**Job Description:**
Parsons is looking for an amazingly talented Procurement Lead / Manager to join our team! In this role you will get to **play a key role in the precontract execution of our major projects and programs, in theRegion.**
**What You'll Be Doing:**
+ Provide guidance to the procurement team and office staff to ensure compliance with company policy and procedures.
+ Organize and manage procurement training for new staff, as well as refresher training to existing staff.
+ Provides advice, comments on procurement policies, procedures and compliance, as required.
+ Supervise and manage:
+ Project Teams requests and/or selection of vendors / sub-contractors / consultants
+ Issuance of NDA's and Due Diligence Forms to vendors / sub-contractors / consultants
+ Project Teams preparation of the request for qualification (RFQ) and request for proposal (RFP) including Scope of Works documents per company policy and procedure
+ Tender issuance by Procurement Team
+ Tender queries and responses, by liaising with the Project Teams and Legal as required.
+ Tender evaluation carried out by Project Team, to ensure compliance.
+ Liaising with the compliance / legal teams in regard to requested changes to terms and conditions; negotiating Parsons Terms and Conditions with vendors / sub-contractors / consultants.
+ Maintain and update approved vendor/subcontractor / consultant's database.
+ Initiate and manage Company's vendor/sub-contractor / consultants Evaluation and Quality Improvement Process.
+ Assist EMEA Management in establishing and maintaining departmental policies and procedures.
+ Perform other responsibilities associated with this position as may be appropriate.
+ Provide procurement and subcontracting assistance to other departments and divisions within the Company.
+ Assists various Project Managers with enforcing the terms of their Prime Contract agreements in relationship to procurement and subcontracting by applying procurement principles to provide advice, recommendations and solutions to issues controlled by the agreements.
+ Review Subcontracts, Purchase Orders, and Amendments to ensure compliance with Parsons procurement policies and procedures
+ Reviews Subconsultant certificates of insurance for compliance to purchase orders and agreements.
+ Ensure approvals in accordance with Matrix of Authority for purchase orders, subcontract agreements and waivers.
+ Ensures compliance, application and administration of the One-Parsons Policies, Procedures and Matrix of Authority; the Company's business ethics policy and with the Conflict-of-Interest Policy. Offers training in these policies, as needed, to the personnel assigned.
**What Required Skills You'll Bring:**
+ Bachelor's Degree in Business Administration or Economics (or related field) and typically 12+ years of related work experience is required.
+ Procurement experience with a major engineering and construction firm or industrial supplier, excellent written and oral communication skills, and demonstrated proficiency in utilizing DMCS is preferred, as well as experience of Oracle.

Job Summary
The position plays an integral role in the Center as it entails responsibilities to be performed in order to serve internal/external clients. The Procurement Specialist will ensure that all activities and programs related to procurement are implemented in accordance with ICBA's global strategic business objectives, delivering optimal cost, quality, and service. Job Responsibilities
- Implement the organization’s procurement strategies effectively, consistently, and in accordance with UAE laws and international best practices.
- Establish and rationalize key supplier agreements, identify new opportunities, seek efficiency improvements, and ensure compliance.
- Review purchasing arrangements with suppliers, including price, delivery, performance, and discounts to reduce supply chain costs.

- Oversee daily operations of procurement and inventory functions.
- Coordinate with internal stakeholders to develop purchasing plans, identify needs, and promote early procurement involvement.
- Collaborate with the finance team for forecasting and budgeting during procurement cycles.
- Maintain positive relationships with strategic suppliers to meet cost, quality, and delivery targets.
- Analyze market and delivery trends to develop procurement technologies and processes.
- Assist the Chief Operations & Development in preparing reports, making sound judgments, and presenting to management and the Board.
Qualifications and Experience
- Bachelor’s degree in business administration or related field.
- At least 6 years of relevant experience, preferably in the development sector.
- Working knowledge of ERP, supply chain, and other relevant tools and technology.
- Proficiency in English and Arabic.

This position is for a C-17 Field Operations supply chain specialist to support C-17 operations based in Abu Dhabi in the United Arab Emirates .
This is a very dynamic, operationally focused position supporting the UAE strategic airlift capability. Boeing has supply chain responsibility for C-17 parts and is required to achieve key performance indicators (KPI’s) as outlined in our Performance Based Logistics contract. Therefore, we require a highly energetic, skilled professional to fill this position.
Position Responsibilities :
The main responsibilities will include, but are not limited to :
- Enter, track and monitor customer orders, deliveries and returns using appropriate IT systems.
- Apply a good knowledge of dangerous goods procedure and IATA regulations.
- Monitor material location and take proactive measures to perform redistribution and stock rotation where necessary.
- Monitor supply chain data to ensure defined reorder points and demand quantities are met.
- Process material returned for repair by the customer and obtain necessary base passes for the movement of materiel.
- Coordinate and process documentation associated with repair items to monitor the movement of assets and components through the repair cycle.
- Work with our shipping agent to expedite inbound and outbound shipments.
- Respond to customer inquiries and coordinate delivery problem resolution.
- Act as customer liaison when required to ensure smooth running of the supply support program.
- Complete all necessary receipting and acceptance procedures for equipment.
Basic Qualifications (Required Skills / Experience)
- Arabic speaking required.
- Recognized Logistics or Supply qualification and typically 3 or more years' experience in Aerospace and Defense supply chain or an equivalent combination of education and experience preferred.
Preferred Qualifications (Desired Skills / Experience)
- Field experience supporting airlift highly desirable. Experience working with Boeing GOLD and Warehouse on Web (WOW) Supply systems, and with international customers would be an advantage.
- Mechanical Handling Equipment experience is desirable. Familiarity with the Arabic language and culture preferred.
