Essential Duties and Responsibilities
  • Managing large multi-disciplinary marine construction projects within the scope/budget/schedule expectations and ensuring quality standards on project deliverables;
  • Overseeing and managing the entire site supervision team;
  • Managing the overall delivery of projects including, project planning and controls, financial management, change management, risk management, and contractor management;
  • Overseeing waterfront structure and marine infrastructure construction projects;
  • Overseeing project construction in a variety of areas such as harbors, marinas, vessel mooring and berthing structures, bulkheads and seawalls, breakwaters and shore protection structures, beaches, shoreline stabilization and sediment management; and
  • Effectively stewarding and building client relationships to repeat business.
Education and Licensure
  • Bachelor's degree in civil, coastal, structural or geotechnical engineering. (required)
  • Advanced degree in civil, coastal, structural or geotechnical engineering. (preferred)
  • Professional Engineer license. (required)
Skills, Experience and Qualifications
  • At least 8 years of related experience overseeing coastal, marine, geotechnical, and structural engineering projects; or equivalent combination of education and experience. (required)
  • Experience in managing permitting, planning, compliance and oversight of coastal projects. (required)

  • Experience leading design delivery and coordinating with multidisciplinary teams.
  • Familiarity with dredging, reclamation, ground improvement, and coastal hydraulics is advantageous.

We are seeking a detail-oriented and analytical Assistant Resident Engineer specializing in Marine Supervision to join our team in Dubai, United Arab Emirates. **Job Description:**
Parsons is looking for an amazingly talented **Resident Engineer - Marine Works** to join our team! In this role you will get to plan, schedule, supervise, and exercise administrative authority over all field of engineering work in the project.
**What You'll Be Doing**
+ Directs the overall planning of construction activities to identify critical milestones and priorities.
+ Determines budget estimates and staffing requirements for the defined scope and schedule. Ensures that the services of subcontractors and major construction equipment required by the project will be available at the appropriate time to ensure maximum efficiency and productivity.
+ Establishes assignments for Construction Superintendents for various work areas of construction operations, monitoring progress and recommending corrective action as necessary.
+ Conducts performance evaluations and recommends promotions and salary actions.
+ Manages the assignment of manpower, materials, and equipment to maximize efficiency, maintain schedules, and to meet budget goals. Keeps alert to possible problem areas and takes preventative action to ensure that critical milestones are met for each phase of the project.
+ Ensures the use of sound construction practices to attain required quality control at the maximum efficiency and minimum cost.
+ Prepares periodic reports summarizing progress of construction activities for higher-level management and clients.
+ Ensures effective implementation of all Company and client policies and procedures, including labor relations policies.
+ Serves as the primary contact with client representatives, subcontractors, and government representatives for construction-related activities. Maintains strong client and community relations.
+ Performs other responsibilities associated with this position as may be appropriate.
**What Required Skills You'll Bring**
+ Bachelor's Degree in Civil Engineering
+ Minimum 15+ years of experience in marine construction is required.
+ Experience in marine dredging, reclamation works, construction of marine edge protections and similar works.
+ UAE projects experience referred.
+ Chartered Engineer or Professional Engineer (PE) registration or other similar professional organizations preferred.
+ Emphasis on Quality Assurance Specifications and Statistical Quality Control.
+ Have a sound knowledge about contractual relationships.
**What Desired Skills You'll Bring:**
+ Requires a comprehensive knowledge of engineering and construction related processes, as well as industry practices.
+ Requires excellent written and oral communication skills, a familiarity with CAD and other PC software packages typically associated with engineering and construction, and the proven ability for performing in a supervisory capacity on a project
