In this role you will be the **focal point for all occupational safety, health, and environment issues throughout the construction contract and** **provides all necessary assistance to the construction supervision team with respect to all safety, health, and environmental issues** **.**
**What You'll Be Doing:**
+ Develop, implement, and maintain HSE plans, programs and reports for office and project operations.
+ Provide technical support, supervision and task assignments to project HSE managers.
+ Monitor project sustainability and environmental compliance with legal, contractual and regulatory requirements.
+ Advise Sector Managers and Program Directors on safety performance and recommend improvements.
+ Deliver HSE training to Parsons and contractor personnel as needed.

+ Conduct regular HSE audits, inspections, and reviews to ensure compliance with Parsons' standards, ESHARP, and applicable regulations.
+ Review material submittals and method statements for compliance with specifications, Estidama credits and environmental best practices.
+ Oversee environmental performance of contractors and prepare deliverables related to sustainability, waste, water and natural resources.
+ Collaborate with senior representatives across functional teams, including design, engineering, and construction.
+ Oversee accident/incident investigations, identify root causes, and ensure proper reporting to regulatory authorities.
+ Prepare monthly HSE metrics reports and recommend improvements for programs or contractors.
+ Manage non-conformance reports and ensure corrective actions are implemented.
+ Ensure all safety-related technical documents are accurate and up to date.
+ Coordinate with medical professionals to ensure worker health and implement early return-to-work programs.
+ Participate in HSE staff recruitment, performance reviews, and daily management of direct reports.
+ Provide technical expertise to site management for implementing the ESHARP Manual, QHSE, and sustainability processes.
+ Ensure environmental and sustainability goals are met during project design and construction.
+ Review, interpret, and assist with compliance to safety regulations and standards.
+ Monitor project safety performance through audits and inspections.
+ Perform other responsibilities as required by the role.
**What Required Skills You'll Bring:**
+ **Bachelor's Degree** in Occupational Safety and Health or related field (or equivalent experience) discipline or related field (or equivalent work experience).
+ **Minimum 15** years experience experience in the field of HSE, wherein **at least 5+ years' experience in Managerial / Management capacity from a reputable Engineering Consultant.**
+ Professional certification (i.e., CSP, NEBOSH Diploma, NVQ Level 6, IOSH, or similar).
+ Thorough knowledge of ISO 45001, ISO 14001, ADOSH SF, EAD regulations and reporting procedures, as well as an in-depth understanding of safety management systems and procedures
+ Excellent presentation skills for delivery of health and health and safety-related training programs.
+ Thorough experience in directing and implementing quality management systems and standards specified by ISO 9000.
+ High attention to detail and excellent organization skills.
+ Proactive must keep up to date with legal and professional changes associated with public health and occupational health and safety.

+ Excellent written, presentation, and oral communications skills.

HSE Manager – Dubai AMEA Power
The Corporate HSE Manager will be responsible for overseeing and coordinating all Health, Safety and Environmental (HSE) aspects across the company’s portfolio of projects, ensuring alignment with Corporate HSE policies, applicable legal frameworks, and international standards, with particular attention to compliance with the IFC Performance Standards.
The HSE Manager will report directly to the Head of ESG and will provide strategic guidance and technical support to project teams and site-based HSE staff. The role includes ensuring that contractors, partners, and internal teams implement best-in-class HSE practices throughout all project phases, and that projects within the portfolio remain compliant with both international standards and the national legislation of host countries.
Responsibilities- Develop, implement, and continually improve Corporate HSE policies, procedures, and management systems, ensuring alignment with IFC PS, ISO 14001, ISO 45001, and other relevant standards.
- Provide oversight and guidance to project-level HSE Engineers/Managers to ensure consistent application of HSE practices across all sites.
- Conduct corporate-level HSE audits and reviews of project sites, ensuring compliance with internal policies and external requirements.
- Monitor contractor HSE performance, ensuring corrective and preventive actions are effectively implemented.
- Review project-specific Environmental and Social Management Plans (ESMPs) and other HSE documentation to ensure compliance with IFC Performance Standards and local regulations.

- Minimum 10 years’ experience in HSE roles, with at least 5 years in a managerial or corporate-level position within engineering, construction, or renewable energy sectors.
- Track record of managing HSE across multiple projects and geographies.
- NEBOSH International Diploma (or equivalent advanced qualification in HSE management).
- Proven in-depth knowledge of international HSE standards (including ISO 14001, ISO 45001).

Traffic & Public Safety • Develop and enforce Traffic Management Plans (TMP) ensuring the safety of workers, road users, and pedestrians. • Coordinate safe road diversions, signage, and temporary works in compliance with authorities’ standards. Incident Prevention & Emergency Response • Lead incident and near-miss investigations using RCA techniques and implement effective corrective actions. • Maintain HSE performance metrics (LTIR, TRIR, near-miss reports) and prepare daily/weekly/monthly safety reports. • Lead emergency drills for trench collapse, electrocution, utility strikes, fires, and vehicular accidents. Environmental Management • Implement environmental protection controls such as dust suppression, noise/vibration monitoring, waste segregation, spill prevention, and erosion control. • Ensure compliance with ISO 14001 and local environmental regulations. Training & Culture Development • Deliver safety inductions, toolbox talks, and awareness campaigns specific to infrastructure hazards. • Promote proactive safety culture and safe behavioral practices through BBS (Behavior-Based Safety) programs and Stop Work Authority. Leadership & Coordination • Manage and mentor HSE teams (officers, supervisors, inspectors). • Participate in client, consultant, and authority meetings, addressing safety issues and presenting performance reports. • Coordinate HSE matters with Project Managers, QA/QC teams, and relevant stakeholders.
Requirements
• Bachelor’s Degree in Engineering, Safety Management, Environmental Science, or related field. • NEBOSH IGC / NEBOSH Diploma / OSHA / IOSH certifications (mandatory or preferred). • ISO 45001/14001 Lead Auditor certification is an advantage. • First Aid, Firefighting & Confined Space Entry certifications recommended. Experience Requirements: • Minimum 10–15 years of HSE experience, including at least 5 years in roads, highways, utilities, or infrastructure projects. • Experience working with authorities such as RTA, Ashghal, MOT, ADM, Musanada, etc. (as applicable). • Proven experience implementing HSE systems on large-scale infrastructure projects.

Key Responsibilities • Lead and implement HSE strategies, policies, and procedures in line with ADNOC standards. • Ensure compliance with international and local HSE regulations across all project phases. • Drive safety culture, risk management, and continuous improvement initiatives. • Coordinate audits, incident investigations, and HSE reporting. • Provide leadership, guidance, and training to site HSE teams.
Requirements
• Bachelor’s degree in Civil Engineering (or related discipline). • ADNOC Approved HSE Manager • Minimum 10+ years of HSE experience in oil & gas, with at least 1 years in offshore projects. • Strong knowledge of international HSE standards and ADNOC codes of practice. • Excellent leadership, communication, and stakeholder management skills.
