valid UAE driving license required.
