Job Overview

As a Proposal Manager at Rejlers International Engineering Solutions, you will be responsible for managing and coordinating the end-to-end proposal development and submission process to clients, with a focus on the oil and gas sector. Your role encompasses providing pre-sales support, aligning client requirements with value propositions, and developing strategic sales plans.

Responsibilities

  • Manage and coordinate the entire proposal development and submission process to clients.
  • Provide end-to-end pre-sales support, ensuring the adherence to processes and obtaining necessary approvals.
  • Determine client requirements, coordinate value propositions, and formulate sales strategies to drive solution and proposal content.
  • Review and analyze prospects and present to the management its viability for Rejlers.
  • Develop a comprehensive bid plan with clear roles, actions, and timelines, ensuring on-time submission.
  • Manage bidding, facilitating effective communication between technical, solution, commercial, and contractual teams.
  • Ensure quality control of proposal content, solution, costing, and pricing components aligned with client requirements and business goals.
  • Coordinate the preparation of client presentations and workshops to support deal closure.
  • Assist in contract/SOW completion, collaborating with internal teams and 3rd party vendors when required.
  • Align requirements with available service/capabilities, identify reuse opportunities, analyze gaps, and provide technical input.
  • Set up bid strategy based on RFP requirements, business, and sales strategy.
  • Possess an understanding of EPCM services and various technology offerings.
  • Ensure compliance to the Company’s Quality, Health, Safety, Environment & Energy standards.
  • Ensure Sales process compliance within internal approval and Quality gateways.
  • Presentation and Meeting clients and other stakeholders on proposal cases.

Qualifications & Expectations

  • Bachelor's degree in Engineering.
  • Master’s degree in business administration shall be an added advantage.
  • Previous experiences executing proposals in Oil & Gas/Petrochemical/Chemical specifically in Feasibility Studies, Conceptual Design/Basic Engineering & FEED / Detailed Engineering & EPCM Contracts.
  • Minimum 15 years’ experience in Proposals/ Inside Sales and Min 5 years as Bid Manager, Proposal Manager.
  • Capable of estimation of engineering efforts.
  • Led and managed a team of 5-10 professionals.
  • UAE Oil and Gas market knowledge is mandatory and other regions knowledge will be value addition.
  • Excellent communication skills and relationship building skills.
  • Solid experience in interfacing clients and stakeholders.
  • Having solid understanding related to terms and conditions in legal aspects.
  • Project management capabilities will be an added advantage.
  • Precision in preparing technical and commercial documents.
  • Ability to adapt to the fast-paced and often challenging assignments.
  • Commitment to maintaining high ethical standards, especially in dealings with clients, suppliers, and colleagues.

Budgeting inaccuracies inevitably result in lower quality workmanship and materials.

About the role:


We are seeking an experienced and visionary Project Director – Transport Planning (UAE based) to lead the development of strategic transport masterplans that shape the future of mobility in cities and regions. This role requires deep expertise in long-term transport planning, policy formulation, and integration of future mobility solutions to support sustainable urban growth. The candidate will be responsible for guiding clients through complex planning challenges and delivering transformative, high-impact strategies.

Key Responsibilities:


Strategic Leadership

  • Lead the development of national, regional, and city-level Transport Masterplans, aligned with long-term urban growth, sustainability, and economic development goals
  • Develop integrated multi-modal mobility strategies that support accessibility, livability, and carbon reduction
  • Shape policy frameworks and high-level mobility strategies that enable innovation, efficiency, and inclusivity in transport systems

Client & Stakeholder Engagement

  • Act as a trusted advisor to government agencies, urban developers, and infrastructure clients
  • Lead high-level consultations and workshops with public and private stakeholders to build consensus around transport visions and investment priorities
  • Translate complex urban mobility needs into clear, actionable strategies

Future Mobility & Innovation

  • Guide the integration of emerging mobility trends (e.g., shared mobility, electric vehicles, Mobility-as-a-Service, autonomous transport) into planning frameworks
  • Advise on smart mobility policies, governance structures, and funding mechanisms to support modern urban transport ecosystems

Project & Team Management

  • Oversee a portfolio of large-scale, multidisciplinary projects, ensuring high-quality delivery on time and within budget
  • Lead and mentor teams of planners, urban designers, policy analysts, and engineers
  • Coordinate with technical and digital teams to integrate spatial analysis, GIS, and data-driven planning tools into the strategic planning process

Business Development

  • Identify and pursue new project opportunities in strategic transport planning across public and private sectors
  • Prepare high-quality technical proposals and contribute to market positioning efforts in the region
  • Support the company’s growth by expanding its reputation in strategic mobility planning and future transport systems

Qualifications & Experience:

  • Bachelor’s or Master’s degree in Transport Planning, Urban Planning, or related discipline
  • 15+ years of progressive experience in transport strategy and policy, with a strong portfolio of leading complex masterplanning projects
  • Proven experience delivering transport plans at city, regional, or national levels
  • In-depth understanding of mobility trends, land use integration, sustainability principles, and transport governance
  • Visionary leadership and strategic thinking
  • Excellent stakeholder and client management
  • Expertise in sustainable and future-focused transport planning
  • Strong communication, facilitation, and presentation skills
  • Team leadership and collaboration in multidisciplinary environments
