Requirements
Programme Director (Rail & Infrastructure) Experience: • Degree-qualified in Engineering or Construction, from a recognized institution (preferably a Master’s Degree or have Chartered Engineer Status); professional membership (e.g., FICE, MICE, FAPM, MAPM) preferred. • 20+ years of experience in delivering major infrastructure programmes, with deep expertise in one or more of the following: • Rail Systems: including signalling, rolling stock, and systems integration. • Transport Technologies: including ITS, smart mobility, and digital platforms. • Airport Infrastructure: including terminal development, airside systems, and aviation operations. • Proven ability to lead mega programmes with full accountability for delivery, commercial performance, and client satisfaction. • Strong commercial acumen, with experience in contract negotiation, dispute resolution, and financial oversight. • Demonstrated success in client engagement, stakeholder management, and securing repeat and new business. • Experience working in the Middle East or other high-growth, fast-paced markets is highly desirable. • Exceptional communication, leadership, and strategic thinking skills. • Demonstrated leadership in HSQE, with a track record of embedding safety, quality, and environmental responsibility into programme culture. • Commitment to staff wellbeing, inclusive leadership, and team development.

The role is located in UAE, involves managing and executing civil and structural engineering activities for GIS (Gas Insulated Substation) / AIS (Air Insulated Substation) projects, control room buildings, transformer and outdoor equipment foundations, guard houses, staff quarters, grading, roads, drainage, outdoor steel structures, and other miscellaneous substation works. The PEM (Project Engineering Manager) will lead a team of Design Leads, Design Engineers, and Draughtspersons, coordinating with interdisciplinary teams including Electrical and MEP (Mechanical, Electrical, and Plumbing) departments, to ensure timely delivery of high-quality engineering outputs within budget.
ObjectiveThe ideal candidate will:
- Lead the design and detailing of Civil & Structural works for PTD IC (Power Transmission Distribution Industrial & Commercial) and Substation projects (11kV to 765kV) and ancillary civil works for UPD (Utility Power Distribution) projects.
- Manage engineering activities across multiple projects or project sets.

- Minimum Qualification: B.Tech. in Civil / M.Tech. in Structural Engineering / Geotechnical Engineering / Environmental Engineering
- Experience: 17+ years (Preferable experience with exposure in civil & structural aspects of Substation / Power Distribution Projects – Power Transmission, Oil & Gas, Fertilizers, Construction). Desirable 3–4 years in a Lead role.
- Execute civil & structural engineering for GIS (Gas Insulated Substations), control room buildings, transformer foundations, outdoor equipment foundations, guard houses, staff quarters, grading, roads, drainage, outdoor steel structures, and miscellaneous substation works.
- Review vendor engineering documents with respect to Civil & Structural design.
- Strong knowledge of design calculations as per domestic and international codes and standards.
- Proficient in steel structures, RCC (Reinforced Cement Concrete) structures, and geotechnical aspects.
- Understand site input parameters, topographic and environmental conditions for design calculations.
