+ Key contributor and advisor to the Head of Product & Solution Strategy and Vendor Management with the development of regionally appropriate, compliant and competitive products and propositions for all of Cigna MEA (Gulf Cooperation Council (GCC), Lebanon, Africa) and segments (Top-Tier, Mid-Tier, 'local/domestic') for both Group and Individual, in line with our Simple, Affordable and Predictable strategy and executing our business strategic priorities.
+ Lead Local Product forum with internal stakeholders, creating governance, gathering feedback to inform team priorities and planning and to communicate team strategies and updates
+ Lead strategic business priorities to execute on business goals and objectives
+ Influence and lead on departmental priorities to ensure their execution to further enable our growth and earnings targets
+ Be agile on ad-hoc business priorities eg New product or operating model requirements for a strategic new business client
+ Reacting to any regulatory market change, displaying agility and adaptability, whilst continuing to execute on the business strategic priorities.
+ Representing the Product & Solution Strategy Team in Steer Co meetings, clearly articulating the progress and mapping out recommendations with a well thought out analytical approach while being open and candid on any risks.
+ Lead Global (Cignalinks) projects, being the conduit between the local and global teams, sharing the required local regulatory requirements globally and being instrumental in determining the appropriate operating models based on both global and local capabilities and requirements
+ Training, developing and leading other members of the Product & solution Strategy team
+ Partner with internal teams (Sales, Client Management, Underwriting, Actuary, IT and Operations) impacted in the product development process to collectively design, develop and launch new product initiatives.
+ Support the product roadmap priorities and ensure continued alignment to achieving our growth strategy
+ Project management responsibility for new product development initiatives, when a project manager is not allocated, working in an Agile environment
+ Communicate and work with peers in the product team to knowledge share
+ Understand and leverage partnership strengths and capabilities to support growth within the markets
+ Evaluate product portfolio status on an annual basis
+ Provide updates to the Head of Product for reporting to senior management
+ Report project status, resource utilization and ability to recommend changes to improve the team's overall effectiveness

**Qualifications/Experience Required:**
+ Bachelors Degree preferred; MBA or Masters Degree or equivalent experience
+ Minimum 2-3 years experience/knowledge of domestic and expatriate healthcare products and services, preferably within Sales, Operations, Product or Marketing, and preferably with knowledge of group propositions.

RESPONSIBILITIES
Key Accountabilities and Responsibilities:
- The Claims Manager reports directly to the Commercial Manager and is responsible for managing the full lifecycle of contractual claims within an EPCm framework. This dual role includes responding to subcontractor-originated claims directed at the client and proactively safeguarding EPCm Contractor's commercial interest by initiating / supporting claims against the client.
- The Claims Manager will deliver post-award contract management aligned with our Framework for Managing the Fundamentals (FMF).
- The Claims Manager may supervise others within the Commercial team.
Key Responsibilities
Post-Award Contract Administration
- Assessment of subcontractor variations / claims and resolution of disputes in accordance with the EPCM Construction Contract and EPCM Agreement.
- Management of Change, (MOC): A critical element of the role is to work closely with the Commercial Manager and MOC Engineer to identify and assess the impact of potential changes and raise variations to the EPCm Contract.
- Compliance Oversight: Manage contract administration in line with our existing policies/procedures to ensure strict adherence to contract terms, including initiating notices and reviewing guarantees / insurances.
- Contractual Correspondence: Working with SubContract Managers and actively managing contractual letters with EPCM Construction Contractors.
- Close monitoring of Subcontractor reports and maintenance of records in support of change requests.
Risk Management
- Work with Commercial Manager and Risk Manager on identifying key contractual risks with the EPCM Construction Contractors and establishing quantum.
- Provide regular updates on potential changes / claims / disputes for management reporting and controls.
Financial and Cash Flow Management
- Pro-actively keep commercial and finance teams apprised of current and emerging commercial issues - for payment and cashflow purposes.
Project Monitoring and Reporting
- Stakeholder Reporting: Provide input into regular reports for senior management.
Project Oversight and Supervision

Key Responsibilities:
Project Handover Planning:
- Develop and implement comprehensive handover strategies aligned with project timelines.
- Coordinate with construction, QA/QC, and client teams to ensure readiness for handover.
Documentation & Compliance:
- Ensure all project documentation (as-built drawings, warranties, manuals) is complete and compliant.
- Liaise with legal and regulatory bodies to meet local handover requirements.
Stakeholder Management:
- Act as the primary point of contact for clients during the handover phase.
- Manage expectations and resolve issues to ensure client satisfaction.
Snagging & Defect Liability :
- Oversee snagging inspections and ensure timely rectification of defects.
- Monitor defect liability periods and coordinate with contractors for follow-ups.
Team Leadership :
- Lead cross-functional teams including engineers, coordinators, and customer service.
- Mentor junior staff and promote best practices in handover management.
Qualifications:
- Bachelor's degree in civil engineering, Construction Management, or related field.
- PMP or equivalent certification preferred.
- Minimum 15+ years of experience in the profession specifically on Rail projects.
- Proven track record in managing handovers of large-scale projects in the UAE.
- Strong knowledge of UAE building codes and handover regulations.
- Experience working in UAE / Middle East region.
- Excellent communication, negotiation, and leadership skills.
- Proficiency in project management tools and document control systems.
