**Job Description:**
**Principal SCADA Engineer**
**Abu Dhabi, UAE**
Parsons Abu Dhabi is seeking a highly experienced and technically accomplished **Principal SCADA Engineer** with a **strong background in design and implementation of SCADA systems for tunnel and transportation infrastructure projects** . The successful candidate **will lead SCADA system development across all project stages, from concept and design through commissioning and handover.** This role requires deep technical knowledge of tunnel systems (e.g., ventilation, fire detection, CCTV, lighting, traffic control, power, emergency systems), strong leadership in multidisciplinary coordination, and proven international or Local project delivery experience.
**What You'll Be Doing:**
- Lead the design and delivery of complex SCADA systems for tunnel infrastructure projects, ensuring full integration of all subsystems including:
+ Ventilation control
+ Fire detection and response
+ Power monitoring and control
+ ITS and lighting systems
+ CCTV and communication systems
+ Emergency response systems and plans
+ Control and DATA Centers
-Develop and validate system architecture, control philosophies, communication networks, and redundancy strategies for high-availability operations.
-Prepare and review high-level and detailed design deliverables, including:
+ Concept Of Operations (CONOPS)
+ Functional Design Specifications (FDS)
+ SCADA architecture diagrams and system topologies
+ Control room interface requirements and graphical hierarchy
+ Subsystem interface definitions and integration plans
- Supervise and mentor design engineers and integration teams during the project lifecycle.
- Manage technical coordination between SCADA, MEP, ITS, telecom, and civil design disciplines.
- Ensure compliance with international tunnel safety standards, SCADA security best practices (e.g., IEC 62443), and project-specific requirements.
- Oversee or guide implementation phases including factory acceptance testing (FAT), site installation supervision, commissioning, and final handover.
- Interface with client representatives, authorities, project consultants, and contractors to ensure alignment with operational goals.
- Support the development of SCADA tender specifications and evaluate vendor proposals.
**What Required Skills You'll Bring:**
+ Bachelor's or Master's degree in Computer, Electronics, Electrical, or Control Engineering.
+ Minimum 10 years of experience in SCADA system design and implementation, mainly in tunnel and transportation infrastructure
+ Proven leadership in designing and delivering SCADA solutions for complex, multi-subsystem environments.
+ Strong knowledge of tunnel operations and safety-critical system integration.
+ Demonstrated ability to lead multidisciplinary technical teams and manage project interfaces.
+ Excellent command of system documentation, interface control documentation (ICD), and functional safety considerations.
**Soft Skills:**
+ Strong leadership, team coordination, and mentoring capabilities.
+ Excellent English written and verbal communication, including report writing and technical presentation skills.
+ Ability to manage pressure and prioritize competing demands on complex infrastructure programs.
+ High degree of accountability and quality control over technical deliverables.
**Working Conditions:**
+ Mainly in Parsons Abu Dhabi EMEA HQ Office, however, travel may be required for project workshops, integration coordination, and site support.
+ Combination of office-based work, remote design collaboration, and site interface where needed.
+ Role will include Design activities and Construction support and direct coordination with Client and Authorities.
**What Desired Skills You'll Bring:**
+ Hands-on experience with major SCADA platforms (e.g., SCADA/HMI for tunnels, integrated control centers).
+ Familiarity with SIL-rated systems and safety lifecycle in tunnel environments.
+ Experience coordinating with authorities or clients on tunnel commissioning and operation protocols.
+ Understanding of transport/ITS systems such as Variable Message Signs (VMS), Automatic Incident Detection (AID), and public address systems.
+ Strong understanding of cybersecurity and network segmentation in SCADA Virtual servers' environments and related control centers.

