Our Strategic Advisory team is seeking an experienced Environmental Consultant to join our KSA-based team. The successful candidate will bring proven experience in environmental consulting, particularly on large-scale international projects, ideally in KSA, UAE, and the wider Middle East region.

The role requires expertise in coordinating and delivering Environmental Impact Assessment (EIA) studies, contributing environmental insights to master planning, and preparing and implementing construction-related environmental management plans including site monitoring and auditing.

Position Overview: The Environmental Compliance Specialist will oversee and ensure that all construction activities comply with environmental laws and regulations. This role involves conducting site inspections, preparing reports, and implementing environmental management plans to minimize the impact of construction projects on the environment.

Key Responsibilities:

  • Regulatory Compliance: Ensure all construction activities comply with local, state, and federal environmental regulations.

JOB TITLE : HSE Manager (offshore) KEY RESPONSIBILITIES :

  • Maintain day to day management of HSE compliance assurance & training programs and assist in their development.
  • Review, monitoring of implementation of HSE compliance assurance & training component of the HSEMS.
  • Maintain daily working relationship with other HSE team members, line management and subcontractors in relation of their respective compliance assurance & training compliance programs.
  • Continually maintain an appropriate level of awareness, knowledge and preparedness to create a culture that prioritizes effective HSE and balances overall associated costs.
  • Review internal HSE policies and practices to ensure they are current and appropriate; conduct hazard and risk assessments and change existing, or develop new recommendations from these assessments.
  • Develop and coordinate the delivery of plans to put in place compliance activity where it is otherwise absent or unsatisfactory.
  • Review and report the effectiveness of compliance assurance programs of E&C.
  • Conduct HSEMS audits, recommend corrective actions and follow through on HSE areas for improvement.
  • Contribute to the HSE lessons learned forum and ensure effective communication of lessons learned and HSE alerts.
  • Ensure Corporate Objectives, Policies and Procedures are implemented within designated area.
  • Promote opportunities for HSE compliance assurance & improvement within the division.
  • Provide regular, reliable reports and data for monitoring HSE compliance assurance performance.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE :

  • Bachelor Degree in relevant Engineering OR Science OR HSE discipline (from an institution of higher learning authorized to grant academic degrees in the country of issue)
  • Lead Auditor ISO45001 / ISO14001
  • NEBOSH IGC or equivalent
  • Certification from atleast one professional body (e.g. BCSP, IOSH, BCRSP, CRBOH, NASP, IFE, BOHS, NASP, SocEnv, IChemE, NFPA)
  • Minimum 12-15 years’ experience in HSE in construction, fabrication, installation and / or commissioning projects / operations in the oil & gas or petrochemical industries, with at least 5 years’ experience in a lead HSE position managing team of HSE professionals

SKILLS AND COMPETENCIES

  • Strong understanding of the HSE issues, practices and behavioral aspects in the Oil & Gas EPC business
  • Sound understanding of the HSE Management System and HSE legislative requirements
  • Broad knowledge and experience in audit processes.
  • Awareness of H2S hazards and control measures.
  • Ability to develop and implement HSE plan, procedures, and site-specific work instructions
  • Able to lead a team of HSE professionals such as HSE Engineers, Sr.HSE officers, HSE officers etc.
  • Effective interpersonal, verbal and written communication skills

HSE Manager

Parsons is looking for an amazingly talented HSE Manager to join our team! In this role you will be providing all necessary assistance to the construction supervision team with respect to all safety, health, and environmental issues.
The HSE Manager provides a focal point for all occupational safety, health, and environment issues throughout the construction contract by reviewing the contractor’s safety submittals (i.e., MSRA), visiting the site, chairing the weekly quality and safety meetings, following up on non-conformances, and taking a lead role in ensuring the contractor complies with his approved PSHEP/OSH and CEMP and attends/conduct regular HSE audits. In addition, review and approve the OSH Plan, and CEMP of the contractor and he will monitor the implementation of the safety, health, and environment of the project scope of work and ensure compliance with the Aldar HSE requirements, ADOSH SF and EAD regulations including ITC.

What You'll Be Doing:

  • Develop and implement and maintain office and project HSE and plans, programs, and reports.

  • Provide technical support, review, supervision, and assignment of tasks to projects HSE manager.

