We are hiring a skilled Project Engineering Manager – Civil & Structural on behalf of our client, a global leader in engineering, procurement, and construction (EPC), delivering world-class infrastructure and industrial projects.
The role is located in UAE, involves managing and executing civil and structural engineering activities for GIS (Gas Insulated Substation) / AIS (Air Insulated Substation) projects, control room buildings, transformer and outdoor equipment foundations, guard houses, staff quarters, grading, roads, drainage, outdoor steel structures, and other miscellaneous substation works. The PEM (Project Engineering Manager) will lead a team of Design Leads, Design Engineers, and Draughtspersons, coordinating with interdisciplinary teams including Electrical and MEP (Mechanical, Electrical, and Plumbing) departments, to ensure timely delivery of high-quality engineering outputs within budget.
ObjectiveThe ideal candidate will:
- Lead the design and detailing of Civil & Structural works for PTD IC (Power Transmission Distribution Industrial & Commercial) and Substation projects (11kV to 765kV) and ancillary civil works for UPD (Utility Power Distribution) projects.
- Manage engineering activities across multiple projects or project sets.
- Ensure high-quality engineering outputs and timely delivery while maintaining budget and adherence to codes and standards.
- Prepare, implement, and monitor the Engineering Plan aligned with the project schedule.
- Facilitate engineering solutions or inputs for bidding purposes.
- Lead a team of Design Leads, Design Engineers, and Draughtspersons.
- Review and optimize designs before client submission; review external consultant designs where applicable.
- Ensure quantity, cost control, and optimization of civil and structural quantities.
- Coordinate with project execution teams to ensure smooth work execution across multiple locations.
- Interact with project teams, resolve technical issues, and handle resource allocation and schedule changes.
- Participate in seminars, paper presentations, and provide innovative design solutions for structural and foundation challenges.

- Review BOQs (Bill of Quantities) and material requirements against past projects.
- Prepare DBR (Design Basis Report) scope of work for Project Engineering.

- Conduct risk analysis and issue manufacturing clearance in consultation with the Head of Engineering.
- Conduct formal monthly reviews with project heads to track critical issues and project progress.
- Multitask efficiently and deliver multiple engineering outputs on time.
- Minimum Qualification: B.Tech. in Civil / M.Tech. in Structural Engineering / Geotechnical Engineering / Environmental Engineering
- Experience: 17+ years (Preferable experience with exposure in civil & structural aspects of Substation / Power Distribution Projects – Power Transmission, Oil & Gas, Fertilizers, Construction). Desirable 3–4 years in a Lead role.
- Execute civil & structural engineering for GIS (Gas Insulated Substations), control room buildings, transformer foundations, outdoor equipment foundations, guard houses, staff quarters, grading, roads, drainage, outdoor steel structures, and miscellaneous substation works.
- Review vendor engineering documents with respect to Civil & Structural design.

- 8–10 years piping design experience in Oil & Gas EPC projects, preferably including oil tank farms, pipeline systems, and refinery modifications.
- Strong working knowledge of ASME piping codes, API standards, and ADNOC AGES specifications.
- Proficiency in AutoCAD, CAESAR II, and 3D modelling tools such as PDMS, E3D, or AutoCAD Plant 3D.
- Experience in both basic and detailed engineering design phases.
- Good understanding of HSE design considerations and constructability requirements.
- Strong communication, coordination, and problem-solving skills in a multidisciplinary project environment.
