+ With recognized Health and Safety education, certifications (ADVETI), ISO 45001:2018, ISO 14001:2015, license or training in UAE (e.g. NEBOSH Diploma, OSHAD-OSHMS Practitioner A or B, Audit ISO Qualifications, First Aid, Fire Safety, etc.).
+ **Minimum 12+** years of construction supervision experience; out of which at least 8 years in a Senior Supervisory role.
+ Must have experience working in an engineering consulting firm on projects relevant to **Bridge, Roads and Infrastructure** .

  • Bachelor’s degree in Occupational Health & Safety, Environmental Engineering, or a related field
  • Minimum 5 years of experience in HSE roles within construction, oil & gas, or industrial environments
  • Strong knowledge of local and international HSE regulations and best practices
  • Experience in conducting risk assessments, safety audits, and incident investigations
  • Ability to develop and deliver effective HSE training programs
  • Strong analytical, problem-solving, and organizational skills
  • Excellent communication and interpersonal abilities
  • HSE certifications such as NEBOSH, IOSH, or equivalent preferred

Royal International Construction is a relatively new name in the UAE's vibrant construction scene, but it is one that harnesses the strengths and heritage of its founders and the expert talents of its proactive management team. The company currently employs over 500 construction experts located throughout the UAE, with an unparalleled skillset covering finance, architecture, design, mechanical and electrical engineering, as well as project management. Summary:

The HSE Engineer is responsible for overseeing and ensuring compliance with health, safety, and environmental (HSE) standards at the project site. This role involves providing both administrative and operational site control, monitoring HSE requirements, and enforcing company and regulatory safety policies. The engineer will conduct risk assessments, safety audits, and incident investigations while promoting a strong safety culture among site workers. Additionally, the role requires identifying and mitigating site hazards, ensuring compliance with IMS (Integrated Management System) , and supporting HSE-related training and reporting activities.

Responsibilities:

  • Implement and enforce HSE policies, procedures, and regulations at the site.

  • Monitor and ensure compliance with local and international safety standards .

  • Conduct regular site safety inspections, risk assessments, and audits .

  • Identify unsafe site conditions, report hazards, and ensure corrective actions are taken.

  • Investigate accidents, incidents, and near misses, preparing detailed reports and recommendations.

  • Conduct safety training sessions and toolbox talks for workers and staff.

  • Ensure the proper use of PPE and other safety equipment at the site.

  • Assist in IMS implementation and auditing for continuous improvement.

  • Maintain HSE documentation, reports, and records in compliance with regulatory requirements.

  • Collaborate with project teams to integrate HSE measures into daily operations.

Location: Dubai or Abu Dhabi.

Experience

  • Minimum 6 years of experience within the construction industry .

Qualification:

  • Engineering Diploma or College Degree in a relevant field.

Certifications:

  • Engineer Certification (Mandatory) .

  • NEBOSH Certification (Advantage) .

  • Additional HSE training certifications (if any).

  • IMS and auditing experience is an added advantage.

Languages:

  • English is required,

  • Urdu, Hindi, and Arabic - Advantage

Other Requirements:

  • Strong knowledge of HSE regulations, risk management, and site safety protocols .

  • Ability to identify unsafe site conditions and enforce corrective measures .

  • Excellent communication and leadership skills to implement a strong safety culture.

  • Experience in conducting site audits, investigations, and reporting .
