**Planning Engineer (Infrastructure)**

Parsons is looking for an amazingly talented **Planning Engineer** to join our team! In this role, you will develop and maintain detailed project schedules for the cycle track project.
**What You'll Be Doing:**
+ Review and convey Engineer's consent to the Contractors' Baseline schedule of works in line with Contract conditions, and using Parsons Recommended Practices
+ Validation of compatibility of project resources for timely completion of the project
+ Develop a Master Schedule integrating multiple packages considering their interdependencies to identify and reflect the impact of one schedule/project on others.
+ Evaluate & verify the planning and scheduling information from the updated / progress schedules. Identify the potential areas of delay/slippage, highlight the critical events & suggest mitigation measures / corrective actions
+ Exercise "What if" analysis to assess the time impact of each change, variation, and potential event at an early stage and provide alternative courses of action & advice before issuing instructions to contractors
+ Prepare regular progress reports / monthly reports with program analysis and recommendations, addressing program issues to ensure timely project completion, and preparing presentations regarding the work's progress concerning interim and major milestones.
+ Detailed assessment of the claims including Extension of Time, Disruption, etc using leading delay analysis methodologies including time impact analysis & window analysis with the strong skill to demonstrate the contractor's concurrent delay.
+ Discuss, coordinate, and resolve the planning and scheduling problems with the contractor and the Employer.
+ Coordination with the Client to finalize the contractor's programs, reports, and claims.
+ Attending various meetings including kick-off, technical, service coordination, progress review, etc, providing valuable inputs, and preparing concise & precise minutes of meetings.
+ Preparation of Trackers / Logs to monitor critical issues during the Design and Construction stages of the Project.
+ Agree on the progress measurement system (PMS) and key indicators with the consultants/contractors during the project for monitoring purposes.
+ Ability to communicate clearly to conduct presentations to management and interface effectively with a diverse group of professionals. Provide the reasoned & analytic response to the contractor notices and detailed particulars using programming data, sound construction practices, and contractual provisions.
+ Proper record keeping of project contemporary records
+ Issue delay notices for the contractor's culpable delay and/or slow performance letters recording areas where the contractor's performance is behind the schedule
**What Required Skills You'll Bring:**
+ Bachelor's degree in civil engineering or construction management from a recognized institution.
+ Minimum 8 years of experience in planning, scheduling and claims on relevant infrastructure projects (Roads, Utilities, and landscape)
+ Successful applicants will have experience in working on infrastructure and utilities projects coupled with an excellent overall understanding of the construction industry, along with interface and coordination requirements in the industry.
+ Proficiency in scheduling software, particularly Primavera P6

**Job Description**
The Senior Planning Engineer will be responsible for the preparation, coordination, and monitoring of project schedules, ensuring effective planning, progress measurement, and forecasting throughout all stages of the construction supervision works. + Evaluate and verify the Contractor's Extension of Time (EOT) claims, delay analyses, and revised programmes in accordance with contract procedures.
+ Develop progress measurement systems and performance indicators to support project control and reporting.
+ Conduct trend analyses and "what-if" scenarios to assess the impact of changes and recommend mitigation plans.
+ Support the preparation of cash flow forecasts, resource histograms, and manpower projections.

**Qualifications**
+ Bachelor's Degree in Civil Engineering, Construction Management, or related discipline.
+ Certification in Primavera P6 is mandatory.
+ Professional accreditation or membership in a recognized engineering or project management institution (e.g., PMI, AACEI) is an advantage.
+ Strong knowledge of Dubai Authority procedures (RTA, DM, DEWA) preferred.
Experience Requirements
+ Minimum 10 years of post-graduate experience in project planning, scheduling, and progress monitoring for infrastructure and utilities projects.
+ Proven experience in developing and managing complex project schedules for stormwater, microtunneling, sewerage, and roadworks projects.
+ Strong understanding of EOT evaluation, critical path analysis (CPA), and resource-loaded schedules.
+ Hands-on experience in Primavera P6, MS Excel, and other project control tools.
+ Prior UAE experience is essential, with preference for candidates familiar with RTA and Dubai Municipality projects.
+ Strong analytical, communication, and reporting skills with the ability to present technical data clearly to management and clients.

**Job Description**
We are seeking a detail-oriented and analytical Engineer - Planning to join our dynamic team in Abu Dhabi, United Arab Emirates. In this role, you will play a crucial part in ensuring the successful planning and execution of construction projects, working collaboratively with project managers and team members to deliver high-quality results.
+ Develop and maintain project schedules using advanced planning software such as Primavera
+ Review and analyze procurement and construction programs for contractors and subcontractors
+ Prepare comprehensive progress reports, graphs, and critical path analyses for weekly and monthly reporting
+ Monitor actual progress against construction programs and report deviations to senior management
+ Assist in identifying project risks and opportunities, and develop mitigation strategies to maintain project timelines
+ Collaborate closely with site supervision teams to gather real-time progress updates
+ Conduct independent site visits to evaluate contractor progress against established programs
+ Support the evaluation of potential additional works and variation proposals
+ Maintain detailed records of program monitoring to support claim evaluations and dispute resolutions
+ Assist in workshops and meetings to facilitate effective communication among project stakeholders
**Qualifications**
+ Bachelor's Degree in Civil Engineering or Construction Management
+ 5+ years of experience in roads construction or related works
+ Proficiency in Primavera or similar project management software
+ Strong understanding of construction methodologies and best practices
+ Excellent analytical and problem-solving skills
+ Detail-oriented with a keen eye for accuracy in scheduling and reporting
+ Outstanding communication skills, both written and verbal
+ Ability to work collaboratively in a team environment
+ Experience in the Middle East construction industry preferred
+ Knowledge of UAE construction regulations and standards is a plus
