Parsons is looking for a talented **HSE Officer** to join our team! In this role you will get **to liaise with Safety Manager and Contractors for the improvement & implementation of Corporate HSE Management ethics.**
**What You'll Be Doing:**
+ Implement Aldar and Parsons HSE Policy, HSE Plan, and HSE legislation and other requirements, monitor HSE performance, and HSE targets, and suggest measures for further improvement.
+ Liaise with Safety Manager and Contractors for the improvement & implementation of Corporate HSE Management ethics.
+ Monitor contractors to ensure the implementation of applicable Safety measures and best practices.
+ Review Hazard Analysis / Risk Assessment Plan for all key activities and Monitor the effectiveness of hazard control measures, job safety plans, and work method statements at the site and carry out HSE visit and report to Resident Engineer for immediate rectification.
+ Review and Monitor Contractors' monthly HSE inspections/reports.
+ Conducting monthly Safety meetings, setting the target to achieve the outstanding issues, prepare / submit the minutes to all concerned for follow-up.
+ Review Emergency Preparedness and response, Permit to work system, Toolbox Talks, HSE meetings, HSE statistics & records of the contractors according to Company requirements.
+ Review Incident/Accident investigation reports from contractors, report & communicating the learning points, and monitor the immediate action and follow-up actions to minimize/prevent re-occurrence.
+ Perform other responsibilities associated with this position as may be appropriate.
**What Required Skills You'll Bring:**
+ Minimum Diploma or B.Sc. or equivalent degree in environmental/loss prevention or any relevant engineering disciplines from an accredited university.
+ With recognized Health and Safety education, certifications (ADVETI), license or training in UAE (e.g. NEBOSH, OSHAD - Qudorat, First Aid, Fire Safety, etc).
+ At least 14+ years of construction supervision experience working as a Safety Officer.
+ Able to attend physical interviews in Abu Dhabi.
**What Desired Skills You'll Bring:**
+ At least 3 years of recent experience in construction supervision of infrastructure work.
+ Preferably with relevant experience working in an engineering consulting firm.

- Lead site risk assessments for current and new activities.

- Lead implementation of site specific WHS standards and guidelines.
- Lead implementation of site WHS objective and programs.
- Promote safe culture among employees by providing daily WHS content to shift briefing/standup meeting.
- Perform frequent site safety audits to identify all non-compliance equipment and/or processes at the site. Work with Operations team to implement solutions to eliminate exposure to these risks and prevent injury.
- Conduct daily and weekly WHS audits, such as GEMBA walks, area audits, vehicle and driver inspections etc.
- Attending to incidents and occupational injury cases on site.
- Guide and assist area managers on incident investigations, Gensuite write up and communication of lesson learned.
- Assisting Ops team in Gensuite follow up sheet and CAPA creation. Audit record-keeping practices and ensure Gensuite entries to be aligned with global WHS standards and local regulations.
- Ensure the PPE inventory at site and coordinate with procurement for order placement.
- Ensure basic fire fighting training and first aid training completion.
- Complete daily Trailer Dock Release (TDR) inspections and communications.
- Daily Action Tracking System monitoring, closeout and support.
- Participate in site management safety walk, provide insight into unsafe acts and conditions to management.
- Provide daily update to Country WHS Manager on objectives progress, incidents, AO's, ATS, network actions, etc).
- Preparation of WHS committee meeting agenda, MOM write up, ATS creation.
- Daily Permit to Work review and sign off, working with the operational and facilities team.
- Lead on WHS related procurement and follow up on site.
- Preparing risk assessments and emergency response plans.
- Managing preparation and completion of emergency drills, medi-evac drills and preparing drill records.
- Heat Index establishment, monitoring and support.
- Provide support to site specific requests, unplanned events and activities.

Basic Qualifications
- NEBOSH IGC
- Experience in WHS field.
