Our client, a leading Semi Government Conglomerate, is looking for an EMIRATISATION & GOVERNMENT RELATIONS MANAGER to support their Engineering division.
Responsibilities- Establish and manage good relationships with Government Departments and ensure all transactions are completed within the timelines
- Keep abreast on government regulations and statutory requirements and determine their impact on the company
- Liaise with the Ministries and other government entities to resolve issues related to Work permits, Residence Permits, National ID / Emirates ID and other Government documentary requirements
- Coordinate processes relating to Governmental issues concerning employees
- Promote and build strong / positive relationships and reputation with public officials and their staff
- Establish and manage good relationships with the Government Departments and ensure all transactions are completed timeously
- To liaise with Regional HR Manager and Country Manager in meeting the target of Emiratization % every year as stipulated by the Government in each Entity in the UAE.
- Support in finding Emirati candidates for relevant vacant position blocked for Emiratis
- Share the CV received with relevant HRBP
- Be the company’s point of contact for Emiratization matters – in particular with AFG and relevant government bodies
- More than 7 years in dealing with Government Departments, particularly MoHRE and Immigration
- Knowledge of e-governance
- UAE National with family book
- Ability to work diligently, manage strict deadlines, and summarize complex issues in a clear and concise way.

**Role: Strategic Account Manager - Government Sector (UAE)**
As a **Strategic Account Manager - Government Sector** , you will play a critical role in establishing and nurturing long-term relationships with government entities across the UAE. You will position Carrier as the preferred partner for HVAC and energy solutions by aligning our capabilities with the evolving needs of strategic public sector stakeholders. This role combines business development, policy engagement, and regulatory compliance to support Carrier's long-term success in the government sector.
**Role Responsibilities**
**Government Engagement & Strategy**
+ Develop and implement strategic account plans for government entities, aligned with Carrier's overall business development strategy.
+ Build and maintain strong relationships with key government officials, regulatory bodies, and decision-makers.
+ Represent Carrier at public forums, industry events, hearings, and regulatory meetings to strengthen public perception and institutional presence.
**Regulatory & Policy Management**
+ Ensure compliance with all applicable laws and government regulations, including processing and renewing licenses, permits, and registrations.
+ Monitor and analyze legislative and regulatory developments impacting the HVAC and energy sectors.
+ Provide expert advice and strategic recommendations to leadership on regulatory risks, changes, and opportunities.
**Strategic Partnerships & Influence**
+ Foster strategic alliances and partnerships with relevant government stakeholders to build support for Carrier initiatives.
+ Work cross-functionally with legal, HR, public affairs, and business units to ensure consistent internal policy alignment.
+ Support proactive engagement and coordinated responses to evolving government actions and policies.
**Minimum Requirements**
**Qualifications**
+ Bachelor's degree in Engineering (Mechanical preferred).
+ MBA is an advantage.
**Knowledge**
+ In-depth knowledge of UAE market dynamics, with a focus on government sectors.
+ Understanding of HVAC technologies is a plus.
**Experience**
+ 5-10 years of relevant experience in government relations, strategic account management, or public sector business development.
+ Fluent in English and Arabic.
+ UAE Driving License required.
+ Strong computer literacy and proficiency in business tools.
