JOB SUMMARY: The Senior Manager helps support Excelerate s current and future global projects as part of the infrastructure team. The Senior Manager will work closely with other individuals in the Infrastructure, Operations, and Commercial teams. This position will lead the development and implementation of new projects and support the engineering needs of Company s existing assets.

- Ability to manage infrastructure projects with the following expectations:
- Experienced in gas transmission, pipeline (onshore and offshore) design, and LNG loading terminal infrastructure design.
- Familiarity with Stage Gate Project Development Processes.
- Strong Front End design experience from feasibility to FEED stages. Working within the project team on onshore/offshore feasibility, conceptual, pre-FEED, FEED, detailed design, and EPC phase of the project.
- Preparation of technical scopes of work for site investigation programs such as design of pipelines and mooring terminals.
- Preparation of technical scopes of work for Pre-feasibility and feasibility studies such as high-level conceptual designs, cost estimates, schedule, and risks for the purpose of screening, concept selection and definition and detailed designs including onshore pipelines, offshore gas export systems and terminals.
- Be able to perform project management duties, including management of internal resources and external contractors and vendors, definition of project scope, schedule, and budget.
- Provide analysis, reports, and review of contractual requirements regarding project controls and scheduling.
- Effectively oversee and perform detailed review of relevant submittals by Company s consultants. Ensure that all deliverables have been prepared to the full requirements of relevant agreements.
- Ensure designs and analyses are performed in compliance with the established latest design rules and standards.
- Overall responsibility for the scheduling and monitoring the quality of the work procedure.
- Provides support to or directly overseas fabrications, fit test, and / or system integration testing of installation aids and construction /equipment.
- Effectively manage interfaces between internal and external parties to ensure full alignment and a detailed and complete understanding of all projects needs and requirements.
- Support Permitting team in development of necessary environmental and permitting documentations.
- Participate in activities pertinent to project risk analysis, evaluation, remediation, and integration of data.
- Ensuring the project s compliance with the applicable codes, practices, policies, performance standards, and specifications.
TRAVEL REQUIRED: Less than 20%
WORK AUTHORIZATION:

Requirements
- Bachelor s Degree in Civil, Ocean Engineering, or Mechanical Engineering.
- Minimum 10 years of experience in design, project engineering, and construction in marine or offshore industries.
- Preferably, has residency and working track record in the Middle East.
- Must have exceptional verbal and written communication skills as well as computer proficiency including MS Office Suite, and use of scheduling programs such as MS Project or Primavera.

- Risk Assessment: Perform risk assessments for various infrastructure activities, develop and implement safety measures to mitigate risks, and ensure all activities are carried out safely.
- Safety Training & Awareness: Provide safety training and induction programs to all site personnel, including subcontractors, to ensure they understand safety protocols, emergency procedures, and hazard identification.
- Incident Reporting & Investigation: Investigate any accidents, injuries, or safety-related incidents that occur on-site, document findings, and implement corrective actions to prevent future occurrences.
- Emergency Procedures: Develop and enforce emergency response plans, including first aid, evacuation procedures, and firefighting protocols. Ensure all employees are familiar with emergency procedures.
- Compliance with Regulations: Ensure the project complies with all relevant local, state, and federal health, safety, and environmental regulations, including Occupational Health and Safety (OHS) guidelines.
- PPE Compliance: Ensure that personal protective equipment (PPE) is being used correctly and maintained at all times.
- Reporting: Maintain records of safety inspections, training, incidents, and reports, and provide regular updates to senior management and relevant stakeholders.
- Safety Meetings: Organize and conduct regular safety meetings and toolbox talks to communicate safety issues and reinforce a safety-first approach on-site.
- Monitor Subcontractor Safety: Ensure that subcontractors and third-party vendors follow the safety protocols set by the company and regulatory authorities.
Qualifications & Skills:
- Education: A degree or diploma in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
- Experience: Minimum of 2 years of experience in a safety officer role, specifically within the infrastructure or construction industry.
- Certification: NEBOSH, IOSH, or OSHA certification in Health and Safety is required. Additional certifications in safety management or environmental health are an advantage.
- Knowledge: Strong understanding of health, safety, and environmental regulations and practices in the construction industry.
- Communication Skills: Excellent written and verbal communication skills to deliver clear instructions and safety information to workers, management, and regulatory bodies.
- Attention to Detail: Ability to identify potential hazards and safety risks and take the necessary actions to mitigate them.
- Problem-Solving: Ability to assess complex situations, investigate incidents, and develop practical solutions to improve safety on-site.
- Leadership Skills: Strong leadership skills to effectively influence workers, subcontractors, and teams to adopt a safety-first approach.
- Organizational Skills: Strong organizational skills to manage safety documentation, reporting, and compliance records.
Preferred Qualifications:
- Certifications: Additional certifications or training in emergency response, fire safety, first aid, and hazardous materials handling is an advantage.
- Industry Experience: Experience working on large-scale infrastructure projects, such as roads, bridges, utilities, or other civil engineering projects.
- Languages: Fluency in English and Hindi/Urdu is an advantage.
Working Conditions:
On-site work at infrastructure project locations with occasional extended hours depending on project timelines. Occasional travel between different project sites may be required.

**Electrical Engineer (Roads & Infrastructure Projects)**
**Dubai, UAE**
Parsons is looking for an amazingly talented **Electrical Engineer** (with Road & Utilities work experience) to join our team! In this role you will perform conventional and moderately complex Electrical engineering assignments, applying engineering techniques and analyses within a discipline.
**What You'll Be Doing:**
+ Independently develops and/or supervises the creation of Electrical engineering products that meet customer quality requirements. This includes defining the problem, establishing the work scope, preparing the budget and schedule, planning the work, providing technical direction, and reporting the work status.
+ Typical products may include detailed calculations, drawings, procurement documents, design and installation packages, proposal evaluations, technical reports, and detailed analyses.
+ Provides support for other engineering activities as required. May supervise one or more subordinates and provide input regarding performance.
+ May be assigned to a project or organizational team, or as a lead engineer for a specific discipline on a small to intermediate-size project.
+ Provides input and technical guidance to CAD Designer/Drafters, Designers, and lower-level Engineers working on the same project.
+ Experience and familiarity with Dubai Local Authorities' (RTA) procedural requirements, review requirements, and approval requirements.
+ Review the drawing & design before RTA approval submittal. Follow up with Contractor as well as RTA for getting approval to maintain all files and records on designated forms/format. Ensure that the contractor is not relieved of his responsibility without client authorization.
+ Coordinate with RTA contractor for execution of LV/HV work.
+ Performs other responsibilities associated with this position as may be appropriate.
**What Required Skills You'll Bring:**
+ **Bachelor's degree** in **Electrical Engineering** .
+ **Minimum 10 years** of **work experience managing roads, infrastructure including utilities works, traffic signal engineering** within UAE, **preferably Dubai.** .
+ Must have the ability to develop strong working relationships with third party client, consultants, contractors, and local authorities.
+ **Experience in dealing with government authorities such as RTA, DEWA, DM etc.**
+ Thorough knowledge of RTA regulations and standards.
+ Proven ability to perform in a management capacity, excellent written and oral communications.
+ Working knowledge of CAD and other PC software packages typically associated with engineering.
