What You'll Be Doing:
Review and approve the Contractors’ Baseline schedule of works in accordance with contract conditions and Parsons Recommended Practices.
Validate the compatibility of project resources to ensure timely completion.
Develop a Master Schedule that integrates multiple packages, considering their interdependencies to identify and reflect the impact of one schedule/project on others.
Evaluate and verify planning and scheduling information from updated/progress schedules. Identify potential areas of delay/slippage, highlight critical events, and suggest mitigation measures, corrective actions, or robust recovery plans.
Conduct “What if” analysis to assess the time impact of changes, variations, and potential events at an early stage, providing alternative courses of action and advice before issuing instructions to contractors.
Prepare regular progress reports and monthly reports with program analysis and recommendations, addressing program issues to ensure timely project completion. Prepare presentations regarding work progress concerning interim and major milestones.
Perform detailed assessments of claims, including Extension of Time and Disruption, using leading delay analysis methodologies such as time impact analysis and window analysis. Demonstrate the contractor’s concurrent delay effectively.
Discuss, coordinate, and resolve planning and scheduling issues with the contractor and the Employer.
Coordinate with the Client to finalize contractor programs, reports, and claims.
Attend various meetings, including kick-off, technical, service coordination, and progress review meetings. Provide valuable inputs and prepare concise and precise minutes of meetings.
Prepare trackers/logs to monitor critical issues during the design and construction stages of the project.
Identify potential risks/conflicts and document them in the Project Risk Register.
Perform Quantitative Schedule Risk Analysis using risk analysis software such as Primavera Risk Analysis or Safran Risk.
Agree on the progress measurement system (PMS) and key indicators with consultants/contractors for monitoring purposes.
Communicate clearly to conduct presentations to management and interface effectively with a diverse group of professionals. Provide reasoned and analytic responses to contractor notices and detailed particulars using programming data, sound construction practices, and contractual provisions.
Maintain proper record-keeping of project contemporary records.
Issue delay notices for contractor’s culpable delays and/or slow performance letters, recording areas where the contractor’s performance is behind schedule.
Manage a team of one or more planning engineers, providing technical and leadership skills.
What Required Skills You'll Bring:
Bachelor's degree in Civil Engineering or Construction Management from a recognized institution.
Minimum of 8 years post-graduate experience in infrastructure projects (Raods, Bridges, and Landscape).
Previous experience in Planning & Scheduling, quantitative schedule risk analysis, and extension of time claims.
Extensive experience with design processes and construction methodologies in Infrastructure and rail projects.
What Desired Skills You'll Bring:
Proficiency in Primavera P6, Primavera Risk Analysis, Acumen Fuse, and TILOS.
Certified Planning & Scheduling Professional (PSP) or Scheduling Professional (PMI-SP) is preferred.

We are seeking a technically strong and hands-on Project Controls Manager with 15+ years of experience in managing planning and cost control functions on large-scale infrastructure design projects in the UAE. The successful candidate must demonstrate direct involvement in developing and monitoring Primavera P6 programs, and applying Earned Value Management (EVM) principles, including CPI, SPI, EAC, ETC, and project controls dashboards. Prior experience coordinating with UAE Municipalities is mandatory.
Responsibilities
- Develop and maintain detailed project schedules using Primavera P6 for infrastructure design projects—not just review schedules prepared by others.
- Monitor project progress against baselines and update forecasts, identifying risks and delays proactively.
- Apply Earned Value Management (EVM) techniques to assess Cost Performance Index (CPI) and Schedule Performance Index (SPI).
- Prepare and analyze Estimate at Completion (EAC) and Estimate to Completion (ETC) reports.
- Develop and maintain interactive dashboards (preferably in Power BI) for reporting project KPIs, progress, and variances to internal and external stakeholders.
- Monitor and control project budgets and support cost forecasting and reporting.
- Interface with design teams, cost engineers, and clients to align program delivery with schedule and financial objectives.
- Provide detailed input for claims, EoT, and delay analysis when required.
- Bachelor’s degree in Civil Engineering, Construction Management, or equivalent.
- Minimum 15 years of experience in project planning and controls, with at least 5 years in the UAE on infrastructure design projects.
- Proven hands-on experience in:
- Primavera P6 schedule development and monitoring
- Earned Value Management (CPI, SPI)
- EAC, ETC calculations
- Power BI dashboard creation
- Prior experience working with UAE government clients or municipalities (e.g., ADM, RTA, Ashghal, etc.) is mandatory.

