You are a recognised Subject Matter Expert in Process Safety , with deep technical competence in Process Hazard Analysis (PHA) and extensive experience applying process safety principles in operational environments.
Your experience and expertise include- Extensive practical experience in PHA techniques (HAZOP, HAZID, LOPA) – ideally as a qualified HAZOP Chair or PHA facilitator .
- Proven success implementing PSM systems and risk management in high-hazard industries (Oil & Gas, Chemicals, Petrochemicals, or similar).
- Operational experience in international companies, with exposure across the full asset lifecycle.
- Credibility from having worked in industry (e.g., operations, engineering, or process safety roles) and, ideally, consulting experience.
- Strong understanding of the risk dimensions of PHA and the ability to present technical findings as clear, actionable advice.
- Excellent facilitation and interpersonal skills, able to work with both executives and technical teams.
- Organised, analytical, and outcome-focused, comfortable managing complex projects.
- Bachelor’s degree in Engineering or equivalent (MSc or MBA preferred).
- ~15+ years of experience in process safety, operational risk, or engineering.
- Fluent in English (additional languages a plus).
- Willingness to travel extensively.

Parsons is looking for an amazingly talented Safety Engineer to join our team! In this role you will get to ensure that the safety plans shall be in compliance with corporate policy and prevailing safety requirements for the region.
What You'll Be Doing:
Implement corporate HSE Policy, HSE plan and HSE legislation and other requirements, monitor HSE performance, HSE targets and suggest measures for further improvement.
Make sure that client’s safety requirements are being full filled.
Liaise with safety manager and contractors for the improvement & implementation of corporate HSE management ethics.
Monitor contractors to ensure the implementation of applicable safety measures at site to full fill Legal and client requirements.
Review Site safety Plan, Emergency plan, and other safety related plans submitted by the contractor. Review Method Statement and risk analysis for all activities and monitor the effectiveness of hazard control measures. Carry out HSE inspections and report to resident engineer for immediate rectification.
Review and monitor contractors monthly HSE inspections / reports.
Conducting monthly Safety meetings, setting the target to achieve the outstanding issues, prepare / submit the minutes to all concern to follow-up.
Review emergency preparedness and response, permit to work system, Toolbox Talks, HSE statistics & records of the contractors according to company requirement.
Review incident/accident investigation reports from contractors, reporting & communicating the learning points, and monitor the immediate action and follow-up actions to minimize / prevent from re-occurrence.
What Required Skills You'll Bring:
Bachelor’s degree in occupational safety and health or other construction related Engineering Degree and internationally approved Safety courses.
Minimum 8+ years of Highway, Bridge and Underpass related work experience as Safety Engineer in UAE.
With recognized Health and Safety education, certifications such as NEBOSH IGC, Safety Diploma, First Aid, Fire Safety, etc.
Requires a working knowledge of Federal Laws, Dubai Municipality Code of Construction safety Practice, Technical Guidelines, RTA Circulars and Work Zone Traffic Management Manual.
Able to attend physical interviews in UAE.
What Desired Skills You'll Bring:
Good communication and interpersonal skills.
Audit ISO Qualifications (ISO 45001:2018, ISO 14001:2015 License) or training in UAE.

Role Overview:
We are seeking an experienced Health and Safety Engineer with a strong background in building construction to support our ongoing project on a short-term contract basis. The ideal candidate will be available to start immediately and bring hands-on expertise in construction safety, risk assessments, and regulatory compliance. Immediate availability is essential
Key Responsibilities:
- Oversee and enforce health and safety policies and procedures on-site.
- Conduct site inspections and audits to identify potential risks or non-compliance.
- Ensure compliance with local and international health and safety regulations.
- Develop and deliver toolbox talks and HSE training to site teams.
- Support incident investigations and root cause analysis as needed.
- Maintain accurate records and documentation related to safety performance.
- Liaise with contractors and subcontractors to ensure safety protocols are followed.
Requirements:
- Bachelor's degree in Engineering, Occupational Health & Safety, or a related field.
- Minimum of 8 years' experience in a Health and Safety role, with specific experience in building construction projects .
- Strong understanding of construction safety standards and regulations.
- NEBOSH certification (or equivalent) is preferred.
- Excellent communication, observation, and reporting skills.
- Ability to work independently and respond quickly in a dynamic construction environment .
- Experience working on commercial or large-scale building projects.
- Familiarity with ISO 45001 standards.
- Knowledge of local regulatory frameworks and permitting requirements.
