**Job Description**
We are seeking a Senior Specialist in Stakeholder Management to join our dynamic team in Dubai, United Arab Emirates. In this pivotal role, you will be responsible for developing and implementing strategic stakeholder engagement initiatives that align with our organization's goals and values.

The late delivery of projects have become the scourge of project professionals worldwide. Countless numbers of projects undertaken by organizations in the private and public sectors significantly overrun the project schedule and budget, and as a consequence fail to achieve the organization's financial and strategic objectives, often with sizable increases in costs and with substantial financial losses to the organization. This is due mainly to the failure of many project professionals to successfully apply the tools and techniques of modern project planning, scheduling and control to their projects. The decision to proceed with a project is often based almost exclusively on early conceptual cost estimates, and these estimates provide the basis for the cash flow projections and forecasts used during the project feasibility study. Unreliable cost estimates can result in significant cost overruns later in the project life when it is too late to contain them.

In addition to the potential financial losses suffered by the organization, many such projects subsequently fail to deliver the required quality of outcomes intended for the project as a direct consequence of poor estimating. Budgeting inaccuracies inevitably result in lower quality workmanship and materials.

The estimating techniques and processes covered in this course will provide delegates with the necessary skills to forecast accurately the anticipated costs of projects with a focus on budget estimates, estimates for pre-construction services, estimating contractor and sub-contractor work, estimating general conditions, pricing self-performed work, estimating negotiated contracts, and performing lump sum and unit-price estimates.

We are seeking a highly skilled Specialist - Stakeholder Management to join our team in Abu Dhabi, United Arab Emirates. The Specialist - Stakeholder Management is responsible for facilitating project-related approvals, permits, licenses, and regulatory compliance for small to medium-sized projects. Acts as a key liaison between the company, stakeholders, and government authorities to ensure timely and accurate communication, documentation, and project progression.
**Responsibilities:**
+ Understand stakeholder systems such as tracker preparation and monitoring delays affecting project schedules.
+ Provides support for planning efforts affecting impacted stakeholders for all project plans, including governance and communication with end users and stakeholders to maintain a consistent and accurate message from project staff.
+ Responsible for developing Stakeholder relationships as the face of AECOM.
+ Maintains the implementation of the stakeholder(s) management register and updates as required.
+ Competent in planning processes required to coordinate with the authorities and government entities for clarifications, justifications, and permissions from statutory authorities.
+ Facilitates SM/ unit Lead/Design Engineers/ Project Managers with the overall permitting process to secure required Approvals, NOCs and Permits for the projects.
+ Support PMs in delivering required documents on schedule and in accordance with authorities' requirements, guidelines, and standard specifications.
+ Coordinates with Government authorities regarding project submissions, revisions, clarifications, approvals, justifications and approvals by statutory authorities.
+ Reviews all document completion processes to be submitted as required by the local authorities on behalf of AECOM.
+ Monitors projects' progress, notifies the PM/unit Lead of any potential risks in the permitting process that could impact the schedule and periodically updates status via dashboards.
**Qualifications**
+ Bachelor's degree in Architecture or Engineering.
+ 2-3+ years of experience in stakeholder management or related field
+ Proven track record of successful stakeholder engagement strategies
+ Excellent communication skills, both written and verbal
+ Local Authority Engineer registration preferred.

Strategic Leadership

  • Change Impact Assessment: Analyze and document how the new processes will impact ways of working across functions (Planning, Payroll, HR, Finance, Omnichannel, B2B Distribution, and Logistics); consolidate insights across workstreams to inform transition and adoption plans.
  • Communications & Engagement: Support the rollout of the Group‑wide change and engagement strategy; develop communications, leadership messages, and release‑based communications, that connect changes to the wider transformation story, to build awareness, engagement and readiness for go live.
  • Training & Capability Building: Work closely with the training team to ensure training content reflects the new ways of working.
  • Change Readiness & Adoption: Contribute to readiness assessments, activation index tracking, and post‑go live adoption measurement. Analyze sentiment, feedback from the change network to identify where reinforcement or refresher training is needed.
  • Stakeholder & Change Network Support: Engage with business leads, super users, and local change agents to cascade messages, gather feedback, and champion adoption during the different phase of the program.
What you’ll need to succeed
  • You have a strong background in change management, ideally within complex retail or consumer goods organizations. Experience in leading change within tech transformation projects is particularly valued.
  • You have previous GCC experience, which is considered a plus.
  • You are familiar with SAP/S4HANA and Blue Yonder; exposure to these systems is an advantage.
  • You hold a Prosci certification or equivalent, which is considered a plus.
  • You demonstrate excellent verbal and written communication skills, with fluency in Arabic considered an advantage.