Context
The OCS/SCADA Engineer plays a critical role in specifying, integrating, and optimizing the Overhead Contact System (OCS) and Supervisory Control and Data Acquisition (SCADA) solutions within large-scale rail system enhancement and fleet procurement projects. The position bridges electrical infrastructure and control system requirements, ensuring robust, reliable, and safe operation aligned with project deliverables and industry standards.
Missions/Main Duties
- Lead or support the assessment of existing OCS and SCADA environments, identifying necessary enhancements to support the introduction of new rolling stock and upgraded rail systems.
- Prepare and review detailed technical specifications for OCS and SCADA components and interfaces, ensuring compliance with regulatory and project standards.
- Oversee or participate in the design, configuration, and integration of OCS and SCADA systems, focusing on interoperability with rolling stock, substations, and other control systems.
- Evaluate vendor and contractor technical submissions, design documents, and implementation plans to verify alignment with project objectives and interface requirements.
- Develop test procedures and support comprehensive testing and commissioning of OCS and SCADA installations, including interface validation with rolling stock, energy management, and train control systems.
- Troubleshoot and resolve integration challenges during lab, field, and trial runs in collaboration with multidisciplinary project teams.
- Develop and review documentation for system operation, maintenance, and training, ensuring smooth handover to operations teams and future maintainers.
- Provide specialist technical advice on the optimization and upgrading of OCS and SCADA systems to improve network availability, reliability, and safety.
- Work closely with internal engineering teams, external suppliers, and project stakeholders to coordinate multi-disciplinary activities and technical requirements throughout the project lifecycle.
- Facilitate knowledge transfer, issue tracking, and technical workshops as needed.
- Bachelor's degree in Electrical Engineering, Automation, Systems Engineering, or related technical discipline.
- Minimum 15 years' experience of relevant experience in similar rail projects.
- Experience in design, intégration, or maintenance of OCS, SCADA, or other railway systems automation, ideally within a rolling stock or infrastructure enhancement context.

Parsons is looking for a talented Instrumentation Control and Automation SCADA Engineer to join our team in Dubai.
**What You'll Be Doing**
+ Perform Instrumentation, Control, and Automation (ICA) engineering tasks, including design, calculations, and technical reports for small to medium-sized projects (e.g., water treatment plants, pump stations, etc.).
+ Design and program PLC/HMI/SCADA/DCS/BMS systems, including control system architectures, P&ID diagrams, and functional design specifications.
+ Develop ICA and SCADA systems for infrastructure projects (e.g., roads, metro, water, and wastewater treatment plants).
+ Ensure compliance with international standards, local regulations, and safety/quality requirements.
+ Liaise with contractors, consultants, and authorities, and review shop drawings and material submittals.
+ Work with CAD/digital delivery teams using software like AutoCAD and Revit.

Instrumentation Control and Automation SCADA Engineer
Dubai, UAE
Parsons is looking for a talented Instrumentation Control and Automation SCADA Engineer to join our team in Dubai.
What You'll Be Doing
Perform Instrumentation, Control, and Automation (ICA) engineering tasks, including design, calculations, and technical reports for small to medium-sized projects (e.g., water treatment plants, pump stations, etc.).
Design and program PLC/HMI/SCADA/DCS/BMS systems, including control system architectures, P&ID diagrams, and functional design specifications.
Develop ICA and SCADA systems for infrastructure projects (e.g., roads, metro, water, and wastewater treatment plants).
Ensure compliance with international standards, local regulations, and safety/quality requirements.
Liaise with contractors, consultants, and authorities, and review shop drawings and material submittals.
Work with CAD/digital delivery teams using software like AutoCAD and Revit.
Support sitewide security, ICT networks, ELV systems (e.g., public Wi-Fi, PA/BGM), and fiber optic network designs.
What Required Skills You'll Bring
Bachelor's degree in Electronics and Instrumentation or Electrical and Electronics Engineering.
Minimum 5 years of experience in design/engineering or construction.
Proficiency in CAD software and PLC/SCADA programming.
Knowledge of international standards (e.g., IEC, ISO) and local authority regulations (e.g., DEWA, RTA, Dubai Municipality).

We are looking for a skilled and experienced **SCADA Design Engineer** to join our engineering Design team. **This role focuses exclusively on the design and engineering aspects of SCADA systems for industrial and infrastructure projects.** The ideal candidate will be **responsible for preparing comprehensive design deliverables, developing system architecture, and ensuring integration alignment across control and automation systems.**

- Develop complete SCADA system designs, including network architecture, data flow diagrams, and interface definitions with control and field devices.
- Prepare and review detailed engineering documentation such as:

**What You'll Be Doing:**
- Assist in the development of SCADA system architecture and design concepts for Tunnels and Transportation Projects.
- Support the preparation of key design documents, including:
+ I/O lists and tag databases
+ SCADA system layout diagrams
