Job Description
The Manager, Regulatory Policy Benchmarking & Research, leads end-to-end design, development, execution, and delivery of policy benchmarking and regulatory research initiatives that support DET’s strategic sectors. The role applies advanced legal, regulatory, and policy expertise with structural project management capabilities to produce actionable insights, identify reform opportunities, close policy gaps, and ensure alignment with global best practices. It plays a pivotal role in informing executive decision-making and advancing DET’s regulatory transformation agenda.
In addition to managing core activities, the position provides informed input and advisory support to internal stakeholders, contributing to evidence-based decision-making and the advancement of DET’s strategic regulatory objectives.
KEY ACCOUNTABILITIES:
Core Functional Responsibilities & Subject Matter Expertise
- Lead the end-to-end project management of regulatory benchmarking and research initiatives, ensuring timely delivery, stakeholder alignment, and actionable insights.
- Conduct an in-depth comparative analysis of global regulatory frameworks and benchmark jurisdictions to identify policy gaps, inconsistencies, and reform opportunities across DET’s operational landscape.
- Manage the design, execution, and quality assurance of complex research and benchmarking studies on regulatory policies across target sectors, with a focus on economic impact, jurisdictional alignment, and strategic implications.
- Evaluate regulatory differences using key economic indicators, legal benchmarks, and performance indices to quantify policy impact and support evidence-based decision-making at the executive level.
- Design and deploy advanced research tools, including stakeholder surveys and structured interviews, to capture industry perspectives and inform DET’s regulatory strategy.
- Manage the development of environmental scans and horizon-scanning tools to ensure DET anticipates and responds to changes in international and regional regulatory landscapes.
Qualifications & Experience:
- Bachelor's degree in Law, Public Policy or a related field.
- A minimum of 8 years of experience in public policy, legal/regulatory research, or governance. Requires both policy design exposure and operational benchmarking expertise, preferably within government, regulatory bodies, or international institutions.
- Demonstrated experience in designing and managing policy research initiatives, including comparative analysis of national and international regulatory frameworks.
- Practical experience with regulatory reform processes, legal interpretation, and stakeholder engagement, especially within the economic development or tourism sectors.
- Strong familiarity with UAE local and federal legal systems, policy development cycles, and relevant national strategic frameworks.
- Proven ability to synthesize complex legal and policy data into actionable recommendations for senior management and cross-functional use.
- Experience working with performance indicators, impact assessments, and economic benchmarking tools to evaluate regulatory alignment and effectiveness.
- Exposure to international regulatory models, best practices, and comparative governance systems is highly desirable.
- Proficiency in using policy research tools, data analysis software, and knowledge management platforms to support data-driven regulatory decision-making.
- Prior experience contributing to reports submitted to high-level councils, government stakeholders, or international forums is advantageous
