Job Purpose

The Program Controls and Change Manager will oversee the entire project planning, scheduling, progress reporting, coordination of resources and ownership of the change management process. This is a PMC role, and there will be multiple Supervision Consultants and EPCs appointed directly by the Client. The successful candidate will be responsible for overseeing all planning, scheduling and change management requirements on the large-scale power and water transmission projects in Abu Dhabi. Job Responsibilities

The key objectives for this role are:
  • Provides comprehensive cost, planning, scheduling and risk assessment support to assignments / project teams and clients, typically on smaller projects without dedicated project control discipline teams. Sets up and runs all required project controls systems, tools, and interfaces to enable the successful management and reporting of the project costs, schedule and risk on projects and assignments.
  • Supports the Service Line / Project Manager in the collation, analysis and reporting of project cost, scheduling, and risk data.
  • A wide ranging and hands on role that interfaces with several key stakeholders across the project. Provides coaching and guidance to less experienced project controllers.


RESPONSIBILITIES

Key Accountabilities and Responsibilities:
  • Act as the focal point with the client and any contractor Project Controllers as appropriate, to ensure costs and progress are reported accurately, ensure alignment with the project reporting requirements and timely and accurate cost and progress reporting.
  • Reporting of planned v's actual progress figures.
  • Monitor cost and schedule impact of achievement / non achievement of project milestones
  • Identification, monitoring and reporting against the project critical path providing early warning to the Project Manager of any potential slippages
  • Reporting of project costs and schedule data
  • Produce weekly and monthly project cost and planning status reports
  • Develop and maintain project Work Breakdown Structure for specific scopes of work.
  • Develop and maintain cost and planning control structures in alignment with project Work Breakdown Structure
  • Manage the project work approval process in terms of accurate cost code allocation and initial budget set-up and approvals
  • Responsible for the timely control and forecasting of budgets and ensure that the impact of all change requests is properly assessed and included in the budget and schedules if applicable
  • Assist Project Accountants and Billing Specialists in the Billing process and any other cost related queries
  • Assists with application of baseline and forecast installation unit rates and norms for estimating quantity change impacts
  • Supports earned value progress measurement
  • May assist with updates and changes to project quantities and reports on variances to baseline
  • Production and overall maintenance of project S-Curves and Histograms
  • Creation of the projects fully resourced, logic linked Gantt Charts within preferred planning software to the agreed project and programme requirement
  • Perform progress updates of the project Gantt charts. Includes executed changes into project schedule.
  • Monitor current and assess future resource needs for the project and programme through analysis of workload at project level
  • Identify slippages, significant float erosion and recommend recovery actions
  • Coordinate development and issue project change orders / variations in accordance with contract / assignment change notifications
  • Ensure local change management process is adhered to
  • Tracking of and input into the change management system
  • Attendance at client progress meetings
  • Input to the preparation of proposal schedules and CTR packs
  • Participate and support cost and schedule risk analysis workshops / sessions
  • Ensure risk is managed and monitored at project level in line with local standards and processes
  • Ensure Project Controls processes and procedures are accurate, up to date and followed
  • Liaise with clients and ensure that projects are managed effectively to ensure delivery in a manner which meets quality, time, and budget specifications

Overview

We are seeking a project control specialist to join Joint Venture Projects Support Division (JVPS) under Fuels Strategy & Capital Planning Department (FS&CPD). JVPS is responsible for providing oversight and support to Aramco affiliates projects within Downstream Fuels portfolios. This includes providing an independent view to decision makers on project progress, identifying areas of improvement and recommending corrective actions.

Your primary role is to lead and conduct project health check assessment process and advice on mitigation plans to maintain project cost and schedule. You are also going to provide project control services to project team as required.

