The Role
• Oversee and ensure implementation of environmental management plans (EMP) and monitoring programs in line with local laws, Etihad Rail standards, and international best practices. • Conduct environmental impact assessments (EIA) and ensure mitigation measures are applied effectively and documented in accordance with IFC Performance Standards and ESIA protocols. • Liaise with regulatory authorities (e.g., MOCCAE, EAD) for environmental approvals, permits, audits, and sustainability disclosures. • Perform site inspections, audits, and risk assessments related to environmental compliance, including aspects of energy efficiency, biodiversity, and climate-related risk. • Monitor air, water, soil, and noise pollution levels at project sites and recommend corrective actions aligned with national limits and global sustainability goals (e.g., UN SDGs 6, 11, 13, 15). • Support carbon footprint assessments and promote low-carbon design, procurement, and construction methodologies in coordination with engineering and construction teams. • Integrate sustainability indicators such as waste minimization, resource conservation, and circular economy principles into project execution. • Contribute to sustainability reporting, including alignment with GRI Standards and tracking of Scope 1, 2, and relevant Scope 3 emissions. • Prepare detailed environmental and sustainability reports and documentation for internal and external stakeholders, including ESG alignment where applicable. • Lead or support environmental awareness and sustainability training for project staff to promote a culture of continuous improvement and responsible development. • Stay up to date with global and regional trends in sustainable infrastructure and incorporate innovative solutions into project execution.

Requirements
Bachelor’s degree in: • Environmental engineering or environmental science with focus or minor in sustainable development • Sustainability and Environmental Management • Civil Engineering with a focus on Environmental or Sustainable Infrastructure • Environmental Policy or Environmental Planning • Master’s degree or postgraduate certification in Sustainability or Climate Policy will be an additional advantage. • Minimum 5–8 years of experience in environmental engineering, with at least 2 years specifically on the Etihad Rail project or similar large-scale infrastructure projects in the UAE. • Strong knowledge of UAE environmental regulations, permitting processes, and regulatory agencies. • Experience working with international standards such as IFC, ISO 14001, GRI, and ESIA frameworks. • Familiarity with UN Sustainable Development Goals (SDGs), carbon accounting methodologies (e.g., GHG Protocol), and climate adaptation/resilience strategies in infrastructure. • Excellent reporting, communication, and coordination skills. • Experience with environmental data management systems and sustainability performance tracking tools is an advantage. • Must be currently based in the UAE. • Valid UAE Driving License is mandatory. • Strong English communication skills (Arabic is a plus).

Purpose of the position

  • Responsible for the establishment of a consistent weight control/management system and the routines needed to support and maintain such a system.
  • Able to interface and interact with all project disciplines to ensure a correct estimation of the weights of bulks & equipment.
  • Responsible for collecting, managing and monitoring weight related information from all disciplines, creating, maintaining and updating the weight database during all project phases.
  • Establish the Weight and Load budget according to project requirements.
  • Ensure that weight procedures and specifications are adhered to during the design and construction phases.
  • Coordinate with engineers and project teams to resolve weight-related challenges.
  • Work closely with design and engineering teams to optimize weight control systems.
  • Liaise with project management to ensure timely and cost-effective project delivery and manage client relationships.
Qualifications / Skill Set:
  • Degree in Civil/Structural Engineering or related field
  • Extensive years of experience in Weight Management or related field and experience in project leadership.
  • Background in weight management of Fixed/Floating Offshore structures.

Emarat Aloula Contracting is a multidiscipline general contractor that also provides extensive facilities management services, working with a wide range of sectors from petrochemical to water. The services delivered by the business include infrastructure projects development, fabrication services, EPC, scaffolding services, engineering, and construction.

The expansive Emarat Aloula facilities cover an area of 280,000m2, with six covered fabrication bays, a painting area, and ample storage space for both raw materials and finished products. Overview

Specialism Quality Control / Inspection / HSE

The Quality Control Engineer – Instrumentation & Control (I&C) is responsible for overseeing the inspection and testing of instrumentation and control systems to ensure they comply with project specifications, codes, and safety standards. This role involves conducting functional tests, reviewing documentation, and identifying any defects or deviations during installation and commissioning phases. The engineer collaborates with project teams to implement corrective measures and ensure system reliability. In addition to field inspections, the Quality Control Engineer supports quality assurance activities, participates in audits, and maintains accurate records of quality performance. Strong technical knowledge of I&C systems, attention to detail, and effective communication skills are critical to ensuring the delivery of fully functional and compliant control systems.

Responsibilities
  • Oversee inspection and testing of instrumentation and control systems to ensure compliance with project specifications, codes, and safety standards.
  • Perform functional tests, review documentation, and identify defects or deviations during installation and commissioning.
  • Collaborate with project teams to implement corrective measures and ensure system reliability.
  • Support quality assurance activities, participate in audits, and maintain accurate records of quality performance.
Qualifications
  • Bachelor’s degree in Electrical, Instrumentation, Control, or related engineering discipline
  • 5+ years of experience in instrumentation and control quality control, preferably in oil & gas, power generation, or industrial projects
  • In-depth knowledge of I&C systems, instrumentation calibration, loop checks, and functional testing
  • Familiarity with relevant standards and codes (ISA, IEC, API)
  • Ability to interpret I&C drawings, P&IDs, and technical specifications
  • Strong problem-solving skills and attention to detail
  • Effective communication and teamwork abilities
  • Experience in commissioning and system handover processes is a plus
