Infrastructure Planning and Technical Expertise:
- Lead the infrastructure planning team in developing comprehensive infrastructure master plans for new projects and reviewing/enhancing existing plans for operational developments
- Oversee high-level concept development and infrastructure planning briefs, ensuring alignment with technical standards and master development objectives
- Conduct detailed capacity studies and demand forecasting for infrastructure systems, including utilities, transportation networks, and public facilities
- Drive the optimization of infrastructure designs for efficiency, cost, and sustainability, conducting detailed technical reviews and providing solutions for complex infrastructure challenges
- Address outstanding infrastructure legacy scope across the Master Development portfolios.

- Oversee the preparation of technical specifications, design guidelines, and planning frameworks for:

Coordination and Stakeholder Management:

- Collaborate with the Authorities Relations function to develop strategic approaches for infrastructure planning approvals and modifications
- Manage relationships with external planning consultants, ensuring deliverables meet the company’s quality standards and technical requirements
- Provide technical guidance and support to internal teams on infrastructure planning matters, serving as a subject matter expert for complex planning challenges
- Represent the Infrastructure Management team in technical planning meetings with stakeholders, articulating infrastructure planning requirements and solutions
Technical Governance and Quality Assurance:
- Establish and implement infrastructure planning standards, methodologies, and technical requirements that ensure consistency and excellence across the company’s portfolio
- Monitor quality assurance frameworks for infrastructure planning deliverables, ensuring technical accuracy and alignment with best practices
- Create specialized technical resources and planning templates that enhance efficiency and reduce dependency on external consultants
- Coordinate with the company/its verticals to ensure infrastructure planning activities comply with international standards and UAE regulations
- Develop and implement data-driven approaches to infrastructure planning, leveraging advanced modelling and analysis techniques
- Undertake technical reviews processes for infrastructure planning submissions, ensuring rigorous evaluation of proposals against established criteria
- Monitor compliance with infrastructure planning frameworks and identify opportunities for process improvements
- Propose technical planning solutions for complex infrastructure challenges that arise during project development
Innovation and Continuous Improvement:
- Research and recommend innovative infrastructure planning solutions and technologies that enhance the value and performance of the company’s developments.
- Benchmark the company’s infrastructure planning practices against global leaders in master development to identify improvement opportunities
- Participate in continuous improvement initiatives for infrastructure planning processes, tools, and methodologies
- Support Head Infrastructure Management to integrate cutting-edge planning approaches and sustainable technologies into infrastructure designs
- Support digital transformation of infrastructure planning processes by implementing advanced modelling tools, data analytics, and visualization technologies
- Capture lessons learned and best practices in infrastructure planning
Team Leadership and Development
- Provide mentorship and technical guidance to infrastructure planning team members, enhancing overall capability and expertise
- Create structured development opportunities for junior staff to gain exposure to diverse planning challenges across the company’s portfolio
- Implement knowledge sharing protocols that enhance team capabilities and promote consistent application of planning standards

Qualifications, Experiences, Skills:
- Minimum bachelor’s degree in civil engineering, Infrastructure Management or related technical field required. Master’s degree in engineering, or related discipline preferred.
- Experience in real estate projects in the MENA/GCC region
- Minimum 10 years of experience in infrastructure planning, engineering design, or related technical disciplines for large-scale developments
- Demonstrated success in infrastructure master planning for major mixed-use developments, preferably within the UAE or GCC
- Proven experience developing infrastructure planning frameworks, technical standards, and design guidelines

- Review and convey Engineer’s consent to the Contractors’ Baseline schedule of works in line with Contract conditions, and using Parsons Recommended Practices

- Develop a Master Schedule integrating multiple packages considering their interdependencies to identify and reflect the impact of one schedule/project on others.

- Preparation of Trackers / Logs to monitor critical issues during the Design and Construction stages of the Project.
- Agree on the progress measurement system (PMS) and key indicators with the consultants/contractors during the project for monitoring purposes.
- Ability to communicate clearly to conduct presentations to management and interface effectively with a diverse group of professionals. Provide the reasoned & analytic response to the contractor notices and detailed particulars using programming data, sound construction practices, and contractual provisions.
- Proper record keeping of project contemporary records
- Issue delay notices for the contractor’s culpable delay and/or slow performance letters recording areas where the contractor’s performance is behind the schedule
- Bachelor's degree in civil engineering or construction management from a recognized institution.
- Minimum 7 years of experience in planning, scheduling and claims on relevant infrastructure projects (Roads, Bridges, Utilities, and landscape).

Exercise “What if” analysis to assess the time impact of each change, variation, and potential event at an early stage and provide alternative courses of action & advice before issuing instructions to contractors
Prepare regular progress reports / monthly reports with program analysis and recommendations, addressing program issues to ensure timely project completion, and preparing presentations regarding the work's progress concerning interim and major milestones.
Detailed assessment of the claims including Extension of Time, Disruption, etc using leading delay analysis methodologies including time impact analysis & window analysis with the strong skill to demonstrate the contractor’s concurrent delay.
Discuss, coordinate, and resolve the planning and scheduling problems with the contractor and the Employer.
Coordination with the Client to finalize the contractor’s programs, reports, and claims.
Attending various meetings including kick-off, technical, service coordination, progress review, etc, providing valuable inputs, and preparing concise & precise minutes of meetings.
Preparation of Trackers / Logs to monitor critical issues during the Design and Construction stages of the Project.
Agree on the progress measurement system (PMS) and key indicators with the consultants/contractors during the project for monitoring purposes.
Ability to communicate clearly to conduct presentations to management and interface effectively with a diverse group of professionals. Provide the reasoned & analytic response to the contractor notices and detailed particulars using programming data, sound construction practices, and contractual provisions.
Proper record keeping of project contemporary records
Issue delay notices for the contractor’s culpable delay and/or slow performance letters recording areas where the contractor’s performance is behind the schedule
What Required Skills You'll Bring:
Bachelor's degree in civil engineering or construction management from a recognized institution.
Minimum 7 years of experience in planning, scheduling and claims on relevant infrastructure projects (Roads, Bridges, Utilities, and landscape).
Successful applicants will have experience in working on infrastructure and utilities projects coupled with an excellent overall understanding of the construction industry, along with interface and coordination requirements in the industry.
Proficiency in scheduling software, particularly Primavera P6
