This is a position focused on power systems analysis. The skill shall be applied to a large span of issues such as renewables integration, grid code compliance verification, international interconnections or network expansion planning. As a specialist you must have knowledge not only on the subject of power systems and their analysis, but also on software tools that allow realizing all types of static and dynamic analysis.
You will be responsible for managing and supporting local and international projects on the mentioned subjects. As you gain experience, you will also be supporting the acquisition of new projects in an area comprising Latin America, the Mediterranean, Africa and the Middle East.
You will work for a large spectrum of clients such as power utilities, equipment manufacturers, renewable energy developers and even the investment community, as power networks have more relevance than ever given the current paradigm of the energy transition.
Your main tasks will be the following:
- Deliver consultancy services requiring network analysis and power systems simulation in a variety of topics from load flows to transient and dynamic stability analysis.
- Develop processes and algorithms to automate power system simulations and run large amounts of cases/scenarios automatically.
- Manage projects to successful closure, on quality, time and budget.
- Actively participate in report development and project handover to our customers.

- Background in electrical engineering (at least Msc. Degree with power systems specialization).
- 5+ years of working experience and project management skills.
- Experience in electrical network simulation software, notably Digsilent Power Factory and PSS/E. Experience with PSCAD/EMTDC is highly valued and, to a lesser extent, with the EMTP type programs (EMTP-RV, ATP)
- Skills in algorithm development and programming in Python, Matlab and any other programming languages.
- Good communications skills, both oral and written. Excellent English and Portugese speaking and writing skills are required. Further language skills are welcome, with focus on Spanish and French.
- Analytical thinking, problem solving skills.
- Good team spirit is essential, conjugated with the capacity to find and propose solutions in an autonomous way.

Today, Liberal is a global organization headquartered in the U.S., providing design/build (D/B) and design/bid/build (D/B/B) services for U.S. Government and private-sector customers.
We are currently seeking a Power Electrical Engineer to support our projects site in Djibouti . The successful candidate will provide technical assistance and day-to-day support to the lead electrical engineering team throughout all project phases—from design and planning to construction, commissioning, and operational support.
This role will assist in ensuring all electrical designs and installations meet technical specifications, Design, codes, safety standards, and regulatory requirements. The Power Electrical Engineer provides technical support to project teams, coordinates with other engineering disciplines, and assists in solving complex engineering challenges to ensure successful project delivery.
Essential Duties and Responsibilities:
- Support the project manager to review electrical design plans, technical specifications, and construction documents to ensure compliance with applicable codes, standards, and project requirements.
- Support the execution of project-specific electrical engineering work plans and updates them as needed to accommodate design changes or site conditions.
- Provide daily support in electrical site installations, ensuring the complete delivery of all electrical scope of works in compliance with project specifications, design documents, and safety regulations.
- Provide support in all electrical site works, ensuring timely completion of the full electrical scope in compliance with project requirements.
- Assist in load calculations, short circuit analysis, voltage drop analysis, and other required engineering studies in coordination with the DOR.
- Effectively apply the company’s processes and procedures and enforces the project contract and standards.
- Help prepare and review electrical shop drawings, ensuring conformance with design intent and project specifications.
- Provide technical support during the procurement process, including reviewing and approving material specifications.
- Assist in risk assessments for electrical systems and recommends design or construction solutions to mitigate identified risks.
- Assist in site inspections to verify installation aligns with approved drawings and quality standards.
- Effectively and timely communicates project information to superiors.
- Help resolve and/or escalate issues in a constructive way and timely fashion.
- Support commissioning and testing of electrical systems, ensuring proper functionality and adherence to design criteria.
- Foster a collaborative and professional working relationship with team members and client representatives.
Knowledge, Experience, and Special Skills Required:
- Bachelor's degree in electrical engineering from an accredited institution
- Minimum 3-5 relevant years of experience in electrical power system design, installation, and commissioning in construction or industrial settings
- Working knowledge of MV/LV systems, electrical protection, grounding, and generator systems
- Experience in the aspects of design/build contract execution
- Excellent technical documentation, communication, and coordination skills
- Proactive problem-solver with the ability to work in dynamic and remote project environments
