**Job Summary**
The Resident Engineer will lead AECOM's construction supervision projects and act as the client's main point of contact advising on all engineering matters.
**Job Duties**
+ Leads the delivery (time, cost, quality) of assigned package.
+ Supervise and manage the contractors to ensure the works are constructed as per specification and to established milestone dates.
+ Manage and direct the supervision team to undertake day to day inspections of the works.
+ Maintain a very high level of Safety awareness and ensure the contractor complies with his obligations.
+ Resolves site issues on site.

+ Minimum of 20 years' post-graduate experience in the design and site supervision of projects, with a broad general engineering background.
+ UAE experience is essential, particularly within Dubai, including proven expertise in existing sewerage treatment works in the Emirate of Dubai, as well as the design and construction of sewage treatment plants within the region.

**What You'll Be Doing:**
+ Plans, organizes, and ensures adequate staffing, execution, and monitoring of all field engineering activities and related support operations.

**Job Description**
* Review Inspectors' Daily Reports to ensure accuracy, completeness, and compliance with project standards.
* Prepare the Engineer's Daily Diary summarizing daily activities, key progress, and observations.
* Provide general oversight of Inspectors' daily activities, including task assignments, on-site performance, and technical guidance.
* Review Contractor's inspection, surveying, and testing requests and evaluate subsequent reports for conformance with specifications.
* Review and approve Contractor's shop drawings, materials, and methods as delegated by the Resident Engineer.
* Monitor and verify the performance of the Contractor's survey team and ensure accuracy of setting-out works.
* Prepare meeting minutes and technical correspondence as delegated by the Resident Engineer.
* Coordinate with the Contractor's supervisory staff regarding work sequence, methodology, and schedule compliance.
* Monitor construction progress and ensure adherence to the Contractor's approved baseline program.
* Conduct continuous field inspections of the work in progress and provide consultation to both the Resident Engineer and Contractor's teams.
* Prepare written and verbal reports for the Resident Engineer on technical, contractual, and procedural matters.
* Review and verify as-built drawings in coordination with inspectors and surveyors.
* Ensure all site activities are executed in accordance with approved drawings, project specifications, and HSE standards.

* Ensure timely submission and approval of all authority NOCs required for construction, testing, and final handover.
* Coordinate with utility service providers to facilitate connection works, diversions, and protection of existing services.

* Maintain records of authority communications, approvals, and correspondence for project documentation and handover.
**Qualifications**
+ Bachelor's Degree in **Civil Engineering** or a related discipline from a recognized university.
+ Minimum **10 years of extensive experience in Sewage Treatment Plant (STP) projects** , covering construction supervision, installation, testing, and commissioning of treatment facilities and associated infrastructure.
+ Proven, hands-on involvement in **end-to-end delivery of STP works** , including civil, mechanical, and process-related components, with a strong understanding of treatment systems and operational requirements.
+ **UAE project experience is highly preferred** , with in-depth knowledge of local authority regulations, approval processes, and standards related specifically to STP and infrastructure projects.
+ Strong expertise in **construction supervision practices** , including review of shop drawings, material submittals, inspection/testing procedures, and as-built documentation within STP environments.

+ Monitor and report variances against budget and control labour costs and other expenses.

**Job Description**
AECOM is seeking an experienced Senior Resident Engineerfor a large roads project. The Resident Engineer will be responsible for the activities and efficiency of his staff for the satisfactory prosecution of the work under his supervision. He has the responsibility to build and maintain an organization that can effectively provide the necessary staking, testing and inspection to ensure the project is constructed according to the plans and specifications. He/she will familiarize rapidly with the plans, specifications and amendments to effectively administer the work.

* Supervise and manage contractors to ensure works are executed in full compliance with approved IFC drawings, project specifications, RTA standards, and milestone targets.
* Manage and direct the supervision team to undertake daily inspections in accordance with RTA inspection and hold-point requirements, ensuring quality and safety standards are consistently met.
* Maintain a high level of HSE awareness, ensuring contractor compliance with RTA, Dubai Municipality, and project-specific HSE requirements, including approved Traffic Management Plans (TMPs).
* Resolve technical, interface, and site-related issues promptly, including coordination with live traffic, utility diversions, and authority constraints, to avoid delays.
* Represent AECOM in RTA, Client, and authority coordination meetings, presenting progress reports, technical matters, and mitigation strategies.
* Review, assess, and provide recommendations on RTA-submitted construction programs, method statements, shop drawings, material submittals, and cost estimates.
* Manage and support scope changes, variations, and claims in coordination with the Client, RTA, and key stakeholders, ensuring contractual and technical compliance.
* Develop, review, and implement project management documentation including the Project Execution Plan (PEP), RTA-approved HSE Plan, Traffic Management Plan (TMP), and Quality Control Plan (QCP).
* Define and monitor program milestones and interface requirements for all infrastructure works, ensuring alignment with RTA approvals and authority NOCs.
* Assign responsibilities to key subordinates, conduct performance evaluations, and support their professional development in line with AECOM performance standards.
* Conduct internal weekly coordination meetings to review progress, RTA comments, risks, and corrective action plans.
* Ensure full compliance with RTA standards, manuals, permits, and NOCs, as well as requirements of DEWA, Etisalat, DU, Dubai Municipality, and other authorities.
* Review and verify technical deliverables and ensure timely closure of RTA comments, RFIs, NCRs, WIRs, and shop drawing approvals.
* Provide strong technical and managerial leadership for roadworks, pavements, utilities, drainage systems, structures, and interface works, including works under traffic and within existing infrastructure corridors.
**Qualifications**
+ Bachelor's degree in Civil Engineering or a related field
+ Previous experience with RTA projects is preferred
+ Professional Engineering (PE) license preferred

