We deliver independent, data-driven insights to clients around the world. This individual will be responsible for driving the growth of the territory by generating sales leads, securing initial meetings, and supporting the entire sales cycle. This role is suited to a candidate with experience in a sales-based environment, who is highly comfortable speaking with clients over the phone, setting meetings, and engaging stakeholders with a consultative approach. A successful candidate will excel at uncovering qualified opportunities using lead sourcing tools, industry research, and professional networking. You will become adept at navigating complex organizational structures to identify key decision-makers and qualified buyers. This position is an integral part of our growth strategy for the region and offers a clear path for advancement into a more senior sales role within the company.
Key Responsibilities
- Lead Generation & Prospecting:
- Undertake thorough market analysis to identify key companies in the territory and key individuals within companies, developing strategic approaches to network and establish relationships.
- Maintain a knowledge of global economic and business trends to facilitate conversations with prospects.
- Utilise modern sales technologies, including AI-powered platforms, cold calling, email, LinkedIn and other outbound activities to identify high-value prospects and personalize outreach at scale to generate new sales opportunities.
- Create and manage multi-touch point campaigns to generate inbound leads.
- Sales Process & Prospect Engagement:
- Make outbound calls and initiate contact with senior professionals to introduce Oxford Economics' solutions.
- Qualify and manage inbound leads and demonstrate exemplary SalesForce hygiene.
- Coordinate internally with marketing, research, and operations teams to support outreach and campaign execution.
- Organise and secure initial meetings (virtual and in-person) for the senior sales team and for your own pipeline
- Develop a strong knowledge of our subscription solutions, their value for each sector and become proficient in providing demonstrations of these services.
- With support from senior team members, use a consultative approach to develop tailored value propositions and proposals for interested prospects.
- Negotiate contracts and close business deals to achieve revenue targets.
- Sales Operations & Reporting:
- Maintain and update the company CRM (SalesForce) with all lead, prospect, and activity (calls + meetings) details to ensure data integrity.
- Prepare and present weekly, monthly and quarterly sales activity reports to manager.
- A Bachelor’s degree (economics, business, finance, or a related field desirable).
- At least 2 years’ experience in a sales or business development capacity, ideally selling subscription services within the research, consulting, or information services industry.
- A genuine interest in economics and current affairs.
- A proactive and energetic approach to prospect outreach, including cold calls.
- Confident speaking on the phone and engaging with senior professionals.
- Highly organized with the ability to manage multiple projects simultaneously.
- Exceptional oral and written communication skills.
- Must be a collaborative team player who is adaptable, self-motivated and eager to learn.
- Proficiency with Microsoft Outlook, Word, Excel, and PowerPoint.
- Experience with SalesForce or other CRM systems.
- Fluent in English.
- Proficiency in Arabic (desirable but not essential).

Strategy & Marketing
- Develop Sales Strategies: Contribute to formulating and implementing the business development and sales strategy for the Maritime Sector and the wider company in the Middle East.
- Manage Relationships: Serve as the account manager for designated accounts within the region, collaborating closely with our international business development teams.
- Generate New Work: Explore new markets, partnerships, and clients to expand our business.

Proposals
- Identifying leads and opportunities in the Maritime Sector, as well as other Sectors.
- Manage preparation of Prequalification Questionnaires, Expressions of Interest, Vendor/Supplier Questionnaires.
- Carry out detailed reviews of Request for Proposal (RfP) documents, identify critical requirements (e.g., key dates, expertise needed, compliance issues, bid programme, and client queries etc.).
- Support in preliminary analysis of leads and RfP (Go /No-Go) based on business priorities, assist in preparing documents for internal approval process.
- Assist in preparation, co-ordination, and submission of proposals; assist in integrating methodology text provided by experts / subconsultants, company profiles, project references, staff descriptions, etc.
- Assist in preparing presentation for clients.
- Work under the constraints of time to ensure timely submission of bids (via hard copy, digital, portal, etc.).
- Contribute to the development of best practice bidding skills.
- Maintain the pipeline list of leads and proposals, follow up with clients.
- Drive the process of evaluating our proposals (Win/Lost) with the Director of Advisory Group – what we do right and where can we improve.
- Assist in leading ‘lessons learnt’ reviews and capturing feedback for continuous improvement of the proposal process.
Internal Operations / Business Processes
- Support the continuous improvement of tools and resources for the Maritime and wider company business development and proposal activities (e.g., bid library, standard texts, project & client references, pictures, etc.)
- Contribute to the overall development of the Maritime and wider company bidding capability by sharing best-practice bidding knowledge.
- Support the Global Maritime Business Development Team with pipeline management including the use of CRM, ERP tool (ABW), Tableau, and other data tools.
You will be part of the Water & Maritime Middle East advisory group which is part of the Water and Maritime business line. The Water & Maritime Middle East advisory group is the hub to cover the entire Middle East region. It is your task to coordinate and manage business development and projects with the staff within the Dubai office, staff from the headquarters in Europe plus our global and local partners in various countries in the region.
What you bringWe are looking for a colleague who has the following:
Experience
- Prior experience in Water & Maritime consultancy services.
- Prior experience in business development and marketing, including commercial/sales experience.
- Proven experience in working with international teams.
- Preferably experience working within the Middle East region.
Qualifications:
- Degree in Civil Engineering, Business, Economics, Project Management, or other relevant degree.
- Excellent communication skills (reading, writing, speaking) in English. Arabic and/or French also an advantage.
- Willing to travel frequently within Middle East region