- Responsible for identification, monitoring and reporting against the project critical path providing early warning to the Project Manager of any potential slippages
- Effectively manage the communications interfaces essential for the delivery of cost, planning, scheduling and risk deliverables and services
- Report project status and KPI to management
- Produce weekly and monthly project cost and planning status reports
- Implement the project Work Breakdown Structure for specific scopes of work
- Implement the cost and planning control structures in alignment with the project Work Breakdown Structure
- Lead the project work approval process in terms of accurate cost code allocation and initial budget set-up and approvals
- Timely control and forecasting of budgets and ensure that the impact of all change requests is properly assessed and included in the budget and schedules if applicable
- Ensures Project Accountants and Billing Specialists receive support required from the team
- Monitors, records and/or evaluates progress for subcontractors
- Supports with quantifying subcontractor scopes of work for request for quotations
- Production and overall maintenance of project S-Curves and Histograms
- Creation of the projects fully resourced, logic linked Gantt Charts within preferred planning software to the agreed project and programme requirements
- Monitor current and forecast future resource needs for the project and programme through analysis of workload at project level
- Identify slippages, significant float erosion and lead the recovery process
- Responsible for overall development and issuance of project change orders / variations in accordance with contract / assignment change notifications
- Advocate and promote the project change management system ensuring process is adhered to
- Attendance at client progress meetings when required
- Facilitate the preparation of proposal schedules and CTR packs
- Lead cost and schedule risk analysis workshops / sessions both internally and with clients
- Ensure risk is managed and monitored at project level in line with local standards and processes
- Ensure Project Controls processes and procedures are accurate, up to date and followed
- Liaise with clients and ensure that projects are managed effectively to ensure delivery in a manner which meets quality, time, and budget specifications
- Ensure accuracy and completeness of all cost, planning and risk deliverables prior to issue to internal or external customer
- Ensure all project specific tools and systems are set up and functioning adequately
- Delegate and manage the work of the subordinate Project Controls team as required
- Support staff performance and competency reviews

Job Summary : The Project Director - Controls is responsible for the leadership, implementation, and oversight of all project control functions for complex railway infrastructure projects, with a strong focus on high-speed rail systems (>250 km/h). This includes schedule management, cost control, risk management, change control, reporting, and systems integration support. The candidate must have proven experience in the successful delivery of at least one high-speed rail project in a similar leadership role and possess more than five years of dedicated HSR experience.
Key Responsibilities :
- Lead the full suite of project control functions across planning, cost, schedule, risk, and change management.
- Oversee integrated project schedules and ensure alignment between civil, systems, and rolling stock delivery.
- Manage budget control processes including forecasting, earned value management (EVM), and performance analysis.
- Establish and monitor KPIs to measure project health, progress, and productivity.
- Direct the development and implementation of project controls systems, tools, and dashboards.
- Coordinate with construction, engineering, procurement, and systems integration teams to maintain alignment on scope and interfaces.

A Director shall have a construction / engineering related university degree (preferably a Master's degree or have Chartered Engineer Status), with not less than 20 years' experience in the leadership and management of similar railway systems and construction works projects (preferably HSR), with demonstrable experience in railway system delivery (signaling, 25 kV AC power, track etc.), construction, and system integration. For Director level positions, it is mandatory to have implementation and delivery experience on at least 1 HSR Project in a similar capacity / role, and total HSR experience (defined as above 250 km/h) shall exceed 5 years minimum.

What You'll Be Doing:
Review and approve the Contractors’ Baseline schedule of works in accordance with contract conditions and Parsons Recommended Practices.
Validate the compatibility of project resources to ensure timely completion.
Develop a Master Schedule that integrates multiple packages, considering their interdependencies to identify and reflect the impact of one schedule/project on others.
Evaluate and verify planning and scheduling information from updated/progress schedules. Identify potential areas of delay/slippage, highlight critical events, and suggest mitigation measures, corrective actions, or robust recovery plans.
Conduct “What if” analysis to assess the time impact of changes, variations, and potential events at an early stage, providing alternative courses of action and advice before issuing instructions to contractors.
Prepare regular progress reports and monthly reports with program analysis and recommendations, addressing program issues to ensure timely project completion. Prepare presentations regarding work progress concerning interim and major milestones.
Perform detailed assessments of claims, including Extension of Time and Disruption, using leading delay analysis methodologies such as time impact analysis and window analysis. Demonstrate the contractor’s concurrent delay effectively.
Discuss, coordinate, and resolve planning and scheduling issues with the contractor and the Employer.
Coordinate with the Client to finalize contractor programs, reports, and claims.
Attend various meetings, including kick-off, technical, service coordination, and progress review meetings. Provide valuable inputs and prepare concise and precise minutes of meetings.
Prepare trackers/logs to monitor critical issues during the design and construction stages of the project.
Identify potential risks/conflicts and document them in the Project Risk Register.
Perform Quantitative Schedule Risk Analysis using risk analysis software such as Primavera Risk Analysis or Safran Risk.
Agree on the progress measurement system (PMS) and key indicators with consultants/contractors for monitoring purposes.
Communicate clearly to conduct presentations to management and interface effectively with a diverse group of professionals. Provide reasoned and analytic responses to contractor notices and detailed particulars using programming data, sound construction practices, and contractual provisions.
Maintain proper record-keeping of project contemporary records.
Issue delay notices for contractor’s culpable delays and/or slow performance letters, recording areas where the contractor’s performance is behind schedule.
Manage a team of one or more planning engineers, providing technical and leadership skills.
What Required Skills You'll Bring:
Bachelor's degree in Civil Engineering or Construction Management from a recognized institution.
Minimum of 8 years post-graduate experience in infrastructure projects (Raods, Bridges, and Landscape).
Previous experience in Planning & Scheduling, quantitative schedule risk analysis, and extension of time claims.
Extensive experience with design processes and construction methodologies in Infrastructure and rail projects.
What Desired Skills You'll Bring:
