Key Responsibilities:
- Establish and enforce project-specific Quality Assurance and Quality Control procedures in collaboration with the Construction Supervision Consultant.
- Ensure QA/QC procedures align with client's quality policy, contractual obligations, statutory regulations, and program requirements.
- Prepare and submit a comprehensive Quality Control Manual for client's approval, detailing inspection and testing protocols, personnel responsibilities, and documentation standards.
- Ensure the Quality Control Manual includes procedures for proprietary material inspections, mock-ups, field trials, and compliance testing through approved laboratories.
- Define and document inspection witness points, hold points, and substitution restrictions.
- Oversee the deployment of a computerized inspection and test management system by the Construction Supervision Consultant.
- Ensure the system supports relational database functionality, linking inspection data to NCRs and generating detailed reports.
- Evaluate and recommend suitable systems if none are currently in place.
- Conduct regular audits (minimum quarterly) of the Construction Supervision Consultant's QA/QC systems to verify adherence to program quality standards.
- Monitor the activities of the Lead Design Consultant and Construction Supervision Consultant to ensure quality workmanship and execution.
- Submit independent quality observations and ensure timely issuance of Non-Conformance Reports (NCRs) by the Construction Supervision Consultant when necessary.
- Verify that contractors implement quality management systems compatible with those of the Construction Supervision Consultant.
- Confirm that contractor quality systems are approved and include quality plans, project controls, internal audits, NCR procedures, equipment calibration, and document control.
- Ensure the Construction Supervision Consultant provides monthly Project Quality Reports summarizing inspections, NCRs issued, and resolution status.
Requirements:
- Education: A Bachelor's or Master's degree in project management, or a related field is typically required. Advanced certifications in project management can be advantageous.
- Experience: Extensive experience (15 years) in residential projects is essential.
- Industry Knowledge: In-depth knowledge of the residential developments, including its regulations, best practices, and emerging trends within Abu Dhabi.
- Experience of producing and meeting requirements of Inspection and Test Plans
- Knowledge of construction techniques in particular residential projects (desirable)
- Excellent record keeping and data management skills
- Strong communication skills and ability to discuss technical aspects with other technical and non-technical individuals.
- Good understanding of Quality within the Design Process
- High level of attention to detail
- Experience of large complex construction projects (low rise residential/villas)