Key Responsibilities
  • Conduct project health check assessment for joint venture projects and present the outcome to the project sponsor.
  • Review and monitor projects performance and present results to the project team and project sponsor.
  • Prepare reports to analyses project progress in development or execution stages.
  • Perform project risks analyses.
  • Manage the database for projects lessons learned.
  • Support project team by providing them with the best practices in project oversight and project control.
  • Provide consultation services in project management such as project economics, governance, organization setup, cost estimating, scheduling, procurements and risk management.
  • Provide support to develop the business plan, project feasibility, project technical development
  • Analyze claims and advice on negotiation strategies.
Qualifications
  • Bachelor's degree in engineering from a recognized and approved program. A master degree in engineering is preferred.
  • 15 years work experiences in project management, including at least 10 years in project control e.g., planning, scheduling and cost control.
  • Must have PMP and PMI-SP certificates from Project Management Institute (or equivalent certificates)
  • Must be certified by & AACEI (Advanced Association of Cost Engineer) or equivalent certificates.
  • Must have work experiences in mega projects for refineries, petrochemicals or infrastructure industries.
  • Have experiences in developing project scope, project schedule and cost estimates.
  • Must have the capability to enhance benchmarking database from cost and industry perspective.

Project Control Manager (Oil & Gas EPC )

JOB PURPOSE:

Provide leadership to planning engineers schedulers and cost engineers to plan monitor and control the execution of the project within the time and budgetary parameters optimizing resource utilization. Experience with managing projects upward of $75 Million.

RESPONSIBILITIES:

Develop systems and procedures for Project control functions on the onset of the project and as and when there are additional requirements from the client in order to facilitate the process of project monitoring.

To determine the staffing requirements based on the workload and allotment of available resources to various phases of the project.

Provide leadership and guidance to the project planning team to develop implement & maintain the project controls procedure project schedules (level 1-4) and reporting systems specific to project

Prepare the progress measurement system such as manpower histograms which indicate the number of people required each month progress S curves which will indicate the progress that the project makes at a given point of time etc. which are reviewed at periodic intervals.

Monitoring progress of the work for timely execution of the project through weekly/monthly reports with respect to review of the overall project. Progress monitoring on a regular basis and resolve any problems bottlenecks/scheduling conflicts.

Co-ordinate internal project team reviews followed by an approval and review by the client of the work schedule progress measurement and reporting systems.

Review the status continuously and keep the Project director/ Manager apprised of the progress and the areas needing attention for schedule adherence.

Ensure that field project controls documents such as construction schedules resources histogram reporting systems commodity data base material controls systems etc. are fully developed & implemented by the designated personnel and reviewed by Construction Management and that engineering & procurement activities are properly interfaced.

Carry out diagnostic studies on ongoing project/ construction to measure what is achieved vis--vis the plan by the project control team based on progress reports and feedback to ensure timely completion and formulate an action plan for schedule adherence.

Carry out schedule risk analysis as and when required and advise action plan to mitigate the delays if any.

Participate in department development activities for continual improvement in the project control system & services.

Perform any other duties and responsibilities as and when directed by the HOD

REQUIREMENTS:

Ideal candidate will have 20 years of experience in both onshore/offshore Oil & gas EPC projects and who has worked on reputed client projects like ADNOC Aramco and other GCC country projects.

Minimum bachelors degree and relevant project management qualification.

Proven track record of successful EPC projects for Oil & gas industry.

Project Controls Specialist

The ideal candidate for this position will have experience in managing and implementing project control systems, tools, and procedures. This includes cost estimating, budgeting, scheduling, progress measurement, and reporting.

  • Schedule Management: Prepare and maintain detailed project schedules integrating engineering, procurement, and construction activities.
  • Cost Control: Monitor project costs, prepare cost forecasts, variance analyses, and recommend corrective actions.
  • Risk Management: Lead risk management activities, including identification, analysis, mitigation, and tracking of project risks and opportunities.
  • Change Management: Coordinate change management processes, including impact assessments, approval workflows, and documentation.

This is a key role that requires strong analytical and problem-solving skills to ensure the successful delivery of projects. The Project Controls Specialist must be able to communicate effectively with stakeholders and provide regular progress reports.

Key qualifications include:

  • Experience in project controls, preferably in an engineering or construction environment.
  • Strong knowledge of project management principles and methodologies.
  • Excellent communication and interpersonal skills.
  • Ability to analyze data and identify trends.
  • Strong problem-solving and decision-making skills.
