The Public Policy team leads BitOasis engagement with policymakers regulators public sector stakeholders and strategic partners across the Middle East and North Africa to support the horizontal (geographical) and vertical (product portfolio) expansion of the business in a regulation- and compliance-first manner. Working in close coordination with other teams across the company the Public Policy function plays a crucial role in navigating and shaping mature and emerging virtual assets policy and regulatory frameworks in a region characterized by forward-looking dynamic momentum fostering the responsible and sustainable adoption of virtual assets as a technology with revolutionary potential.
About the position
As a Public Policy Manager you will play a key role in monitoring evolving regional and global virtual assets policy and regulatory trends flagging risks and opportunities for the business. Working closely with the Director of Public Policy you will support the company in identifying and engaging high-profile public sector stakeholders to understand and shape the virtual assets policy and regulatory landscape responding to requests for comments and information and preparing insightful data-driven research and analysis to facilitate the business proactive engagement and advocacy with key stakeholders.
The position will be based in Dubai.
Qualifications :
About you
To succeed in this role you will need the following:
At least 5years of professional experience in public policy public affairs or government relations preferably with a focus on virtual assets or fintech ideally in the GCC or the broader Middle East and North Africa region;
Experience in monitoring policy and regulation across multiple markets separating signal from noise;
Experience in drafting insightful and concise briefs for executives and functional leaders to support strategic visibility and decision-making;
Experience in conducting market analysis stakeholder mapping and regulatory analysis;
Direct experience in drafting engagement plans and preparing engagement materials for key stakeholders and partners including briefs and presentations;
Experience in responding to requests for comments or information from policymakers regulators and other public sector stakeholders;
Extensive experience in driving research projects from start to finish drafting thought leadership pieces for internal and external audiences alike;
Proven ability to communicate complex concepts via visual data-driven accessible and compelling stories;
Proven ability to coordinate and lead collaboration across functions fostering alignment and driving the implementation of relevant projects in close cooperation with Product Engineering Compliance and other teams;
Proven ability to prioritise and manage multiple sometimes diverse workstreams to tight deadlines;
Structured and solution-oriented approach to problem-solving;
Strong sense of ownership accountability and ability to work independently with autonomy.

The Role
We are seeking a Senior Analyst with strong research, writing, and analytical skills to support client mandates across policy, public affairs, and strategic communications. The ideal candidate will bring a passion for geopolitics, global policy trends, and stakeholder engagement, with experience working in or with government, multilateral institutions, or corporate public affairs. Experience in the Middle East and North Africa region, particularly the Gulf Cooperation Council (GCC) is required.
Key Responsibilities:- Monitor and analyze geopolitical and regulatory developments impacting clients across global markets.
- Conduct stakeholder mapping and develop intelligence briefs to support client strategy.
- Draft memos, talking points, executive summaries, and reports for internal and external audiences.
- Support the development of thought leadership and strategic content aligned with client priorities.
- Track media and political narratives to identify reputational opportunities or risks.
- Coordinate with global advisory teams to ensure integrated delivery across regions and disciplines.
- Assist in the development of new business proposals, pitch materials, and presentations.
- Contribute to internal knowledge-sharing and strategic planning.
- Support organization of thematic events, conferences, and roundtables.
- Significant experience in geopolitics, government relations, public affairs, consulting, or international organizations.
- Bachelor’s or Master’s degree in international relations, political science, public policy, or a related field.
- Exceptional writing, editing, and research capabilities.
- Strong understanding of geopolitical dynamics, multilateral institutions, and regional affairs.
- Ability to synthesize complex issues clearly and concisely for executive audiences.
- Excellent organizational and time management skills, with attention to detail.
- Collaborative and client-service mindset with a proactive and solutions-oriented approach.
- Arabic or other foreign language proficiency is a plus.
