The Senior Proposals Specialist is responsible for supporting proposal and contract development; and promoting CB&I Storage Solutions’ products and services. This position is a senior professional, individual contributor contract development role requiring fundamental knowledge of CB&I Storage Solutions markets, products, clients, and customers. The role directly reports to the regional business development lead and routinely interacts with the regional operation leads.
Responsibilities- Senior individual contributor responsible for new business proposals and contracts for a sub-region or a single country
- Identifies and mitigates the risk involved with commercial terms and conditions, contract structure and pricing, interfacing with the Legal and Finance Departments, as appropriate
- Maintain the Customer Relationship Management (CRM) tool and keep all information accurate and current
- Outline, write, edit and organize proposal documents, while also making timely edits and revisions to documents after reviews
- Work closely with Legal and other corporate teams to provide and ensure comprehensive input
- Work with the project bid team to ensure that the company liabilities and legal obligations are contractually defined
- Review invitation to bid documents in conjunction with other applicable corporate departments
- Ensure that submitted proposals fully address all Commercial, Legal and Taxation matters
- Ensure there is a clearly defined Commercial execution strategy for all proposals submitted
- Review scope of “invitation to bid documents” for proposals and recommend to the Business Development Specialist/Manager the optimum split of work into packages, considering the geographical location, capability, and track record of local contractors, etc.
- Identify in conjunction with Legal, the obligations in the contract that are either obligatory flow downs or those which may be required to flow down and advise Subcontract Manager
- Review commercial issues related to working in new territories and locations or with new clients; and provide advice and support to the team
- Ensure all projects have in place at award, a commercial baseline and contract summary documentation
- Provide input to the project control and accounting procedures, processes and systems
- Ensure Risk Management, Project Controls and value improvement processes are fully and uniformly deployed and managed in accordance with procedure throughout the duration of the contract.
- Ensure the best commercial interests of the company are maintained, through policing of the contract
- Ensuring all deviations from standard Terms & Conditions are properly evaluated, mitigated and approved by the responsible functions
- Prepares regional frame agreements
- Preference to have experience in preparing proposal for various storage solutions (atmospheric tanks, low temp & cryogenic tanks, pressure vessels (e.g. spheres) and storage terminal works.
- Preference to have experience and/or familiar with regional requirements (i.e. working conditions, prevailing laws) in Europe, Africa, Middle East, Asia Pacific and Australia.
- Knowledge/experience with Energy Transition is a plus.
- Senior Level Proposals Position works independently with little supervision
- 10+ Years of commercial contracting/legal (3+ Years' experience in EPC Operations preferred)
- Typically, 8+ years since first degree
- Professional degree (Engineering or BS Preferred)
- Knowledge of CB&I Storage Engineering, Fabrication, and Construction method
- Familiarity with CB&I Storage Solutions' products, markets and/or a key market sector
- Fundamental understanding of Commercial Contracting and Negotiations
- Anticipates internal and or external business challenges and/or regulatory issues
- Analyzes and solves complex problems
- Influences internal/external business and/or regulatory issues to the strategic advantage of the company
- Mentally agile and ability to multi-task and manage tight deadlines
- Knowledge of business partnering skills, but needs some guidance
- Communication and presentation skills, both written and verbal
- Ability to work and build credibility across the business

Position Overview
The Technical Proposals Engineer is a key contributor to the successful delivery of high-quality, compliant, and
competitive technical proposals. This role is responsible for managing the technical scope of bids and tenders, ensuring
alignment with client requirements and industry standards.
Combining engineering expertise with commercial awareness, the Technical Proposals Engineer plays a vital role in
supporting business growth, exceeding client expectations, and contributing to the company’s long-term success. A
solid understanding of welding, materials engineering, and relevant industry codes is essential. Equally important is the
ability to communicate complex technical information clearly and confidently to a wide range of stakeholders, both
internal and external.
Key Duties and Responsibilities
1. Technical Management in Tendering
-Serve as the technical authority during bid preparation and proposal submission phases.
-Review and interpret client specifications, scopes of work, and deliverables to develop optimised, compliant,
and cost-effective technical solutions.
-Collaborate across engineering, procurement, and commercial teams to ensure integrated and aligned proposal
content.
2. Compliance and Industry Standards
-Ensure all technical submissions adhere rigorously to international codes and standards (e.g., ASME, API, DNV, ISO, NORSOK).
-Track and incorporate updates to global standards across product categories.
-Foster a culture of technical accuracy, compliance, and continuous improvement in proposal development.
3. Product and Technical Solution Development
Manage the preparation of technical proposals across a diverse product portfolio, including:
-Mechanically Lined Pipes (MLP)
-Weld Clad Pipes and Components
-Hot Induction Bends
-Custom Fabricated Structures and Components
-Tailor solutions to address project-specific challenges and client requirements, highlighting technical
differentiation and added value.
4. Client and Market Engagement
-Represent the company as a technical expert in client discussions, partner collaborations, and industry forums
during bidding phases.
-Deliver compelling technical presentations that communicate the company's capabilities and value proposition.
-Ensure proposals align with local regulatory frameworks, cultural expectations, and market-specific conditions.
-Respond to technical inquiries promptly while upholding the company's professional standards and reputation.
5. Proposal Content Management
-Maintain and curate a central repository of technical documentation, including standard content, prequalification
materials, and reference case studies.
-Oversee document control processes, ensuring version accuracy, consistency, and traceability across
submissions.
6. Reporting and Risk Assessment
-Provide regular reports on bid progress, technical milestones, risks, and resource needs.
-Support bid / no-bid decisions by conducting technical feasibility reviews and risk assessments.
-Collaborate with commercial and legal teams to ensure that technical deliverables in contracts are achievable
and clearly defined.
7. Strategic and Organisational Contribution
-Contribute to the development and implementation of technical strategies, policies, and departmental targets in
line with business objectives.
-Represent the company in manufacturing, industry, and trade associations to strengthen its technical reputation
and industry influence.
-Promote a culture of excellence, innovation, and collaboration aligned with FTV Proclad's vision and values.
Qualifications and Experience
Required:
-Strong practical knowledge of welding and materials, particularly CRA alloys.
-Proven experience in client-facing technical roles with the ability to communicate complex engineering concepts
effectively.
-Ability to lead technical discussions and respond clearly to technical questions from clients and internal
stakeholders.
One or more of the following qualifications:
-European Welding Engineer (EWE) or MSc in Welding Engineering
-Incorporated Engineer (IEng) or Chartered Engineer (CEng)
-Degree in Metallurgy or Mechanical Engineering
Desirable:
-Prior experience in the oil & gas sector, particularly involving corrosion-resistant materials and pipeline
solutions.
-Previous experience in a technical proposals or commercial engineering role.
-Degree in an engineering or business discipline, with technical experience in materials, pipelines, or fabrication
processes.
Technical Skills and Knowledge
-Advanced understanding of welding processes and weld overlay applications.
-Strong metallurgical knowledge, especially in carbon steel, low alloy, and CRA materials.
-Familiarity with mechanical, chemical, and corrosion testing methodologies.
-Practical knowledge of induction bending procedures.
-Expertise in international design codes and standards (e.g., ASME, API, ISO, DNV).
-Understanding of manufacturing techniques for fittings and flanges.
-Strong presentation and technical communication skills.
-Proven experience managing technical content in complex, deadline-driven environments.
