Job Description

The Role
• Lead the planning, design review, and implementation of all infrastructure works (roads, utilities, drainage, water, power, telecom, and other services) for the development. • Coordinate with master planners, consultants, and contractors to ensure infrastructure designs are aligned with project requirements, design guidelines, and development objectives. • Supervise and monitor construction activities for infrastructure and utilities to ensure compliance with approved designs, authority standards, schedules, and budgets. • Manage and review detailed engineering drawings, specifications, and technical reports related to infrastructure development. • Oversee the integration and interconnection of various utility systems to ensure operational efficiency and long-term sustainability. • Liaise directly with local Authorities and Government entities (e.g., ADM, ADDC, DEWA, Etisalat, etc.) to secure design NOCs, permits, and approvals for infrastructure works. • Establish and manage systems, procedures, and protocols for infrastructure design management, supervision, and approvals. • Review contractor and consultant submissions including method statements, shop drawings, and material approvals for infrastructure and utilities. • Ensure that infrastructure and utility designs meet statutory, regulatory, and health & safety standards. • Monitor progress of infrastructure works, proactively identify risks, and recommend corrective actions to mitigate delays or cost overruns. • Coordinate design changes, value engineering proposals, and ensure technical solutions are feasible and cost-effective. • Support the development team in feasibility studies, master planning, and phasing of infrastructure requirements to align with real estate project timelines. • Manage handover of infrastructure works to authorities and internal facilities management teams, ensuring all approvals and as-built documentation are completed. • Prepare periodic reports for senior management on progress, risks, costs, and authority interactions related to infrastructure development.

Requirements
• Bachelor’s degree in Civil Engineering, Infrastructure Engineering, or related discipline (Master’s degree preferred). • 10+ years of experience in infrastructure development, design management, and construction supervision, preferably within the real estate or large-scale master development sector. • Strong technical knowledge of civil works, roads, and underground utilities (water, sewerage, stormwater, irrigation, power, telecom, district cooling). • Proven track record of coordinating with authorities (e.g., ADM, ADDC, DEWA, RTA, Etisalat/du, etc.) for design approvals, NOCs, and final handovers. • Experience in managing consultants, contractors, and multi-disciplinary project teams throughout the project lifecycle. • Familiarity with UAE authority regulations, codes, and standards governing infrastructure design and construction.

Parsons is looking for an amazingly talented Planning Manager to join our team! The ideal candidate will have a proven track record of working within PMC environments, managing both infrastructure and building projects such as roads, bridges, schools, hospitals, and public service facilities.
**What You'll Be Doing:**

+ Must have experience within the GCC Region.

+ Proficiency in Primavera P6, MS Project, Primavera Risk Analysis, and cost control software.

**What You'll Be Doing:**
+ Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project.
+ Forecasts monthly revenue, labor costs, ODCs, and gross profit for the term of the project.
+ Develops and manages the budget; oversees the profitability of the project.
+ Responsible for project invoicing and billing including all accounts receivable and accounts payable.
+ Oversees establishment of Project Management Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.

Overview

Responsibilities
  1. Program level - Project Wise quarterly look ahead plan, IPC submission plan, fund requirement plan & resource plan.
  2. Review & Maintain the project schedule and Budget for the Project and update periodically.
  3. Communicate the baseline and budget to the project team.
  4. Prepare resource planning for the program level on annual basis and make gap analysis between availability and requirement.
  5. Prepare productivity analysis and utilization report with PMO recommendations and feedback on monthly basis and submit to project manager and ePMO.
  6. Support more optimal regional resource utilization and support projects & regions to utilize its project resources optimally, by providing necessary visibility, analysis, and recommendations for optimum resource utilization.
  7. Maintain regional resource details and data updation in the system.
  8. Analyse the resource utilization reports against capacity and forecasted use of resources and identify areas where resource availability can be optimized.
  9. Measure all projects Schedule Performance Index (SPI) and follow with concern project control engineers for the baseline submission to the client and its approval.
  10. Review and consolidate projects actual cost which is received from PCE and measure the cost performance (CPI & CV).
  11. Coordinate with regional PM to collect the fund requirement on monthly basis and submit to ePMO for further proceedings.
  12. Weekly and monthly track the fund released against the revenue generated. Make work package wise analysis and submit the observations and findings to project manager and regional director.
  13. Collect the surveyed report on monthly basis from PMs and submit in iCMS to capture the actual executed data project wise.
  14. Monthly prepare issue impact analysis all projects and make consolidated report with recommendations.
  15. All regional level IPC performance, Revenue, fund related & cost report to be prepared.
  16. Provide EOT status to ePMO with action plan for all the regional projects.
  17. Provide all regional closing projects status of execution/IPC/unbilled/FPC/handing over status with action plan.
  18. Bi-weekly coordinate with ePMO to get the unbilled values of each project and send to regional team to get the reasons, action planned with action owner to make billing to reduce the unbilled values of the projects.
  19. Provide unbilled status of all projects with action plan in coordination with PM to the project/ regional/ project delivery and management.
  20. Conduct weekly meeting internally in RO with project team and Regional team to check the weekly progress and addressing the issues and requirements of the project.
  21. Prepare and submit comprehensive reports to the regional management for timely decisions related to regions / projects performance through regional PMOs datas
  22. Frequently visit the project to audit the project management compliance and project health status.
  23. Address all project change requests (scope, schedule, cost, resources, etc.) by reviewing each request for change being raised by the project manager (or customer) to ensure that the change request is justified and that necessary re-estimation of schedule, cost, resources and quantities has been properly done by the project team.
  24. Monitor the performance of sub-contractor and provide their performance report to the management
  25. Provide recommendations and corrective actions to regional & project team to improve the performance.
  26. Review and analyse impact of variation orders with respect time and cost. Provide recommendations on variation orders before submitting to clients.
  27. Provide early warning signs to management about difficulties that regions/projects facing to perform.
  28. Organizing and convening the periodic project management review by ensuring all data required is available, the related regional management is available and the project Managers are available for the reviews.
  29. Improve Project Management capability using AICC best practice by Coaching and mentoring Project control engineers and Project Managers regarding project management knowledge areas.
Qualifications
  • 10+ years of relevant experience in the Mega Projects construction PMO
  • PMP Certificate