  • Experienced in the monitoring of the project’s sustainability and environmental compliance to legislative or contractual requirements.

  • Advise the Sector Manager and Program Directors of project safety performance on a regular basis.

  • Provide Parsons and contractor personnel with regular technical HSE training, per program requirements and needs.

  • Assign and provide technical supervision of safety performance, qualifications, and programs.

  • Review contractors on the bid list with regard to safety performance, qualifications, and programs.

  • Conduct regular HSE audits through review and analysis of the performance of safety records and safety inspections of various offices and projects in compliance with ESHARP Management to ensure HSE considerations are integrated into work planning and activities.

  • Assist the Workers’ Compensation Analyst in coordinating medical care and case management of employees injured at company facilities.

  • Review of material submittals and method statements to ensure compliance with specifications, targeted credits under Estidama and environmental best practice.

  • Regularly interact with senior-level representatives from a variety of functional groups, including program management, design/engineering, construction, and other personnel.

  • Perform and adequately documents internal safety audits and manages all related follow-up activities. Audits conducted to assure compliance with Parsons’ standards, contract requirements, and applicable codes, specifications and drawings, including but not limited to design, engineering, estimating, procurement, project controls, Vendor/Subcontractor management, receiving, handling & storage, Construction, etc.

  • Reviews loss control reports from company insurance carriers and regulatory inspection agencies and confers with appropriate management representatives on compliance with regulations and citations.

  • Conduct contractor pre-qualification activities against company requirements and advises operations/management on contractor level of HSE competency, qualification, and past performance.

  • Review and monitor implementation for contractors’ project safety plans.

  • Participates with HSE Staff recruiting, annual performance review, and direct daily interaction with and management of multiple direct reports.

  • Coordination and assistance with the project’s Pearl Qualified Professional to collate and document construction compliance with the targeted credits under Estidama, reporting progress on a weekly basis, and noting any deviations by the contractors from the agreed strategy.

  • Coordinate with nurses, physicians, and medical institutions to ensure the highest level of care for workers, and implement a worker “early return to work program.”

  • Prepare HSE metrics reports for the Client and Parsons on a monthly basis; utilizes information to identify programs/ contractors requiring development/ improvement.

  • Control all non-conformance reports and ensure remedial actions are taken.

  • Assure all technical documents relative to safety are current status.

  • Perform other responsibilities associated with this position as may be appropriate.

  • Ensure environmental performance oversight of contractors of the project. Preparing technical project deliverables including studies, reports, plans and other documentation related to the environment, natural resources, waste, water, etc.;

Additional responsibility of the HSE Manager:

  • Provide expertise and technical assistance to site management for the implementation of the ESHARP Manual and company QHSE and Sustainability processes.

  • Ensuring environmental and sustainability objectives are achieved during the design and construction for the projects

  • Receives assignments in terms of broad objectives from the GBU SH&E Director and Abu Dhabi Sector HSE Manager in conjunction with Project Management.

  • Reviews, interprets, and provides assistance on safety regulations and standards.

  • Participate in the Accident/Incident investigation and lead the project team in identifying the Root Cause and provide guidance on reporting to the Sector Regulatory Authority.

  • Monitors project safety performance and conducts project audits and safety inspections.

What Required Skills You'll Bring:

  • Bachelor's Degree in Occupational Safety and Health or related field (or equivalent experience) discipline or related field (or equivalent work experience).

  • Minimum 15 years experience experience in the field of HSE, wherein at least 10+ years’ experience in Managerial / Management capacity.

  • Professional certification (i.e., CSP, NEBOSH Diploma, NVQ Level 6, IOSH, or similar).

  • Thorough knowledge of ISO 45001, ISO 14001, ADOSH SF, EAD regulations and reporting procedures, as well as an in-depth understanding of safety management systems and procedures

  • Excellent presentation skills for delivery of health and health and safety-related training programs.

  • Thorough experience in directing and implementing quality management systems and standards specified by ISO 9000.

  • High attention to detail and excellent organization skills.

  • Proactive must keep up to date with legal and professional changes associated with public health and occupational health and safety.

  • Ability to work independently with minimal direction or oversight.

  • Excellent written, presentation, and oral communications skills. Arabic speaking is an advantage.
