Job DescriptionThe Proposals Engineer prepares technical and commercial proposals for the company’s range of process packages
Purpose of Role (Objectives)- Convert client enquiries into purchase orders
- Carry out safe and accurate design and pricing to allow profitable sales
- Promote Veolia as a competent and professional organisation in all interfaces with clients
- Prepare technical and commercial proposals in response to enquiries from prospective clients in a timely fashion
- Ascertain company’s reasons for bidding are clear through ownership of Bid Strategy Meetings
- Perform detailed engineering of the package to the extent required in order to estimate costing and prepare a proposal
- Prepare the Cost Built Up document and ensure it is reviewed and approved
- Raise and respond to technical queries to and from clients and vendors throughout the bidding process
- Prepare proposals hand-over package for orders received in advance of attendance at project kick-off meeting
- Perform detailed process design calculations on awarded projects
- Attend meetings and support Projects on technical queries post award
- Find and develop relationships with new vendors including technical pre-qualifications
- Engineering Degree – Chemical
- Strong fundamental knowledge of process engineering in order to prepare optimum process, mechanical and instrumentation documents
- Identify key design & specification factors through review of client’s tender document package
- Be able to generate engineering documents to support the technical offer such as datasheets, P&ID, PFD, Heat & Material Balance
- Prepare datasheets with key process and mechanical design parameters completed
- Be aware of different codes and standards used in Oil and Gas Industry and to be familiar with process simulation software such as HYSYS
- Minimum 8 years’ experience in Oil & Gas or related industry

Job SummaryWe are seeking a highly experienced Electrical Substation Project Manager with proven expertise in executing large-scale EPC projects within the Oil & Gas sector. The successful candidate will lead the planning, execution, and delivery of substation projects, ensuring adherence to scope, budget, schedule, quality, and HSE standards. This role requires strong technical knowledge in substation systems, excellent stakeholder management, and the ability to drive multidisciplinary teams to achieve project goals.
Key Responsibilities- Lead and manage end-to-end execution of electrical substation EPC projects (132kV/220kV/400kV and above) within Oil & Gas environments.
- Oversee project planning, scheduling, budgeting, resource allocation, and risk management.
- Ensure compliance with international codes and standards (IEC, IEEE, ISO) and client specifications.
- Coordinate with engineering, procurement, construction, and commissioning teams for seamless project delivery.
- Review technical designs, drawings, and specifications for substation equipment including transformers, switchgear, protection & control systems, SCADA, and auxiliary systems.
- Manage vendors and subcontractors, including contract administration, technical evaluation, and progress monitoring.
- Ensure timely procurement and delivery of long-lead substation equipment (GIS, AIS, transformers, busbars, protection relays).
- Drive site execution, erection, testing, and commissioning activities ensuring compliance with quality and HSE standards.
- Conduct regular project reviews and provide progress reports to senior management and clients.
- Manage project risks, change orders, claims, and ensure mitigation strategies are implemented.
- Interface with client representatives, consultants, and regulatory authorities to ensure project approvals and smooth execution.
- Provide leadership to multidisciplinary project teams, ensuring alignment with project objectives and KPIs.
- Bachelor’s degree in Electrical Engineering; Master’s degree preferred.
- 12+ years of experience in managing substation projects, with at least 5 years in a project manager role.
- Strong background in Oil & Gas EPC project execution with exposure to large-scale infrastructure projects.
- In-depth knowledge of substation design, protection systems, and commissioning procedures.
- Familiarity with project management tools (Primavera P6, MS Project) and ERP systems.
- Strong commercial acumen with experience in contract administration, claims, and negotiations.
- Proven ability to lead large cross-functional teams in multicultural environments.
- Excellent communication, leadership, and stakeholder management skills.
- Knowledge of HSE standards and implementation in Oil & Gas projects.

The Project Engineer is a key role directly reporting to Senior Project Manager of Fire Protection systems for the Middle East region. You will be based in Abu Dhabi and will be a part of a growing team that is responsible for the execution of Fire protection System projects within Oil & Gas sector in the Middle East region. How you will do itAs an experienced Project Engineer, you will have expertise in project executions and complex knowledge of project designing of firefighting solutions including Fire Protection (water Based systems), Gas Suppression, Foam, and Alarm Detection Systems within Oil & GAS Sector in the Middle East region. You will develop project objectives by reviewing project proposals, plans, completes technical studies like specification, datasheets, Operation Philosophies, C& E matrix, Procedures etc., cost estimation, and conferring with management. Determine project specifications by studying project design, customer requirements, and performance standards. Manage project schedule by studying project plan and specifications, calculating time requirements, and sequencing project elements. Maintains project schedule by monitoring project progress, coordinating activities, resolving problems. Prepare project status reports by collecting, analyzing, summarizing information and trends, and recommend actions. Manage the project execution i.e., Design, procurement and installation activities within budget, agreed schedule and exceeding the customer expectations.

- Minimum of 5 years’ experience in project execution of Major projects for Fire Fighting System in Oil & Gas sector within GCC countries.
- Strong technical knowledge of Fire Protection (water Based systems)/Gas Suppression/Foam / special hazard protection and Alarm Detection systems
- Excellent client-facing and internal communication skills
- Knowledge of project cost management, revenue generation and invoicing to customer