**Assistant Resident Engineer**
**Abu Dhabi, UAE**
Parsons is looking for an amazingly talented **Assistant Resident Engineer** to join our construction supervision team in Abu Dhabi.
In this role, you will support the delivery of key civil infrastructure works, including pedestrian bridges, roadworks, utilities, parking areas and ramps. The position requires strong site coordination skills, quality oversight, and the ability to contribute effectively to client-facing project delivery.
**What You'll Be Doing:**
+ Support the Resident Engineer with daily field engineering and supervision, including constructability reviews and monitoring work in progress.
+ Review drawings and specifications for revision compliance; coordinate with design disciplines to ensure compliant execution.
+ Provide first-level QA by reviewing contractor submittals, verifying compliance with plans, specifications, standards and resolving technical issues.
+ Ensure required tests and inspections are carried out, witnessed, documented and supervise inspection staff as required.
+ Track project progress and schedule performance, prepare reports and updates for the Resident Engineer.
+ Monitor material procurement and deliveries; maintain supplier data, technical catalogs and project records.
+ Maintain daily logs, discipline turnover records; coordinate with contractors and stakeholders, enforce HSE requirements and hazard controls.
**What Required Skills You'll Bring:**
+ Bachelor's Degree in Civil Engineering with equivalency certificate (as applicable).
+ More than 8 years experience in construction supervision and delivery of roads, utilities and general infrastructure works.
+ ADM/DMT practice license / approval.
+ Familiarity with Abu Dhabi authorities' regulations and approvals process.
+ Experience supervising structural works (e.g., pedestrian/cyclist bridges) is an advantage.
+ Excellent site coordination, communication, and stakeholder management skills.
**What Desired Skills You'll Bring:**
+ PMP certification and proficiency in AutoCAD or similar engineering and design software/tools.
+ Strong understanding on Quality Assurance Specifications and Statistical Quality Control.

In this role, you will oversee and coordinate key phases of the project lifecycle from concept and design through permitting, construction, and handover ensuring safety, quality, budget control, and schedule adherence. + Leading day-to-day coordination and management of construction activities for the Island project, ensuring work is executed safely, on time, and within budget
+ Translating master plans, architectural and engineering designs into detailed construction plans, work breakdown structures, and execution schedules
+ Collaborating with architects, engineers, contractors, suppliers, and regulatory authorities to align requirements, resolve issues, and maintain project momentum

+ Experience with project planning and scheduling tools and progress tracking
+ Solid knowledge of health, safety, and environmental practices on construction sites, with a strong commitment to safe operations

Parsons is looking for an amazingly talented **Resident Engineer - Infrastructure** to join our team! In this role you will get to manage the Construction Supervision of Infrastructure Projects in Abu Dhabi and will oversee daily construction operations, ensuring projects are completed on time, within budget, and meet quality and safety standards, manage resources, coordinate with contractors, and ensure project success from start to finish.
**What You'll Be Doing:**
+ Overseeing the daily operations and progress of construction projects to ensure successful execution.
+ Managing and directing project teams, including Assistant Resident Engineers, Inspectors of Works, and Quantity Surveyors.
+ Ensuring that all construction activities are completed safely, on time, and within budget while adhering to the quality standards.
+ Coordinating and collaborating with contractors and other construction teams to ensure smooth project execution.
+ Reviewing and approving technical submittals, shop drawings, and other documentation.
+ Managing Health & Safety and Environmental Protection standards during the construction.

**What Required Skills You'll Bring:**
+ Bachelor's Degree in Civil Engineering from an accredited university.
+ Minimum of 15 years post-graduate experience, with at least 10 years in a managerial or technical lead role in large-scale infrastructure projects in Abu Dhabi.
+ Demonstrated experience in handling technical and financial proposals, evaluating constructability, technology deployment, and solving technical challenges during construction.
+ Experience in managing Health & Safety and Environmental Protection aspects of deep underground structures and similar large-scale projects.
+ Proven experience in managing Design & Build projects.
+ Ability to coordinate and communicate effectively with other construction projects in the vicinity and consult with statutory bodies for acquiring consents and licenses.
+ Fluent in English, both written and spoken, with excellent technical writing skills and the ability to communicate effectively in both oral and written forms.
+ Strong leadership skills to manage and motivate a team of engineers and technical staff.
+ Proactive problem-solving ability and capacity to manage work across multiple areas on-site.
+ Computer skills are mandatory, with proficiency in relevant software tools for project management and construction tasks.
+ Must be available in UAE to attend physical interviews.

The Resident Engineer will lead the site supervision team and act as the Engineer's representative, ensuring that all infrastructure works are executed in accordance with contract requirements, approved drawings, specifications, quality standards, and project schedules.
+ Manage and supervise all on-site construction activities.
+ Serve as the primary point of contact between the Client, Contractor, and project stakeholders.
+ Monitor progress against approved programmes and report project performance.
+ Review and approve method statements, shop drawings, material submissions, and inspection requests.
+ Ensure compliance with Abu Dhabi regulations, project specifications, and HSE requirements.
+ Lead site meetings and prepare progress reports.
+ Coordinate multidisciplinary supervision teams including civil, utilities, QA/QC, and HSE personnel.
+ Review contractor claims, variations, and technical queries.
+ Ensure project handover documentation and closeout activities are completed.
+ Bachelor's Degree in Civil Engineering.
+ Minimum **15 years' experience** in construction supervision.
+ Minimum **5 years as Resident Engineer** on large-scale infrastructure or mixed-use developments.
+ Strong experience in roads, utilities, wet and dry services, and public realm projects.
+ UAE/GCC experience is mandatory.
+ Excellent stakeholder management and communication skills.
